The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running water,
non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1997 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.

MOVED BUILDINGS
In order to understand the scope of the work intended under a permit application and expedite
the issuance of a permit it is important that complete information be provided. Adequate and
complete information will prevent delays in the plan review process. Reviewing a plan and the
discovery that required information has not been provided by the applicant may result in the
delay of the permit issuance and in proceeding with building construction. The owner or
contractor may be required to provide this information before the plan review may proceed. This
causes delays because other plans that are in line for review may be given attention before the
new information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. If you do not, it may
be helpful to obtain a book titled "Dwelling Construction Under the Uniform Building
Code". This book is available to you through this department at our cost. Also, please
consider using a design professional for assistance in your design and a construction
professional for construction of your project.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior
to and during design.
Plans to be included for a Building Permit must be on draft paper at least 18"x 24" and drawn to
scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade
line. A section showing in detail, from the bottom of the footing to the top of the roof, including
re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house -rap, (which is required), siding or any approved building material.
A window schedule. A door schedule.
A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per
square foot. up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload of
15 pounds per square foot and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC.
Applicants are required to indicate appropriately and to submit completed checklist at
time of application for a permit:
1. Is a site plan included that identifies the location of the proposed structure, additions or
other buildings, setback easements, and utility easements showing distances to the
property lines from each corner of the proposed structure prepared by a licensed surveyor
and has the surveyors signature and professional stamp on the drawing? Slopes of 30%
or more on properties must be show on site plan.

2. Does the site plan when applicable include the location of the I.S.D.S. (Individual
Sewage Disposal System) and distances to the property lines, wells (on subject property
and adjacent properties), streams or water courses? This information must be certified by
a licensed surveyor with their signature and professional stamp on the design.

GLAZING REQUIREMENTS
All glazing in hazardous locations is required to be of safety
glazing material. -- Sec. 2406.3 & 2406.4

1) Glazing in ingress and egress doors except jalousies.
2) Glazing in fixed and sliding panels of sliding door assemblies
and panels in swinging doors other than wardrobe doors.
3) Glazing in storm doors.
4) Glazing in all unframed swinging doors.
5) Glazing in doors and enclosures for hot tubs, whirlpools, saunas,
steam rooms, bathtubs and showers. Glazing in any portion of a
building wall enclosing these compartments where the bottom exposed

nearest exposed edge of the glazing is within a 24 -inch arc of
either vertical edge of the door in a closed position and where the
bottom exposed edge of the glazing is less than 60 inches above the

7) Glazing in an individual fixed or operable panel, other than those
locations described in items 5 and 6 above, than meets all of the
following conditions:
A. Exposed area of an individual pane greater than 9 square feet.
B. Exposed bottom edge less than 18 inches above the floor.

File Notes George Strong Shop and Office
Sent a letter dated September 26,2002 requesting information to process his permit. We
received a site plan and plan view of the office back. Still pending is a surveyed site
plan, completed application and a filled out questionnaire. I called the engineer with
other questions on the September 26 letter directly and those issues have been resolved. I
called the surveyor and a stamped survey is pending. I called George on November 18
and gave him an update. He said he would be in to fill out the application and
questionnaire.

Dear George,
I have been directed by Mark Bean to proceed with a building permit review for your
proposed structure. A special use permit will not be required as long as the size and
number of buildings on your property does not change.
The following information is needed in order to do a plan review of your proposed
construction:
1. A site plan that identifies the location of the proposed structure. The site plan
should show distances to existing structures, property lines, future and existing
septic fields, easements, wells, and watercourses. The site plan needs to be
prepared by and certified by a licensed surveyor. See items 1-4 of the
enclosed Minimum Application Requirements...Commercial Buildings.
2. As your permit application dated 1.02.02 has both changed and expired, please
fill out the updated questionnaire mentioned above and a new application.
Both these items are enclosed.
3. Sheet SO by White Horse Consultants refers to plans by American Steel
Buildings Co. Please clarify.
4. Sheet 51 refers to stem wall Details A,B,C, and D. These details are not
included. A complete set of engineered foundation drawings is needed. These
plans must match the requirements of the steel building manufacturer.
5. A plan view of the office is provided. Please submit a plan view of the shop
showing the location of doors and windows including the office section. This
is needed to verify egress from the shop side of the building and to determine
if any firewalls are required.

All things considered, I hope this project comes together before any concrete is poured.
My fear is that something might have changed without something else changing to make
it all right. Thanks for your time with it all.
1. What keeps the bottom of the columns from kicking out? I don't see any hairpins or
tie beams carrying across the slab.
2. It appears the details [A -D] referenced refer to the details shown on E-2. Please
verify. See also note 8 under General notes on this page for side wall footings.
3. George Strong in some cases submitted 4 copies of things. He only submitted one
copy of the foundation plans. If you could provide us with one more copy that would
help.
Thanks again for your help. We will all have to break a bottle of champagne on the
building once it ever gets built. Very cheap champagne.

The Rifle Fire Protection District has reviewed the drawings that you have submitted
regarding the construction of a shop at Strong Lumber near Rifle. After reviewing plans
the District has the following comments:
1- A limited amount of lire protection water is available on site. However, the
Districts ability to suppress it fire in the event a structure of this sine should catch
on fire will be limited due to the sire of the structure, the amount of water
available, and the distance traveled.
2. Building is to conform to the Uniform Building Code including the prohibiting of
woodworking in the structure. If the owner chooses -to conduct woodworking
operations in the structure, code will require the installation of an automatic fire
sprinkler system
3. The district will require final approval of the structure at the time the applicant
requests a certificate of occupancy (i.e, extinguisher placanent, etc.).
