I was finally able to meet with Mr. Art Hougland with Hougland & Associates to obtain expert input regarding the potential fire hazard and its mitigation within the mall building in connection with the minor remodel being completed therein. The primary purpose 6f Mr. Houglands expert input was to determine if changing the character of occupancy constituted an increase or decrease in the hazard, based on life and fire risk (ref. UBC sect. 3405). It was agreed that with the enhancements to the fire alarm system and for the reasons stated below, the life and fire hazard would not be increased through the implementation of this remodel and its associated modifications. 1. Reduction in overall occupancy use: Grocery store: Open 7 days/week, 6 am to 10 p.m. with 6 to 40 people in occupancy continuously during this time with an average of approximately 10 people. That is an occupancy loading of approximately 160 man-hours per day, (1,120 man-hours per week). Community Room: leased out for specific use. Based on other area community rooms average use is anticipated to be two hours per day with 20 people. That is occupancy loading of 40 man-hours per day, (280 man-hours per week). This equates to a 75% reduction in overall occupancy loading as well as a substantial reduction in actual hours occupied. 2. Reduction in combustible content: Grocery Store: Inventory contents of the store contained a large degree of combustibles including some highly flammable such as lighter fluid, matches, cleaning agents, motor oil, starting fluid, etc. This inventory was throughout the store as well as in substantial quantities in the stock room. Reduction in potential combustion sources: Grocery Store: Substantial refrigeration equipment (i.e. multiple coolers and freezers with compressors, heating and lighting circuitry). Substantial cooking equipment such as popcorn poppers, hot dog cookers, pizza ovens, microwaves, hot food warmers, coffee makers, hot chocolate machine, food smoker, coffee grinders, etc. Community Room: Non smoking room with the only remaining source potential is possibly a coffee maker. 4. Additional floor to ceiling walls while increasing overall egress efficiency: Grocery Store: Substantial shelving and inventory throughout reducing accessibility of exits. Community Room: Open room with exits well marked and easily located. 5. Enhancements to fire alarm system: Through the remodel efforts additional zones have been created that will receive additional smoke detectors. Additionally, as a overall enhancement to building protection and occupancy risk mitigation, additional smoke detectors, heat detectors and audible siren are being added in the attic space and other areas as detailed on the attached drawing. The System Operating Procedure will subsequently include an annual test of the system and each detector and will include the contracted inspection of all building fire extinguishers and kitchen fire suppression system. As substantiated by the above list of items it is felt that the change in occupancy and the enhancement of the fire alarm system will ensure that this remodel will reduce the overall hazard, based on life and fire risk. As with any building permit, the question of what is adjacent to the proposed construction must be reviewed. Thank you for providing us with the site plan of existing uses within the same building. It is not the intent nor does the building code require the entire building be brought up to the same requirements as the new construction; however, some safety issues should be addressed at this time related to the building as a whole. Some of these items of concerns may already be in place and will not require extra work on your part. The following items are a condition to the permit: 1. Fire and smoke alarms are required building wide. The installation and testing should be in accordance with the fire code and inspected by the local fire district. A letter confirming this from the district will be required prior to final. 2. Two exits are required from the daycare portion of the building. These exits are required to have panic hardware and signed as per code. 3. Draft stops need to installed in the drop ceiling attic space as per Sec 708.3. Obviously smoke and heat from one portion of the building should not affect another portion of the building. 4. A firewall may be required between the tenant finish and the daycare. This will be a future consideration and not a requirement of this permit. 5. Please see the redlined items on the plans relating to the new construction for other requirements. As per Russell, Item 3 relating to draft stops would be a hardship to install due the wiring, piping, ductwork and other misc. items already in place. He said there was a smoke alarm installed in the attic space, and hoped that anything happening up in the space would be known long before it could cause a problem with the egress of people. We discussed the possible danger to firemen during a fire. He said he was a fireman and that the attic area was mostly noncombustible and could be accessed from the roof or floor. We agreed to have the local Fire Chief review the attic area and to provide a letter stating a draft stop would not be required. Russell also agreed to add additional smoke detectors as a redundant measure. The other items on the letter were in place with the present building.
