That permit has been granted. As pan of the long-term plan for the property, several obiectives have been slated that wili enhance the tofu, *ildlands and stream course found on the ProPerty: 1. Stabilize ttre stream to provide trout habitat; 2. Plant cottonwoods along the stream banks to begin root growthand promote stream stabilization, as well as roosting and nesting habitat for raPtors; 3. Plant serviceberry, chokecherry, gambel's oak and netive grasses in 2Gfoot- wide wildlife zores for songbird and s-all -em-al habitat; +. Additional traffic, noise, and disruption will not have a positive effect on the local wildlife. However, we are attempting to create an envirott-ent as friendly to wildlife.as possible. '!fle are trki"g r.uId positive steps to *ake our ProPerty more habitable to wildlife tr STREAM: First and foremost, we have received permission from the Army Corps of Engineers to begin a river reconstruction proiea on the banL' of Main Elk Creekl Unrsually"high flows have seriousllerodedthe stream banks and trout habitat has been s.riorsly degmded. Stabilizing the ban'k" and planting trees to b.Fo root growh will positively impact aquatic species' o POND: \fle plan to dredge accumulated silt from the pond on the property and reinstall * iolrt ro prorril. a constent flow of cold water. Recoei4lg the concerns of U.S. Fisil and \(ildlife and Colorado Division of rflildlife biologists- regarding the introduction of non-native species, we plan to introduce greenback cutthroat .ro*o rile pond and rse them L . ,o,rt . of brood fish to stock Main Elk Creek with its native trout species. o RIPARIAN HABITAT: Many large coaonwood trees have been uprooted by recent flood evetrts, resulting in a los of riparian habitat. Part of our river reconstrucrior, fl- is to phlt many couo-o*ood and box elder trees to begin-the process of .ootiro*th for bar* stibilization. These cottonvroods will provide ihrd. for the criek, nesting cover for large birds, and roosting areas for raptors' o SoNGBIRD AND BIG GAME HABITAT: 'We plan to plant zones of berry species (senriceberry and choke.h!17) a1d unjergrowth to provide nesting cover -a roog. for sonibirds, and possibly winter forage for elk and deer. tr FENCING: Livestock fencingwill be moved back from stream ba"Ls at least 20 feet to protect wildlife habitat and riparian zones' oo \flILDLIFE MTIGATION PLAN (P. 2) g DOGS: \fle have noted with concern that few of the surrounding neighbors seem to rerlize the imponance of keeping dogs from running loose. O.n visits to our propeny, as -aiy as five of the neighbors'loose dogs have ioined us on our'p*i."y. Our dlgs will be kept unler the direct control of the owner at all times init. on the prop.rty and willnot be dlowed to stray from the ProPerty. Dogs running big jase *iil oo. be allowed and will not be tolerated. Vhen no residents are hoie t6!.rpe*ise dogs, dogs will be kenneled. As a licensed Colorado outfitter involved i" g,"dl"g "pl*d bird and waterfowl hunB, owuing well-trained hunting dogs is alritJpan of *y brsiness. It is extremely counter?roductive to rist^ tUJbsiof a valuable hunting dog by letting it run loose and risk being shot or run over. o \7ETLANDS: The walands on this propeny are known as 'ribbon wetlands," which are characterized by narrow ttriprtf willows and backwaters along the stream course. Nothing in this development could be seen as inhiJiting farms and rtches from operatLg normally. ih. density is extremely low, and the maiority of our acreage *ill b. k.pt i" agricultural production. Housing sites arg located in areas of lowest agriculftnl prod,r&irrity, and ditches and fences will be mai''tained to ercourage [ood agricultural production. Dop will be contained on the propeny and kenneled while owtrers $e ewty. HOUSING: lfhile the planned residences will be custom homes, they will provide horsing forthe owners of the propefty, who are 35-ye* county residents. This is not a subdivision for resale to out-of-tow'n owners. There are currently no buildings on the propertli, and there is nothing of historical significence on the property. There are no adiacent indrstrial rsa. Ife are planningto build homes of high energy efficiency rsing both passive and active solar design, with alternative energy-efficient materials such as adobe or perhaps even straw bale. RECREATION/OPEN SPACE: The development will preserve at least 80o/o of its area as open space. Recreational opportunities will increase through -li..T.q Colorado outfitteiGary Hubbell, who offers hyfisH"g and hunting gtude services in the westertr United States. I7ATER/SESIER: The parcel has adequate agricultural water right". 'We-have applied forthree well permits and haveiubmitted a water augmetrtation plan to the Colorado River'Water Corservanry District. The soils will be tested by HP Geotech and a suitable septic/leach field sewage disposd sysrem will be engineered for each horse on the site. No central waterAewer system exists in the area. TRANSPORTATION: This development will create minimal additiond impact on the roads in this area. No excessive road cuts are necessary to build access roads. Rgnoffwill not increase by excess pavhg. In fact, with additional plantinp and fencing, runoff should be further stabilized as a result of this development. o o RELATIONSHIP TO COMPREI-IENSIVE PLAN (P.2) EI.I\TIRONMEITII: There are no severe or even moderate envirott.ttental constraints to 6e site, with the posible exception of slow-perc sofu, for which leach fields will be ergineered. There ir littl. pot.oti.l erosion damage-in fact, erosion will be slowed as a result of this development through our stream stabilization proiect. - _ Vegetation ani wildtife habitat will not only be protected, it will be enhanced by extensive planting of native qpecies. There will be no major water or air {eSradation as a result of ihis developmeot. No building will occur within the 100-year floodpl'in. Low-glare lights will be installed, if any. Conslxal illumination of propefty at night is mt plrtttted- COMMUNITY SERVICES: Impact upon community services will be small. Fire prot€dion will be enhanced by the nearby pond as an available water source. 493765 B-979 I'IILDRED AISDORF P-944 05/31/96 O2:0OP PG 1 OF 2 GARFIELD ffiJNTY CLERK AND RECORDER REC 11.00 o37 m lwT 4/t FW SPECIAL WARRANTY DEED RALPH D.
