I respectfully submit the following data to support my application to subdivide Lot 1, containing 30.455
Acres, Simmons Exemption, Survey Attachment (1) according to the plat thereof recorded February 5,
1991 as Reception No. 420965, County of Garfield, State of Colorado, into Four (4) Lots, as shown on the
enclosed Sketch Plan, Attachment (2), February, 2005, together with my check for $325.00 to cover your
Base Fee for Sketch Plan submittal and review. My Subdivision Application, for this proposed Red
Canyon Ranch Subdivision is Attachment (3). In addition, according to the requirements of Subdivision
Regulations 3:30, the Attachment (4) is part of Map 2187, T. 6S -R. 88 W, that shows the location of
neighbors to the proposed Red Canyon Ranch Subdivision. Attachment (5) gives these Map locations with
the names and addresses of these neighbors.In addition, according to Subdivision Regulations 3:32, this

SUPPLEMENTAL INFORMATION
A. Source and amount of water supply: Existing well on proposed Lot 1, with individual wells
on Lot 2, 3, and 4 (well permits in process), plus Bassalt Water Conservancy Water
Allotment Contract No. 454, dated 02/08/05, Attachment (7)
B. Proposed type of sewage disposal: Individual Sewage Disposal System (LS.D.S.). Successful
I.S.D.S.'s already exist on Lot 1 of the proposed Red Canyon Ranch Subdivision and on all
of the lots of the neighbors listed in Attachment (5).
C. U.S.D.A. Soil Conservation Service Soil Designations are #87 Morval-Tridell Complex and
#95 Showalter—Morval Complex. Sanitary Facilities interpretation tables are Attachment (8).
D. Statement assessing the impact of the proposed subdivision on the lakes, streams and
topography of the site: There are no lakes or streams in or near the proposed Red Canyon
Ranch Subdivision, and the existing topography is suitable for Single Family Dwellings
without any modifications, except site preparation.
E. Statement assessing potential radiation hazards to the site: The site of the proposed Red
Canyon Ranch Subdivision has never been a landfill, or a site for mill tailings, and as a result,
no radiation hazards exist.
F. Evidence that all lots and parcels created by the subdivision will have access to a public
right-of-way. See Sketch Plan, Attachment (2) The proposed Red Canyon Ranch
Subdivision is bordered by County Road 115. Lot 1 already has a driveway off County Road
115, Lot 2 will have access off this exising driveway to Lot 1, and Lot 3 and 4 will have
access off County Road 115. Discussions with the Garfield County Road and Bridge
Department indicates that they will issue driveway permits for Lot 3 and Lot 4 when
application is made, usually during the Preliminary Plan process.
G. Anticipated source of utilities:
(1) Electricity is supplied by Holy Cross. Letter of willingness is Attachment (9)
(2) Telephone services are supplied by Quest. A "will serve" letter is in process
(3) No natural gas is available. Lot 1 currently has a 1000 gallon buried Propane tank
(4) TV services for Lot 1 is supplied by a satellite (Direct TV). No cable is available.
With this initial letter of March 7, 2005, I am enclosing only two (2) copies of all the documentation.
Please advise the applicant, Pete Simmons, if any additional information, or copies, are required to support
this application for Sketch Plan Review.

MEMORANDUM OF WATER ALLOTMENT CONTRACT
The Basalt Water Conservancy District (the "District") has granted Water Allotment
Contract No. 454, dated the 8th day of February, 2005, ("Contract"), to extend to the
owner(s) of the real property described as Lot 1, Simmons Exemption, According to the plat
thereof recorded February 5, 1991 as Reception No. 420965, County of Garfield, State of
Colorado, the right to beneficially use water or water rights owned, leased, or hereafter
acquired by the District for such real property located in the County of Garfield, State of
Colorado.
The Contract is subject to various conditions which may include well permit
requirements of the Colorado Division of Water Resources and Water Court approval of an
augmentation plan or substitute supply plan. Assignment of the Contract requires the
District's consent and Applicant's payment of an assignment fee.

The above mentioned development is within the certificated service area of Holy Cross Energy.
Holy Cross Energy has existing power facilities located on or near the above mentioned project.
These existing facilities have adequate capacity to provide electric power to the development,
subject to the tariffs, rules and regulations on file. Any power line enlargements, relocations,
and new extensions necessary to deliver adequate power to and within the development will be
undertaken by Holy Cross Energy upon completion of appropriate contractual agreements and
subject to necessary governmental approvals.
Please advise when you wish to proceed with the development of the electric system for this
project.

ACCESS EASEMENT MAINTENANCE COVENANT
The 30 foot wide access easement to Lots 2 and 4, shown on
the Simmons Exemption Plat, recorded on February 6, 1996 as
Reception No. 420965, as it traverses Lot 3, shall be the
responsibility of the owner of Lot 2 to maintain. In the event that a
future buyer of Lot 3 and/or Lot 4 uses any portion of this access
easement as an access to a future homesite, that portion of this
access road, that is jointly used by any of the owners of Lots 2, 3
and/or 4 will be jointly maintained with cost apportioned
accordingly: Owners must agree to these proportional costs before
any maintenance costs are incurred. In the event that no agreement
between the owners can be amicably reached, each shall appoint an
arbitrator, who in turn will jointly name an additional arbitrator to
decide what ever issues exist. The decision of the arbitrators will
be binding on the owners.
This Maintenance Covenant will be recorded as part of any
Deed to Lots 2, 3 and 4.
