Sketch Plan Application
Dear Mark,
Attached herewith are the Sketch Plan Map and Supplemental Information required for
sketch plan subdivision review. The proposed subdivision is a division of an existing lot
into two lots. The lots are located to the north of the Aspen Glen Planned Unit
Development. North and west of the property is the Teller Springs Subdivision. South of
the property is the Aspen Glen treatment plant and the Lafarge gravel pit. The Roaring
Fork River borders the property on the east.
There are currently two existing residences on the property owned by George Sherick.
One well on the site serves the two residences. The existing well permit has been
attached. The existing well currently serves the two existing residences. These
residences are served by two separate Individual Sewage Disposal Systems (ISDSs).
Please see the attached Sketch Plan map for well location, and approximate ISDS field
locations. The proposed boundary divides the property into two lots (4.6 acres and 2.6
acres). It is proposed that these lots continue to be served by their existing ISDSs.
It is also proposed that the two residences receive service for electricity, natural gas,
telephone, and cable television from the existing companies that are currently providing
service to the residences. This subdivision is expected to have little or no impact on the
lakes, streams and topography of the site as no new improvements are proposed. There
appear to be no wetlands in the buildable area above the 100 -year floodplain. There are
no anticipated radiation hazards on the site. The subdivision is accessible via County
Road 109 and Fisherman's Road, which also serves as the access for the Aspen Glen
Wastewater Treatment Plant site. Please see the attached Aspen Glen Plat filed by
Schmueser Gordon Meyer, Inc. for the location of the access easement for the property.
The access is essentially a dead-end drive that exceeds the normal County criteria for
maximum length, but since the proposed lots are already occupied by existing residences,
we request that the maximum length criteria be waived for this subdivision.
The soils present on the property are Atencio-Azeltine complex, and Redrob loam. The
Atencio-Azeltine complex is found on alluvial fans and terraces. The ratio of Atencio
sandy loam to Azeltine gravelly sandy loam is 60%:30%. Both types of soil are deep and
well drained with rapid to very rapid permeability below a depth of 16 inches in the
Azeltine soil. The Redrob loam soil is characteristically found on alluvial valley floors,
low terraces, and flood plains. This type of soil is deep and somewhat poorly drained,
with moderate permeability. Small areas of Atencio and Azeltine soil, among others, are
frequently found in this soil. Please see the attached Soil Conservation Survey Map for
locations of these soil types present on the property.
Although the property appears to be designated as Low Density Residential by the
Comprehensive Plan's Land Use Districts Map, the site is surrounded by approved
developments (Aspen Glen PUD, Teller Springs & Sanders Ranch PUD) with densities
or lot sizes not dissimilar to the Sherick Sketch Plan. Furthermore, there will be no
increase in density since there is an existing residence on each proposed lot. Given the
properties proximity to the Roaring Fork Water and Sanitation District Sewer Treatment
Plant, it would be feasible for the lots to acquire sewage treatment services from the
District if they were needed in the future. Since the proposed lots are currently occupied
by residences built on gentle slopes above the 100 Year Floodplain with minimal
environmental impact, have access to centralized utility services and are surrounded by
existing development of similar character, this two lot subdivision seems to be
compatible with the goals and methodology of the Comprehensive Plan if not with the
specific Land Use District as mapped by the Comprehensive Plan.

The native vegetation is mainly grasses and shrubs.
Elevation is 5,900 to 6,500 feet. The average annual
precipitation is 15 to 18 inches, the average annual air
Itemperature is 44 to 46 degrees F, and the average
frost -free period is 105 to 120 days.
This unit is about 60 percent Atencio sandy loam and
I30 percent Azeltine gravelly sandy loam.
Included in this unit are small areas of soils that are
similar to the Atencio and Azeltine soils but are finer

textured. Also included are small areas of gravel bars.
Included areas make up about 10 percent of the total
acreage.
The Atencio soil is deep and well drained. It formed
Iin alluvium derived dominantly from sandstone and
shale. Typically, the surface layer is reddish gray sandy
loam about 6 inches thick. The next layer is sandy loam
about 4 inches thick. The subsoil is about 10 inches of
sandy clay loam over about 4 inches of gravelly sandy
loam. The upper 6 inches of the substratum is gravelly
Isandy loam. The lower part to a depth of 60 inches is
very gravelly sand. The soil is noncalcareous to a depth
of 20 inches and calcareous below that depth. In some
areas the surface layer is gravelly or cobbly.
IPermeability is moderate to a depth of 30 inches in
the Atencio soil and rapid below this depth. Available
water capacity is low. The effective rooting depth is 60
inches or more. Runoff is slow, and the hazard of water

erosion is slight.
The Azeltine soil is deep and well drained. It formed
in alluvium derived dominantly from sandstone and

shale. Typically, the surface layer is reddish gray
gravelly sandy loam about 9 inches thick. The upper 7
inches of the substratum is gravelly loam. The lower
'part to a depth of 60 inches is extremely gravelly sand.
The soil is calcareous throughout. In some areas the
surface layer is cobbly loam or sandy loam.
IPermeability is rapid or very rapid below a depth of
16 inches in the Azeltine soil. Available water capacity
is low. The effective rooting depth is 60 inches or more.
Runoff is slow, and the hazard of water erosion is
light.
This unit is used mainly for irrigated hay or pasture. It
also is used for crops, urban development, wildlife
abitat, or rangeland.
II If this unit is used for hay and pasture, the main
limitations are the low available water capacity and
Imall stones. Grasses and legumes grow well if
dequate fertilizer is used. Good management helps to
maintain optimum vigor and quality of forage plants.
ecause these soils are droughty, applications of
rrigation water should be light and frequent. Irrigation
ater can be applied by corrugation, sprinkler, and

flooding methods. If properly managed, the unit can
produce 4 tons of irrigated grass hay per acre annually.
This unit is moderately well suited to irrigated crops.
If furrow or corrugation irrigation systems are used, runs
should be on the contour or across the slope. If properly
managed, the unit can produce 70 bushels of barley per
acre annually.
The potential plant community on this unit is mainly
western wheatgrass, Indian ricegrass, needleandthread,
big sagebrush, and Douglas rabbitbrush. Nevada
bluegrass, prairie junegrass, and bottlebrush squirreltail
also are included. The average annual production of air-
dry vegetation is about 800 pounds per acre. Suitable
management practices include proper grazing use and
a planned grazing system.
If the quality of range vegetation has seriously
deteriorated, seeding is needed. The main limitations
are cobbles and stones. For successful seeding, a
seedbed should be prepared and the seed drilled.
Brush management improves deteriorated areas of
range that are producing more woody shrubs than were
present in the potential plant community.
If this unit is used for homesite development, the
main limitation is small stones. Population growth has
resulted in increased construction of homes in areas of
this unit. Topsoil can be stockpiled and used to reclaim
areas disturbed during construction. The gravel and
cobbles in disturbed areas should be removed if the site
is landscaped, particularly in areas used for lawns. If
the density of housing is moderate or high, community
sewage systems are needed to prevent the
contamination of water supplies resulting from seepage
from onsite sewage disposal systems.
This map unit is in capability subclass IVe, irrigated,
and Vle, nonirrigated. It is in the Rolling Loam range
site.
14—Callings-Yeljack complex, 25 to 65 percent
slopes. This map unit is on ridgetops, benches, and
mountainsides. Elevation is 7,500 to 9,500 feet. The
average annual precipitation is 18 to 20 inches, the
average annual air temperature is 39 to 41 degrees F,
and the average frost -free period is 70 to 80 days.
This unit is about 50 percent Callings soil and 40
percent Yeljack soil.
Included in this unit are small areas of Mine, Arle,
Ansari, Jerry, Millerlake, Uracca, and Mergel soils.
Included areas make up about 10 percent of the total
acreage.
The Callings soil is deep and well drained. It formed
in alluvium and colluvium derived dominantly from
sandstone. Typically, the surface layer is dark brown
loam about 5 inches thick. The next 6 inches is gravelly
loam. The subsurface layer is very cobbly clay loam

Range seeding may be needed if the range is in poor
condition. The main limitations are the slope and the
limited availability of irrigation water. In areas where
brush is removed by prescribed burning or by chemical
or mechanical methods, the hazard of erosion may
increase.
If this unit is used for homesite development, the
main limitation is the slope. The slope is also a
management concern if septic tank absorption fields are
installed. Absorption lines should be installed on the
contour. Access roads should be designed to control
surface runoff and help stabilize cut slopes.
This map unit is in capability subclass Vle,
nonirrigated. It is in the Rolling Loam range site.
92—Redrob loam, 1 to 6 percent slopes. This deep,
somewhat poorly drained soil is on alluvial valley floors,
low terraces, and flood plains. It formed in mixed
alluvium derived dominantly from sandstone and shale.
Elevation is 5,800 to 7,200 feet. The average annual
precipitation is 16 to 18 inches, the average annual air
temperature is 40 to 44 degrees F, and the average
frost -free period is 85 to 105 days.
Typically, the surface layer is dark grayish brown
loam about 14 inches thick. The next layer is stratified
stony loam about 6 inches thick. The substratum to a
depth of 60 inches is stony and very cobbly loamy sand
and sand.
Included in this unit are small areas of Fluvaquents
and Atencio, Azeltine, Showalter, and Morval soils.
Included areas make up about 15 percent of the total
acreage.
Permeability is moderate in the surface taster of the
Redrob soil and rapid in the rest of the profile. Available
water capacity is low, The effective rooting depth is 60
inches for water -tolerant plants but is 20 to 40 inches
for other plants. Runoff is slow, and the hazard of water
erosion is slight or moderate on the steeper slopes. A
high water table is at a depth of 18 to 48 inches

throughout the year. This soil is subject to rare flooding
of brief duration. Ice jams may cause flooding during
prolonged cold periods in winter.
This unit is used for irrigated hay and pasture or as
wildlife habitat. It is well suited to hay and pasture. The
main limitations are the restricted rooting depth for
plants that are not water -tolerant and a short growing
season. The wetness limits the choice of suitable forage
plants and the period of cutting or grazing and
increases the risk of winterkill. Irrigation water can be
applied by furrow, border, corrugation, and sprinkler
methods.
This unit provides food and cover for waterfowl and
other wetland wildlife.
This unit is poorly suited to homesite development.
The main limitations are the wetness and the hazard of
flooding.
This map unit is in capability subclass IVw, irrigated
and nonirrigated. It is in the Riverbottom range site.
93—Rogert very stony sandy loam, 25 to 65
percent slopes. This shallow, well drained soil is on
mountainsides. It formed in residuum derived
dominantly from granite. Elevation is 7,500 to 9,500
feet. The average annual precipitation is 18 to 20
inches, the average annual air temperature is 36 to 38
degrees F, and the average frost -free period is 35 to 60
days.
Typically, the upper part of the surface layer is dark
grayish brown very stony sandy loam about 6 inches
thick. The lower part is brown very gravelly sandy loam
about 11 inches thick. Hard granite is at a depth of 10
to 20 inches. The soil is noncalcareous throughout.
Included in this unit are small areas of soils that are
similar to the Rogert soil but are finer textured and
deeper over granite bedrock. Also included are small
areas of soils that are similar to the Rogert soil but
have a lighter colored surface layer. Included areas
make up about 15 percent of the total acreage.
Permeability is moderately rapid or rapid in the
Rogert soil. Available water capacity is very low. The
effective rooting depth is 10 to 20 inches. Runoff is
medium, and the hazard of water erosion is moderate.
This unit is used for livestock grazing or wildlife
habitat. The potential plant community is mainly western
wheatgrass, bluebunch wheatgrass, prairie junegrass,
and mountain big sagebrush. Other plants that
characterize this site are needleandthread, Indian
ricegrass, Idaho fescue, and small numbers of many
forbs. Some areas of aspen are also included. The
average annual production of air-dry vegetation is about
1,000 pounds per acre.
The suitability of this unit for range seeding is poor.
The main limitations are the slope and the surface
stoniness. Suitable management practices include
proper range use, deferred grazing, and rotation
grazing. Aerial spraying is suitable for brush
management.
This unit is poorly suited to homesite development.
The main limitations are the slope and the depth to
bedrock.
This map unit is in capability subclass Vile,
nonirrigated. It is in the Rocky Loam range site.
94—Showalter-Morval complex, 5 to 15 percent
slopes. This map unit is on alluvial fans, high terraces,
and valley sides. Elevation is 7,000 to 8,500 feet. The
average annual precipitation is 14 to 16 inches, the
average annual air temperature is 42 to 44 degrees F,
and the average frost -free period is 80 to 90 days.
This unit is about 45 percent Showalter very stony
loam and 35 percent Morval loam. The Showalter soil is
in convex areas, and the Morval soil is in the more
concave areas.
Included in this unit are small areas of soils that are
similar to the Morval soil but have a thicker surface
layer. Also included are small areas of soils that are
similar to the Morval soil but have 30 to 40 percent
cobbles in the substratum. Included areas make up
about 20 percent of the total acreage.
The Showalter soil is deep and well drained. It
formed in alluvium derived dominantly from basalt.
About 10 to 15 percent of the surface is covered with
stones, 5 percent with cobbles, and 5 percent with
gravel. Typically, the surface layer is brown very stony
loam about 8 inches thick. The upper 3 inches of the
subsoil is very cobbly clay loam. The lower 28 inches is
very cobbly clay. The substratum to a depth of 60
inches or more is very cobbly clay loam.
Permeability is slow in the Showalter soil. Available
water capacity is moderate. The effective rooting depth
is 60 inches or more. Runoff is medium, and the hazard
of water erosion is slight.
The Morval soil is deep and well drained. It formed in
alluvium derived dominantly from basalt. Typically, the
surface layer is brown loam about 7 inches thick. The
upper 12 inches of the subsoil is clay loam. The lower 4
inches is loam. The substratum to a depth of 60 inches
is loam. The soil is noncalcareous to a depth of 19
inches and calcareous below that depth.
Permeability is moderate in the Morval soil. Available
water capacity also is moderate. The effective rooting
depth is 60 inches or more. Runoff is medium, and the
hazard of water erosion is slight.
This unit is used as hayland or rangeland, for crops,
or for homesite development. It is moderately suited to
hay and crops. The main limitations are the surface
stoniness, the slope, and the slow permeability.

RESOLUTION NO. R7.g4
A RESOLUTION CONCERNED WITH THE APPROVAL OF A FLOODPLAIN SPECIAL USE
PERMIT APPLICATION BY DOUGLAS I. MILLER.
WHEREAS, the Board of County Commissioners of Garfield County,
Colorado, has received application from Douglas I. Miller for a Floodplain
Special Use permit on the following described tract of land:
See Exhibit A
(in the State of Colorado and the County of Garfield); and
WHEREAS, pursuant to required public notice, the Board held a public
hearing on the 4th day of May, 1987, upon the question of whether the
above-described Special Use permit should be granted or denied, at which
hearing the public and interested persons were given the opportunity to
express their opinions regarding the issuance of said Special Use permit;
and
WHEREAS, the Board on the basis of substantial competent evidence
produced at the aforementioned hearing, has made the following
determination of fact:
1. That proper publication and public notice was provided as
required by law for the hearing before the Board of County
Commissioners.
2. That the hearing before the Board of County Commissioners was
extensive and complete, that all pertinent facts, matters and
issues were submitted and that all interested parties were heard
at that hearing.
3. For the above stated and other reasons, the proposed use is in
the best interest of the health, safety, morals, convenience,
order, prosperity and welfare of the citizens of Garfield County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners
of Garfield County, Colorado that the Floodplain Special Use permit be and
hereby is authorized permitting activities in the flood plain on the above
described tract of land, upon the following specific conditions:
1. All representations of the applicant, either within the
application or stated at the hearing before the Board of County.
Commissioners, shall be considered conditions of approval, unless
stated otherwise by the Board.
2. That the individual sewage disposal system for the guest house be
constructed and floodproofed in accordance with Section
6.11.02(1)(F) of the Garfield County Flood Plain Regulations
should it be located within the 100 Year Flood Plain.

3. That the applicant construct the guest house in accordance with
the design and siting recommendations contained in the Wright
Water Engineers, Inc. study.
4. The applicants shall have 120 days from the date of the
Resolution of Approval to meet all conditions set forth in the
Resolution. The Special Use permit shall be issued when all
conditions are met and shall expire 120 days after issuance
unless construction or use has commenced.

PROJECT INFORMATION AND STAFF COMMENTS
REQUEST: Guest House Special Use permit and
Flood Plain Special Use permit.
APPLICANT: Douglas Miller
LOCATION: A tract of land situated in Lot 25,
Section 12, T7S, R89W of the 6th
P.M., located approximately 4 miles
north of Carbondale at 2550 County
Rd. 109.
SITE DATA: The site consists of a 7.2 acre
tract.
WATER: Existing well
SEWER: Existing and proposed individual
sewage disposal system.
ACCESS: Existing private drive.
EXISTING ZONING: A/R/RD
ADJACENT ZONING: A/R/RD
I. RELATIONSHIP TO THE COMPREHENSIVE PLAN
The site is located in District D, Rural Areas with Moderate
Environmental Constraints and District F, River/Floodplain Severe
Environmental Constraints as designated on the Comprehensive Plan
Management District's Map.
II. DESCRIPTION OF THE PROPOSAL
A. Site Description: The site is located in a rural portion of the
County, with adjacent land uses agriculture, open space and
gravel extraction. The Roaring Fork River borders the site on
the east. Existing improvements include one single family
residence.
B. Project Description: The applicant proposes to construct a guest
house on the site which would be located partially within the
identified 100 Year Flood Plain on the site. The Garfield County
Zoning Resolution requires Special Use permits for a guest house
and for development within the 100 Year Flood Plain.
III.MAJOR ISSUES AND CONCERNS
1. The Division of Water Resources has verified that the existing
well, proposed to serve the two homes, is approved to serve up to
three dwelling units.
2. The applicant's guest house proposals are in accordance with
Section 5.03.025 of the Zoning Resolution requiring a 3 acre
minimum lot size and limiting guest houses to a maximum of 1,000
sq. ft. of area to be uses for residential occupancy.

3. The Garfield County Flood Plain Regulations include stipulations
that the carrying capacity of the affected watercourse be
maintained, that all necessary permits be issued, and that the
lowest floor, including basement, of any residential structure
shall not be less than 1 ft. above the maximum elevation of the
100 Year Flood.
4. The Army Corps of Engineers have indicated that no Department of
the Army permits are required. (See letter, page 7
5. The applicant has submitted a study completed by Wright Water
Engineering, Inc. for the site, addressing offsite flooding
effects, and design recommendations for the guest house site.
The study concluded that the proposed site is located partially
within the Flood Fringe, that the minimum elevation of the lowest
floor should be 5954.0 feet and that "the effect of the proposed
building site fill on the 100 Year Flood Plain is, in our
opinion, diminimus and immeasurable on adjacent lands." (See

IV. SUGGESTED FINDINGS
1. That proper publication and public notice was provided as
required by law for the hearing before the Board of County
Commissioners.
2. That the hearing before the Board of County Commissioners was
extensive and complete, that all pertinent facts, matters and
issues were submitted and that all interested parties were heard
at the hearing.
3. That for the above stated and other reasons, the proposed Special
Use permit is in the best interest of the health, safety, morals,
convenience, order, prosperity and welfare of the citizens of
Garfield County.
V. RECOMMENDATION
APPROVAL, of a Guest House Special Use permit and Flood Plain Special
Use permit, with the following conditions:
1. All representations of the applicant, either within the
application or stated at the hearing before the Board of County
Commissioners, shall be considered conditions of approval, unless
stated otherwise by the Board.
2. That the individual sewage disposal system for the guest house be
constructed and floodproofed in accordance with Section
6.11.02(1)(F) of the Garfield County Flood Plain Regulations
should it be located within the 100 Year Flood Plain.
3. That the applicant construct the guest house in accordance with
the design and siting recommendations contained in the Wright
Water Engineers, Inc. study.
4. The applicants shall have 120 days from the date of the
Resolution of Approval to meet all conditions set forth in the
Resolution. The Special Use permit shall be issued when all
conditions are met and shall expire 120 days after issuance
unless construction or use has commenced.
