Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant may result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a book titled "Dwelling Construction Under the Uniform Building Code". This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. 1 Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -rap, (which is required), siding or any approved building material. A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per square foot. up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload of 15 pounds per square foot and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC. Applicants are required to indicate appropriately and to submit completed checklist at time of application for a permit: 1. Is a site plan included that identifies the location of the proposed structure, additions or other buildings, setback easements, and utility easements showing distances to the property lines from each comer of the proposed structure prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Slopes of 30% or more on properties must be show on site plan. NOTE: 106.3.1 (7.) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat, shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. I would contend, without exaggeration that he is extraordinarily qualified to engineer the All Saints Episcopal Church or any other similar structure, home, apartment building, school, road, bridge or missile silo. Mr. Wood graduated from Colorado State University in 1955 with a Bachelor of Science degree in Civil Engineering. He is a registered professional engineer, license number 5175. He started his career with the Colorado Department of highways during college in 1954. He became a project engineer there in 1963 and resident engineer in 1964. From 1969 to 1983 he was the county engineer for Jefferson County. You asked for similar experience in engineering to that required for his work on this church project. I am not aware of a church that he has engineered. However, concerning his ability to design a foundation, determine Toads, size beams and structures I would have to site a great deal of experience. First of all, with respect to designing the foundation, Mr. Wood's specialty is reinforced concrete construction. 1 have always looked to him for design and on-site inspections for my foundations. I consider this element of construction to be of foremost importance. His work for me specifically has included design and all engineering (except truss engineering) for 8 homes here in Battlement Mesa. Projects that stand out in his career include: The redesigning of Missile Silos in Southeastern Wyoming in order to accommodate the Minute Man missile. Working for The Denver Engineering Corporation. He was project engineer for the 5 level parking structure in Vail, Colorado. Working for U.R.S. Here are just a few of the more than 30 bridges he engineered: 1. interstate 70 and 44th avenue 2. Kolfax(US-40) and US -6 3. West bound US -6 to West bound Interstate 70 4. Denver & Rio Grande Railroad over Wadsworth Blvd. In Arvada 5. Interstate 70 at Downeyville at Port of Entry I have to say that a single story church was hardly a challenge for him. I do not take this structure and its integrity lightly and believe me I have every confidence in Mr. Wood's abilities to: 1. Take the geotechnical engineer's (Jordy Adamson at H.P. Geotech) soil conditions report, along with the church's floorplan and layout, and design its foundation. 2. Determine sizing and placement of beams, rafters, posts, headers, etc. with respect to weight and wind loads. 3. Consider the structure as a whole anticipating not only its physical requirements, but also its use and impacts on the structure over time. For this project, the truss construction will be done by Truss -Co of Montrose. All truss details will be provided by them, and all engineering of the trusses will be accomplished by their own engineer through Truss Wall Systems under head engineer, Scott Welker. In closing, I would like to say that Mr. Wood is a professional engineer and a professional first and foremost. I must tell you, that the very suggestion that Mr. Wood would ever take on a project that he is not truly qualified to do is ridiculous. I say this, not as a complaint to you, but simply to stress my own confidence in him.
