Gentlemen:
This letter is to inform the Garfield County Board of
Commissioners that Clifford L. Sisk and Timothy 0. Reynolds here-
after known as Sisk & Reynolds Ent. are submitting for sketch plan
review and approval of the subdivision of Block 6A, Rifle Village
South First Filing.
Block 6A is owned jointly by Clifford Sisk and Timothy Reynolds
with a trust deed held by Sylmar Corp.

Access to Block 6A is upon existing dedicated roads deeded to
the public good and one cul de sac provided in the sketch plan.
This subdivision proposal is in compliance with all county plan-
ning and zoning regulations and is designed to be harmonious with
the existing adjacent development. As such we respectfully request
approval.

the Metro staff has completed its preliminary review with the
Board and it has been unanimously determined that the District
is both able and willing to be•in providing such combined

The first phase of these services are, in fact, available to you
immediately, inasmuch as we have already installed a 6 -inch
water main from our new storage facilities to within 40 feet
of your projected residential units and our new sewer collector
already passes alongside your project.
In addition to the immediate commencement of services as outlined
above, the District stands ready, willing and able (as a legally
constituted and statutorily authorized quasi -municipality) to
provide for (or facilitate) any of the other municipal -type
services that may be required of you or which may be beneficial
to you and the District at large, subject to an acceptable
developers agreement.
If the District or its staff can be of any possible assistance
in expediting or otherwise assisting your needs commensurate

X33BC-Arvada loam, 1 to 6 percent slopes. This is a deep, well
drained soil on sloping fans and high terraces. It formed in highly
saline alluvium from sandstone and shale. Elevation ranges from 5,100
to 6,200 feet. The average annual precipitation is about 12 inches, the
average annual air temperature is about 48 degrees F., and the average
frost -free period is about 120 days.
Typically, the surface layer is pale brown loam about 3 inches
thick. The subsoil is brown silty clay loam about 14 inches thick.
The substratum is light brown or brown silty clay loam that extends
to a depth of 60 inches or more.
Included with this soil in mapping are small areas of Limon, Kim,
Heldt, and Wann soils all on similar slopes. Also some areas high in
silt are included.
Permeability of the Arvada soil is moderately slow. Effective
rooting depth. is 60 inches or more. Available water capacity is high.
Organic matter content in the surface is low. Surface runoff is medium
and the erosion hazard is moderate.
This soil is used mainly for wildlife habitat, limited livestock
grazing, and some irrigated farming.
Irrigation methods suitable for this soil are borders, furrows,
and corrugations. Leaching is a requirement to remove excess salts when
this soil is irrigated. Commercial fertilizers containing sulfates
and carbonates are preferred to obtain reasonable production of alfalfa,
corn, and small grains.

The native vegetation on this soil is mainly saltgrass, western
wheatgrass, alkali sacaton, and greasewood.
When the range condition deteriorates, forbs and woody shrubs increase.
Proper grazing management maintains and improves range condition. Seeding
is advisable if the range is in poor condition. Suitable plants for
seeding are western wheatgrass, alkali sacaton, and tall wheatgrass.
For successful seeding, a good practice is to prepare a seedbed and
drill the seed. Temporary irrigation of a new seeding may be required
for successful establishment. Reduction in brush improves deteriorated
range sites, provided there is adequate grass understory.
Arvada soil is used by cottontail rabbits and pheasants for
shelter when they can obtain food from surrounding areas.
This soil has poor .otential f.r a t facilities, community
development, and source material. The high shrink -swell potential,
slow permeability, and soil salinity are the main limiting features.

The above entitled matter having been referred to the undersigned
as Water Referee for Water Division No. 5, State of Colorado, by the Water
Judge of said Court on the 12th day of July, 1972, in accordance with
Article 21 of Chapter 148, Colorado Revised Statutes 1963, as amended
(Chapter 373 S.L. Colo. 1969), known as The Water Rights Determination and
Administration Act of 1969.
And the undersigned rafcrce having made such investigations as
are necessary to determine whether or not the statements in the application
are true and having become fully advised with respect to the subject matter
of the application does hereby make the following determination and ruling

1. The statements in the application are true.
2. The name of the structure is Anderson Well No. 2.
3. The name of claimant and address is: Samuel Woodrow Anderson,

4. The source of the water is a well having a depth of 12 feet.
5." The well is located in the NW 1/4 NW 1/4 of Section 20, T. 6S.,
R. 93W. of the 6th P.M. at a point whence the Northwest Corner
of said Section 20 bears N. 01°30' W. 599 feet.
6. The proposed use of the water is domestic, irrigation and all
other beneficial uses.
7. The date of initiation of appropriation is August 1960.
8. The amount of crater claimed -is: Absolute - 1.0 cubic foot per
second of time; Conditional - 3.96 cubic feet per second of time.
9. The well is not registered in the Office of the State Engineer.
10: The applicant has applied 1.0 cubic foot of water per second of
time to the above uses.
11. Applicant intends to enlarge the facility and apply an additional
3.96 cubic feet of water per second of time to the above beneficial
uses.

The Referee does therefore conclude that the above untitled
application should be granted and that an absolute decree for 1.0 cubic
foot of water per second of time and a conditional decree for 3.96 cubic
feet of water per second of time is hereby awarded to the Anderson Well
No. 2 for domestic, irrigation and all other beneficial purposes, with
appropriation date of August 31, 1960, subject, however, to all earlier
priority rights of others, and to the integration and tabulation by the
Division Engineer of such priorities and changes of rights in accordance
with law.
As to the 3.96 cubic feet of water per second of time condition-
ally awarded, an Application for a Biennial Finding of Reasonable Diligence
shall be filed in June of 1974 and in June of every second calendar year
thereafter so long as the claimant desires to maintain the conditional water
right or until a determination has been made that the conditional water
right has become an absolute water might by reason of the completion of the •
appropriation.
It is accordingly ORDERED that this ruling shall be filed with the
Water Clerk and shall become effective upon such filing, subject to judicial

review pursuant to Section 148-21-20 CPS 1963 as amended (1971).
It is further ORDERED that a copy of this ruling shall be filed
with the appropriate Division Engineer and the State Engineer.

Applicant owns 7 shares of Loesch and Crann Ditch Company which in
turn owns the Last Chance Ditch and 50.0 CFS adjudicated thereto on
May 5, 1888 with an appropriation date of March 23, 1887 in Civil
Action.no. 89 in the District Court of Garfield County, Colorado.
There are 2,817 shares issued by the said company and presently
outstanding and therefore each share represents .0177 CFS and 7
shares equals and represents .1239 CFS. The water to be used for
augmentation is that water represented by the ownership of the said
shares. The Last Chance Ditch diverts directly from the Colorado
River on the south bank thereof at a point in Sec. 10, T6S, R92W
of the 6th P.M. (Description taken from decree).

4. Statement of plan for augmentation, covering all applicable matters under C.R.S. 1973, 37-92-103(9),

The .1239 CFS owned by applicant in the Last Chance Ditch shall he
used to augment the supply for an Anderson Well #2 during the irrigatirn
season when the priority of Anderson t•7e11 #2 would otherwise require
it to be shut off. During the irrigation season, when the priority
of Anderson Well #2 would require it to be shut down, applicant's
.1239 CFS share of the water adjudicated to the Last Chance Ditch
shall not be diverted and shall be permitted to remain in the river
and by reason of such contribution tc the river Anderson Well #2
shall continue to divert at the rate of .1239 CFS.
Historically, applicant's share of the water right in Last Chance
Ditch has been applied to the irrigation of alfalfa and pasture.
,The use of water diverted through Anderson Well #2 is devoted to
general muncipal purposes. The applicant's engineer advises that the
historical consumptive use of the Last Chance Ditch water right has
consumed more water than will be consumed in the municipal system of.
the applicant and that the rate of return flow through the municipal
system to the Colorado River is comparable to the rate of return flow
historically enjoyed by the river by reason of irrigation practices.
Therefore, the river shall be made whole and no damage shall result
to any user and the .1239 CFS shall yield 80,019 gallons per day which
is a quantity of water sufficient to serve water taps for 228
residential units within the applicant's geographical boundaries,
using 350 gallons per day as the quantity of water estimated to be
necessary to serve one tap for one residential unit.

This parcel is within 125 feet of the Conestoga Subdivision now under review
for annexation to the City. Development of this area should be consistent
with City standards to assure that resident needs are being provided.
The roads rights-of-way proposed are only 40 feet wide. City standards require
a 32 foot wide curb and gutter street with a four foot attached sidewalk,
which could not be provided for within a 40 foot right-of-way.
The proposed lots surrounding the cul-de-sac are very limited in building
area and in some cases appear to be unbuildable. Also Lots 11 and 12 do not
have very buildable areas due to the triangle configurations and setback
requirements. (City setbacks would require 25 foot setback parrallel to any
street frontage and a 25 foot rear yard.)
The proposed density is less than five units per acre, which is consistent
with the development requirement of the City's Comprehensive Plan for this
area.
The City Planning Department would recommend that the streets be built to
full City standards and right-of-way widths (i.e. five feet additional right-
of-way be dedicated parrallel to the existing 40 foot right-of-way). The plan
should be redesigned to provide for a more logical lot pattern within the cul-
de-sac area and the western portion of the property.

Preliminary Geologic Investigation for
Block 6-A, Rifle Village South Subdivision, Filing 1
Garfield County, Colorado
Gentlemen:
Personnel of Lincoln-DeVore have conducted a visual recconaisance
of the above referenced site to determine general geologic
and engineering geologic characteristics which may affect
the proposed subdivision.
The site is located on the West side of a large alluvial fan
at the mouth of Helmer Gulch, South of the Colorado River. and
Rifle, Colorado, in the Northwest quarter. of Section 20, Township
6 South, Range 93 West of the 6th Principal Meridian.
Bedrock beneath the site is believed to be the Wasatch Formation
of. Tertiary Age, which was observed to outcrop on the slopes
up to Taugenbaugh Mesa to the South. This formation will
probably not be encountered at foundation depths. Surface soils
vary from well-rounded sands and gravels to fine grained silty
clays. A subsurface soils investigation is recommended to
determine soil characteristics and recommend compatible foundation
systems.
The slopes on the site are gentle and no slope stability problems
such as landslides, mudflows, or rockfalls were found.
The site is approximately 40 feet above the Colorado River,
and therefore, no flooding hazard is believed to exist.

No known radiation hazard exists on this site. Radioactive
minerals in Western Colorado generally occur in the Chinle
and Morrison Formations, neither of which are found on or
near this site.

Dear Mr. Sisk and Reynolds:
I am writing regarding your application for subdivision. I will need the
following information as per our regulations for subdivision sketch plan
under section 4.01.01:
1) Significant natural and manmade features on the site and existing develop-
ment on adjacent property.
2) An investigation of the geologic characteristics of the area significantly
affecting the use of the land and a determination of the impact those
factors would have on the proposed subdivision.
3) Radiation hazard evaluation for areas of potential radiation hazard to
future land use.
4) I have the estimated cost of putting in improvements on the site, but
there is no estimated method of financing.
5) Evidence of legal access - I am not aware that all of the streets in
Rifle Village South have been dedicated to Garfield County. I will need
proof of dedication if the County maintains the roads, otherwise I will
need proof of legal access to the parcel, G -A.
When I receive this requested information, I will consider the application
complete and schedule it with the County Commissioners for referral to the
Planning Commission.

Sisk & Reynolds Enterprises and provided through banking and
private loan arrangements.
