HomeMy WebLinkAbout1.0 ApplicationPETITION FOR SUBDIVISION EXEMPTION The Applicant hereby respectfully requests that the Board of County Commissioners of Garfield County grant a subdivision exemption as follows: 1. Name of Applicant. Leonard Lorentson c/o Lawrence R. Green P.O. Drawer 790 Glenwood Springs, CO 81602 2. Exemption Request. The Applicant requests that the Board of County Commissioners exempt by resolution the division of a tract of land containing approximately 100 acres located in the NW%a NE'/4 of Section 32, Township 7 South, Range 89 West of the 6th PM into a tract of land containing approximately 3 acres and another tract of land containing approximately 97 acres. 3. Sketch and Vicinity Maps. See attachment A. 4. Access to Public Right -of -Way. The 3.0 acre tract of land will be accessed along a private easement and driveway from Upper Four Mile Road. See letter and sketch provided as attachment B. 5. Proof of Ownership. See Deed submitted as attachment C. 6. Name and Addresses of Owners of Record of Property within 200 Feet and Mineral Owners. a. Colorado National Bank, as sole Trustee under the will of Henry P. Williams, Jr., 918 17th Street, Denver, CO 80202 7. Evidence of Soil Types and Characteristics of Each Type. The site is located on the west flanks of the Grand Hogback a northwest to southeast trending monoclinal fold that defines the boundary between the Colorado Plateau Geologic Province to the west and Rocky Mountain Province to the east. The crest of the hogback is approximately 2 miles to the east of the existing Ski Sunlight base facility. The axis of the Grand Hogback Syncline is approximately 2 miles to the west. Underlying the area of the site is bedrock of the Upper Williams Fork Formation a member of the upper Cretaceous aged Mesa Verde Group. The formation consists of lenticular sandstone interbedded with siltstone, shale, limestone and some thin coal beds. A few outcrops of the Tertiary • • aged Wasatch Formation overly the Williams Fork Formation on the higher elevations. The Wasatch Formation consists of interbedded and lenticular claystone, siltstone, sandstone and conglomerate. Overlying the bedrock are various Quaternary aged surficial deposits. Surficial deposits are primarily derived from the underlying bedrock units. In general, the entire area is covered with landslide deposits. The landslide deposits are a highly variable, heterogeneous unit consisting of unsorted and un -stratified clay, silt, sand, gravel and rock debris. Many of the landslide deposits are of Pleistocene aged (greater than 10,000 years ago) and appear stable. Some of the landslide deposits are Holocene aged (less than 10,000 years old) to recent and appear active. The proposed building area on the 3.0 acre parcel is located on relatively flat or south facing slope with grades of 15 to 25 percent. Ground surfaces are mostly covered with oak brush and sage brush. This area is considered a preferred area for development from a geotechnical perspective. 8. Proof of Legal Source of Domestic Water. See Well Permit submitted as attachment D. 9. Proposed Sewage Disposal System. Individual Sewage Disposal System (ISDS), accordance with applicable Garfield County regulations. 10. Explanation of Reason for Requested Exemption. The Applicant is a principal shareholder in Sunlight, Inc., as well as the owner of a substantial amount of real property in the vicinity of the Sunlight base area. If the exemption is granted, the approximately 3.0 acre tract being created by the exemption will be sold to a key employee of Sunlight, thereby allowing him to construct a single family residence for he and his family in the proximity of the ski area. 11. History of Parcel. The parcel for which exemption is hereby requested has existed in its present configuration since approximately 1965. It was acquired by a predecessor in title to the applicant in connection with the assembly of land at the base of the Sunlight ski area at the time the ski area was founded in the mid 1960's. 12. The attached map shows the approximate location of the access route of the driveway. The Length of this driveway would be 1640 feet. The bottom of the drive where it connects to an existing road is at an elevation of 8580 feet. The top of the drive is at an elevation of 8730 feet. The total elevation gain is 150 feet. This produces an average grade of 9% with the steepest grade at approximately 1'2%. These elevations were obtained from a topographic map produced by Schmuescr Gordon Meyer surveyors 3 years ago for Mr. Lorcntson. The attached map shows the approximate location of the access route of the driveway. The length of this driveway would be 1640 feet. The bottom of the drive where it connects to an existing road is at an elevation of 8580 feet. The top of the drive is at an elevation of 8730 feet. The total elevation gain is 150 feet. -This produces an average grade of 9% with the steepest grade at approximately 12%. These elevations were obtained from a topographic map produced by Schmueser Gordon Meyer surveyors 3 years ago for Mr. Lorentson.
