Rudd and Stanford: At their meeting on July 11, 1991, the Garfield County Planning Commission reviewed your Sketch Plan proposal and had the following brief comments: Wastewater Disposal 1. The Commissioners had concerns about the ability of the proposed lots to comply with Section 5.04.03 of the Zoning Resolution and the ability to obtain a Variance. 2. In light of staff's comments discouraging shared wastewater systems, the Commissioners questioned the type of arrangement being proposed. 3. Questions were raised about the potential for I.S.D.S. and groundwater contamination from the various commercial and industrial tenants occupying the three (3) buildings. Water 1. The Commissioners inquired about the adequacy of the rights and well permit to accommodate the proposed development. Access 1. The Commissioners inquired about the adequacy of the access to service the proposed subdivision. The purpose of these comments and the Sketch Plan process in general, are merely informational in nature. Currently there are two existing buildings and one proposed building. The proposed water supply for the three buildings is an existing well, Permit Number 37778-F. This well is permitted for fire protection, commercial purposes and irrigation of not more than 0.08 acres (3,200 square feet) of lawns. If the applicant proposes these uses of the well for the complex, we can recommend approval of this plan. Should you have further questions regarding this submittal, please contact this office. BOX 1302 8LENWOOD SPRINGS, COLO. 81601 SEPTEMBER 23, 1991 Andrew McGregor Planner 109 Sth Street, Suite 303 Glenwood Springs, Co 81601 Dear Andrew: At the regular monthly meeting of the Mount Sopris Soil Conservation District, the Board reviewed the application and plan for the Eastbank Commercial Center and have the following comments and concerns about the project. The District's main concerns continue to be control of erosion and any disturbed areas should be revegetated and monitored for growth to prevent erosion. Any cuts for roads or construction should be reve8etated to prevent erosion and weed free seed and mulch used for reseeding, with monitoring done on the growth and noxious weeds controlled. Again, they would emphasize that the planned reports be closely followed, and that care and preservation of the soil and water be considered, with control for erosion and concern for water quality.
