ALTERATIONS

MOVED BUILDINGS
In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. Adequate and complete
information will prevent delays in the plan review process. Reviewing a plan and the discovery that
required information has not been provided by the applicant may result in the delay of the permit
issuance and in proceeding with building construction. The owner or contractor may be required to
provide this information before the plan review may proceed. This causes delays because other plans
that are in line for review may be given attention before the new information may be reviewed after
it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. If you do not, it may be
helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code".
This book is available to you through this department at our cost. Also, please consider using
a design professional for assistance in your design and a construction professional for
construction of your project.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior to
and during design. Applicants are required to indicate appropriately and to submit the
completed checklist at time of application for a permit.

Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to
scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line.
A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar,
anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -
rap, (which is required), siding or any approved building material.
A window schedule. A door schedule.
A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square
foot up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload of 15 pounds
per square foot, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC.
1. Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each corner of the proposed structure(s) prepared by a
licensed surveyor and has the surveyors signature and professional stamp on the drawing?

If you have answered "No" on any of the questions, you may be required to provide this information
at the request of the Building Official prior to beginning the plan review process. Delays in issuing
the permit are to be expected. Work may not proceed without the issuance of a permit. If it is
determined by the Building Official that additional information is necessary to review the application

RE: Fire Protection Pond, Mayfly Bend Subdivision — Lot 1
Dear Andy:
The owner of Mayfly Bend — Lot 1, Mr. Timothy Stainton has submitted a proposal to the fire
district for the construction of a fire protection pond and installation of fire hydrants on his
property. The district has conditionally approved the proposal.
With the construction of the pond and hydrant system, a residence of Type -V construction, with
a fire area of 6,200 square feet or less, may be constructed on the property without an automatic
fire sprinkler system. This is consistent with the Uniform Fire Code, 1997 edition, adopted by
the Carbondale & Rural Fire Protection District.
Construction of the pond and installation of the hydrants should be completed prior to the
issuance of a certificate of occupancy.

It has been the experience of the gas tog inusiry that the bumer systems are the weakest link in the chain

The house is located in a region that can expect up to 2 in:hes of rain per the 100 -year hourly
rainfall rate (IBC -Figure 1106.1).
The size of the vertical conductors and leaders (IBC -Table 1106.2) for the roof, based upon 2
inches of rain per 100 -year hourly rainfall rate, is a 2 inch diameter leader. The 2 inch diameter
leader can handle up to 1,440 square feet of horizontally projected roof area drainage.

Dear Tim:
Pursuant to County Regulations, this letter provides documentation that the new individual sewage
treatment system (ISTS) recently installed is in general compliance with the permitted design. Sopris
Engineering has performed site visits to measure, inspect, and document the as built conditions of the
constructed system. We have coordinated our efforts with the treatment system installer, and the
contractors that constructed the system. The system was inspected prior to backfilling and after all
installations were completed. The as -built conditions and installation of the new ISTS components is in

The System was installed in accordance with Garfield County Regulations; the design parameters
presented in the Sopris Engineering report and the design drawing, dated May J, 2002. A J500 -gallon
dual compartment septic tank was installed with an Orenco Systems, Inc. Advantex AX -20 treatment
system installed with the septic tank. The Advantex re -circulating packed bed filter assembly was installed
by a qualified installer. The system has a dosing pump basin installed adjacent to the septic tank to
pressure dose effluent through a distribution manifold to the field. The systems control box has a remote
telemetry unit that can be activated by connection to a phone line. A two-year inspection and maintenance
agreement is in place, which calls for service and inspections every 6 months.
The Dispersal field was constructed with as a bed containing 4 rows of 9 chambers each 57' in length as
generally delineated on the site plan. Flow is split equally between the chamber rows through the pressure
manifold to the individual distribution lateral running the full length of the chamber rows. Inspection ports
were installed on each end chamber and on the head comer chambers. The overall dimension of the
dispersal field is 57' by 14' mounded approximately 36" above the surface. The field was installed level
with suitable soil below the chamber and backfill over and around the chambers. A 24 -inch layer of filter
sand was placed below the leaching chambers. Treated effluent from the septic tank/Advantex treatment
system is pressure dosed to the field. Each chamber row has a 4" inch perforated PVC distribution pipe
running the length of the row. The construction was completed utilizing specified materials installed
according to design. The minimum setback distances have been maintained.

The advanced treatment system installed is an Orenco Systems Advantex-AX-20 unit (re -circulating
trickling packed bed filter). The system is capable of producing effluent quality which meets or exceeds the
requirements of the US EPA for secondary wastewater treatment (30mg/L BOD and 30 mg/L suspended
solids). The dispersal field is sized to adequately service (5) bedrooms. All ISYS components are
accessible from the surface to facilitate system testing and maintenance. The return flow is discharged
back to the secondary compartment for nitrogen removal. The Advantex re -circulating pump typically nuns
only 90 minutes per day. The Advantex AX -20 is dcsigped to provide treatment resulting in effluent water
quality parameter levels of 30 mg/L BOD and 20 mg/L TSS based on a design flow of 1125 gpd.
Maintenance Pr$ncol
The engineered system shall be inspected on a regular basis and be properly maintained. Ownership of the
system and responsibility for construction, repair and maintenance will remain with the Lot Owner. The
Owner shall retain the services of qualified personnel to inspect the !STS and to perform all maintenance
and repairs necessary to ensure that the system is functioning properly. is in good operating condition and
is in compliance with the manufacturers performance requirements. The operating components of the
ISTS system will be inspected within 30 days of being placed into operation and thereafter at least bi-
annually.
