When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if yon have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IRC. 1. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each corner of the proposed structure( s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or greater must be shown on the site plan. (NOTE Section: 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located wit\)Che envelope. LBRR, LLC (Lehman Brothers Rose Ranch, LLC) is currently listed as the "Owner" on the pennits and they have requested that we tum the open pennits over to them for completion as we will no longer be the Contractor. We understand that the structure at the subject site has not been heated and the county is concerned that the integrity if the structure and other components may have been compromised. During our site visit we observed the Post Tension Slab-on-Grade foundation system and portion of the sewer and gas line condition. A level survey and observations were conducted on the entire slab. The survey indicates that the floor has little movement and minor shrinkage cracks were observed. We also reviewed a video of the scoped sewer that we received from Maya Construction. It appeared that the sewer line is intact. The exposed gas lines have been "sniffed" for leaks and appeared to be intact as no leaks were observed. We have reviewed our observations and it is in our opinion that there is no structural concern at this time to the existing structure integrity. There also appears to be no concern regarding the performance of the sewer and gas lines. No other items were observed at this time. No fUJ1her observations are required. The dimensions, geometry, and required options have not been verified at this time. The contractor assumes responsibility for the accuracy of all building dimensions, locations on lot, foundation elevations, and the slab step layout. The installation of the tendons and interior stiffened beams appeared to be in general conformance with the construction plans. We observed the top of grade appeared to be at the correct elevation to maintain the slab thickness per plan. It is the responsibility of the contractor to verify slab thickness and tendon layout remain as observed during concrete placement. No other items were observed at this time. The trench beam depth, width, and required steel placement appeared to be in general conformance with approved construction documents. Also, we observed the required l-inch polystyrene foam (extruded) insulation was placed in the trenches at the exterior of the building footprint per plan and is temporarily to the trench wall. In particular the jurisdiction was concerned with the evident discoloration due to water of the floor sheathing, wall sheathing and other exposed structural element. We observed general discoloration of the floor sheathing at the seams on the second floor. No swelling or delamination of the floor decking was observed. This condition is superficial and does not present a structural concern. No repair to the floor sheathing is necessary. We obsetved the exterior wall sheathing and house wrap at this residence. The sheathing shows evidence of minor weathering and water exposure. We observed a couple locations that should be renailed due to shiners or minor seam displacement; however there appears to be insufficient distress due to weathering and/or moisture exposure warrant structural concern. No replacement or repair to the exterior sheathing is necessary. In certain areas the house wrap has become separated from the structure and has become damaged and severely wrinkled. This wrap is to be replaced and cannot be reinstalled. The remaining house wrap appears adequate. The window waterproofing membrane appears to be sufficient in most locations. In some cases where the membrane has become separated from the house wrap or further damaged, the membrane should be replaced. We also observed the condition theyost-1:eni;iotJed slab which was consistent with our observations on February II, 2010. From our observations, we have concluded that this foundation has been constructed in accordance with the approved construction documents and guidelines set forth by the Post Tensioning Institute. All required observations and their subsequent letters by this office for the Post Tensioned Slab-on-Grade Foundation System which includes the Trench Beam and Steel Observation including Ufer Rod, Tendon Placement (pre-pour) Observation, and Tendon Stressing Observation have been approved by this office. We also note that the required insulation has been installed per our structural details and the International Residential Code, 2003 Edition. No further observations are required.
