As requested, MPA Consulting Engineers conducted a site inspection of the pallet building foundation
excavations, located on Solvay property at 27 I 7 County Road 215, Parachute, Colorado on August 18, 2015.
The purpose of the site inspection was to inspect excavations, soil conditions, and to determine if the
reinforcing bars were installed in accordance with the structural drawings for the foundation provided by MPA
Consulting Engineers.
The pallet building is being ins talled on top of an existing I 0 inch thick concrete slab that is currently used as a
driveway and parking area for semi trucks th at deliver products for Solvay. In order to install th e pallet
building footings at 36 inches below grade, as required by Garfield County Building Department for frost
depth protection, it was necessary to cut openings through the existing concrete slab and excavate belo w the
slab to 36 inches below grade. The footings are to be installed by dropping the rebar cages into the
excavations, and th~n placing the concrete.
The pallet building is a pre fabricated building designed and installed by Perka Buildings Frames. The
building is 51 feet long, 20 feet wide , and approximately 20 feet high. The building consists of steel moment
frames for the primary frame members, and uses timber members for the secondary members.
During the inspection, it was detennined that the excavations and rebar configurations were in accordance with
the structural drawings provided by MPA. The excavations were slightly over excavated and backfilled, then
compacted using a •jumping jack" compactor to compact the bottoms of the excavations. This will be
adequate to support the loads applied to the footings . Please see Appendix A, below, for photos taken during
the site inspection.
