No change in the character of occupancy of a
building shall be made without a Certificate
of Occupancy -(UBC Sec. 109.1)

resolutions of the jurisdiction. Certificates presuming to give authority to violate or cancel the provisions of this code or of other resolutions
of the jurisdiction shall not be valid. (UBC Sec.109.1).
