From these discussions, it is our understanding that 36 -inch depth required. by Garfield County for this 'protection is not quite met in the area where the driveway adjoins the garage. It is also our understandingthat the as -constructed depth provided for frost protection is approximately 32 -inches. Given the fact that this is only a few inches short ofthe required depth and that this area is covered by conerete flatwork for the driveway which will help provide additional frost protection, it is our opinion that the installation of the foundation as constructed will provide adequate frost protection to meet or exceed minimum standards forlong term performance ofthe structure. Grand Junction, CO 81506 Re: Open Excavation Observation 42 Juniper Ln., Battlement Mesa, CO TEL: (970) 242-8968 FAX: (970) 242-1561 As requested, Grand Junction Lincoln DeVore personnel have completed a foundation excavation evaluation at the above referenced site on 3-13-03. The purpose of this observation and evaluation was to determine the type and condition of the soils on the site and to relate their engineering characteristics to foundation reactions ofthe proposed structure. This letter contains general recommendations for construction of a residential foundation, but is not a foundation design and may not be used as such. Our conclusions and recommendations for this site are presented below. Soil Classification: The soils on this site consist of an alluvial debris -fan deposit which is quite thick and extremely stratified. This debris fan originates on the middle and upper slopes of Battlement Mesa to the east southeast, along the Battlement Creek and Monument Gulch Drainages. The stc atification within This debris fan feature ranges from silt, sandy silt and silty day in the finer portions and gravely silty clays to silty gravel, cobbles and boulders in the coarser portions. Many sit ata of the finer -grained soils are of low to very low density and exhibit compressible and metastable (collapsible) properties. The soils at foundation level on this site visually classified as nonplastic and occasionally very low plastic silt of slight to occasionally moderate compressive and slight to moderate collapsible properties. This upper soil is believed to be in excess of 20 feet thick below the foundation excavation. The allowable bearing capacities ofthe upper soils on this site, after over excavation, wetting and compaction, are 1600 psf maximum and 150 psf minimum. In-place soil density tests were taken within the building over excavation on 3-13-03 and 3-24-03. These 8 in-place soil density tests indicate the wetted, reworked subgrade soils have a dry density ranging from 105 to 106 pounds per cubic foot. Densities ofthis magnitude indicate these reworked soils, in near proximity to the footings, do not possess moderate compressible or possible collapsible properties. No soft areas were indicated by the final density tests taken on the subgrade 3-24-03 nor were soft areas observed by personnel of Grand Junction Lincoln DeVore on that date. Unless specifically noted, this site observation, any associated testing and the reworking/compaction of the soils at foundation level, addresses only the soils within 1 to 2 feet below the bottom of the building foundation excavation. It is possible that soil conditions which may affect the performance ofthis foundation system are present below the depth of soil compaction by the contractor and the testing performed by Grand Junction Lincoln DeVore. The grading and drainage recommendations are considered very important for the long term stability ofthis foundation system and the structure. Man-made Fill: Soils within the original excavation appear to be native to the site. Personnel of Grand Junction Lincoln DeVore observed the recently placed structural fill on the above referenced site on 3-31-03. The structural fill was found to consist of approximately 12 inches of reworked native soils placed over reworked subgrade soils. In-place soil density tests taken on the structural fill indicated that compaction was either equal to or in excess of 90% of the modified proctor density (ASTM D-1557) for these materials. 1 Grace Homes Open Excavation Observation, 42 Juniper Ln., Battlement Mesa, CO April 2, 2003 Page 2 Soil Moisture Conditions: The soils at foundation level within the original excavation were believed to be dry to darnp, based upon site conditions and our experience in this area. No free water was noted in the excavation. Some moisture was added to the soils in the excavation by the contractor in order to obtain proper compaction. Foundation Type Recommended: Assuming that some amount of dif erential movement can be tolerated, then a conventional shallow foundation system, underlain by at least 12 inches of structural fill, placed in accordance with the recon unendations contained within thus report may be utilized. The foundation would consist of continuous spread footings beneath all bearing walls and isolated spread footings beneath all columns and other points of concentrated load. Such a shallow foundation system, resting on the properly constructed structural fill, may be designed on the basis of an allowable bearing capacity of 1600 psf maximum. A minimum bearing of 150 psf is recommended. Recommendations pertaining to balancing, reinforcing, drainage, and inspection are considered extremely important and must be followed. Contact stresses beneath all continuous walls should be balanced to within + or - 200 psf at all points. Isolated interior column footings should be designed for contact stresses of about 150 psf less than the average used to balance the continuous walls. The criteria for balancing will depend somewhat on the nature of the structure. Single -story, slab -on -grade structures may be balanced on the basis of dead load only. Multi story structures may be balanced on the basis of dead load plus one half live load, for up to three stories. Voids Beneath Foundation Walls: Voids are not requiredto mitigate expansive pressures, but may be used to attain proper balance around the structure. Reinforcing: The foundation shall be reinforced as shown on the foundation design. No changes shall be made to this placement of reinforcing without written approval of the design engineer or architect. All foundation stem walls should be designed as "grade beams" capable of spanning at lust 12 feet. Where the foundation stein walls are relatively shallow in height, vertical reinforcing will not be necessary, However, in the walls retaining soil in excess of 4 feet in height, vertical reinforcing may be necessary to resist the lateral pressures (restrained case) of the soils along the wall exterior. To aid in designing such vertical reinforcing, an equivalent fluid pressure (E.F.P) on the order of 45 pcf would be appropriate for the native soils. Floor Slabs: Non -Structural floor slabs on grade, if any, should be positively separated from all structural portions of this building and allowed to float freely. Frequent scoring (control joints) of the slabs should be provided to allow for possible shrinkage cracking ofthe slab. These control joints should be placed to provide maximum slab areas of approximately 200 to 360 square feet. Any manmade fill placed below floor slabs on grade should be compacted to a minimum of 90% of its maximum Modified Proctor dry density, ASTM D-1557. These soils should be placed at a moisture content conducive to the required compaction (usually Proctor optimum moisture content +2%). Drainage arid Grading: Adequate site drainage should be provided in the foundation area both during and after construction to prevent the ponding of water and the wetting or saturation of the subsurface soils. We recommend that the ground surface around the structure be graded so that surface water will be carried quickly away from the building. The minimum gradient within 10 feet of the building will depend on surface landscaping. We recommend that paved areas maintain a minimum gradient of 2%, and that landscaped areas maintain a minimum gradient of 8%. It is further recommended that roof drain downspouts be carried at least 5 feet beyond all backfilled areas and discharged a minimum 10 feet away from the structure. Proper discharge of roof drain downspouts may require the use of subsurface piping in some areas. Under no circumstances should a 'dry well discharge' be used on this site, Grace Homes Open Excavation Observation, 42 Juniper Ln., Battlement Mesa, CO April 2, 2003 Page 3 unless specifically sited by a Geotechnical Engineer. Planters, if any, should be so constructed that moisture is not allowed to seep into foundation areas or beneath slabs or pavements. The existing drainage on the site must either be maintained carefully or improved. We recommend that water be drained away from structures as rapidly as possible and not be allowed to stand or pond within 15 feet of the building or foundation. We recommend that water removed from one building not be directed onto the backfill areas of adjacent buildings. Should an automatic lawn irrigation system be used on this site, we recommend that the sprinkler heads, irrigation piping and valves be installed no less than 5 feet from the building. In addition, these heads should be adjusted so that spray from the system does not fall onto the walls of the building and that such water does not excessively wet the backfill soils. It is recommended that lawn and landscaping irrigation be reasonably limited, so as to prevent undesirable saturation of subsurface soils or backfilled areas. Several methods of irrigation water control are possible, to include, but not limited to: * Metering the Irrigation water. * Sizing the irrigation distribution service piping to limit on-site water usage. * Encourage efficient landscaping practices. * Enforcing reasonable limits on the size of high water usage landscaping within 5 feet of the building or foundation. * Incorporating `xeriscaping' landscaping and irrigation techniques. A plastic membrane placed on any Crawlspace ground surfaces may retain/trap excessive amounts ofwater beneath the membrane. If future moisture problems develop or are anticipated, the Foundation Design Engineer or the Geotechnical Engineer may require that the membrane be partially or completely removed from the crawlspace area. Provided all recommendations found herein pertaining to site surface drainage, grading and soil compaction are closely followed, a perimeter foundation drain would not be required. For fully finished basements, however, the use of a perimeter foundation drain would significantly reduce potential moisture related problems which can arise from subsequent area development. Backfill: To reduce settlement and aid in keeping; water from reaching beneath this building, all backfill around this building should be mechanically compacted to a minimum of 90% of its maximum Modified Proctor dry density ASTM D-1557. The only exception to this would be the components of the perimeter foundation drain, if any. All backfill should be composed of the native soils and should not be placed by soaking, jetting or puddling. All backfill placed in utility trenches around this structure or below foundation walls should be mechanically compacted to a minimum of 90% of its maximum Modified Proctor dry density ASTM D-1557. These soils should be placed at a moisture content conducive to the required compaction (usually Proctor optimum content ±2%). Cement Type: Type II, Type I-II or Type II -V cerncnt is recommended for all concrete which is in contact with the soils on this site. Calcium chloride should not be added to a Type II, Type I-II or Type IITV cement under any circumstances. Remarks: We recommend that the bottom of all foundation components rest a minimum of 3 feet below finished grade or as required by the local building codes. When the foundation was laid for the home on Juniper Lane and the home on Ponderosa in Monument Creek by Grace Home Builders there were complaints that the foundation wall was too high and during the rainy season water would pour down the steep slope and cause the neighbors problems. After several calls concerning this problem, the wall was lowered and the neighbors were pleased. However, there was much construction mess around and no dumpster in sight. After phone calls, a dumpster and a porta potty were installed. Then during the most windy week of the summer, the men laid tar paper on the roof and went home. Nothing was protecting the paper from the wind , so for weeks the tar paper has blown all over our neighborhood. To this day, July 21, 2003 the tar paper is still blowing off of the house on Ponderosa. A truck arrived, parked on Ponderosa and proceeded to make ruts in the pavement. Other trucks have dripped large round circles of oil on both Juniper and Ponderosa. I have taken pictures of this unnecessary damage and called Mr. Carel about this. The result was the afore mentioned letter sent out June 23, 2003. The problem also concerned the loud swearing, yelling , urinating onsite and trash not put in the dumpster. So the letter stated the sites would either be cleaned up by the end of the week, or the workers would be fined $50.00. The next problem concerned the workers smoking around the house at 2:00a.m. At the Ponderosa sight, the truck left on the street all night, the air compressor running all night and the cooler left on the sidewalk for two days and two nights. We understand Mr. Carel talked to the workers on Ponderosa and they indicated they did not sleep overnight. However, the sheriff was called previously for the same issue and workers were warned that they could not sleep overnight in the house. It is the neighbors contention that after the sheriff left, the workers did sleep overnight. This house construction is shoddy, poorly built with cheap material and not up to standards of other homes in the surrounding area. It is our contention that if this construction continues in this vein, our home values will drop and more importantly, will affect all Battlement Mesa homes when the builders begin their planned Valley View homes on Battlement Mesa, located off of Battlement Mesa Parkway and Stone Quarry Road. Weeks go by without any activity. The site continues to be unorganized. My concern is that this builder does not meet the standards of the other builders in this area. Potential buyers could be turned off with this area because of the messy site and our home values could be affected. Problem items: 1. The garage opening was too high for proper access. I called the Garfield County inspection department to see what could be done. The inspection department said they had no responsibility for this. 2. I called the Rifle Road and Bridge depaztc nt and was informed that they had no responsibility for this. They suggested that I contact the Battlement Mesa Management for their input 3. I called Bill Wilde and was told that they had no responsibility for this item. Bill referred me to the architectural committee. 4. I called Grace Homes and talked with Terry Lawrence and informed him ofthe ST) dt, FAA r problem. He came out and agreed to correct the problem bycuttingout foundation opening to improve access. � e foundation was fly cut out to improve access.' 5. Framers: The framers were using so much four language that we home owners had Ki -0 7,-'x4p request them to tone it down. °4,c` 6. Trash container Trash and scrap lumber were left in front ofthe structure for several 1)— weeks weeks causing a severe eye sore. I contacted Grace Homes to request that a trash container be put on site. Thery said that there should have been one a week ago. Finally a trash container was put on site. I had to make another call to Terry Lawrence to see who would be picking up the trash and putting it into the container. Terry said that he would send up a cleaning crew to do this. A crew was sent out and the trash picked up. 7. Roofers: A crew of three men and one woman arrived early in the day and did nothing until late in the day. They used a lot of foul language and had to be requested to tone it down. One of the men urinated on the side of the house instead of using the port -a potty on site. The roofers had a pick-up truck with a camper on it. They asked the owner at 89 Ponderosa if they could borrow an extension cord so they could have coffee in the morning. The neighbor refused and told them they should not be staying over night on site. I contacted the Garfield County Sheriffs department to report the foul language and the fact that the roofers planned to stay over night on site. The sheriff's department reported that the roofers didn't intend to spend the night. How ever they did spend the night. 8. Roofing paper: The wind ripped off all of the paper. Since then the shingles have been delivered and stacked on the roof. Concern: will new paper be put down before the shingles are installed?? 9. Building wrap: Partially installed. Very little action occurring on site. Siding material has been delivered but no further action taking place. Signed: Neil Fechner, 98 Ponderosa ,cir. Parachute, Co July 14, 03 What's Wrong with Grace Homes/114 Ponderosa Cir: They excavated three times for the foundation and backfilled twice. Although they tamped it both times with a robot tractor, that is not sufficient for foundation footings. Since the periphery was not tamped with a pneumatic tamper, it is very likely that the house will develop far more than normal cracks from settling. The house is too high on the lot. (One of the owners himself was heard to say that.) One result is that the original level intended for the garage would have created a drive -way with a dangerous 20 to 25% slope. A vehicle backed out of that garage onto an icy or snow packed drive could have slid directly across the street and almost into the garage of 110 Ponderosa. To (partially) correct the driveway problem, they cut out a piece of the foundation to lower the garage floor approximately 2 1/2 feet, and then backfilled the garage to that level. But there is no evidence so far that they are going to tamp that fill, and if they do not, the garage floor is almost guaranteed to cave in. The crew who put the tarpaper underlay on the roof were indecently foul-- mouthed, yelling profanity and obscenities which could be heard a half block away,' and one of the men urinated on the neighbor's property. They camped there overnight illegally. And they used such cheap material and installation that 90% of it blew off the next couple days and all over the neighborhood -- winds that were not at all unusual for this area. Most recently, they have loosely installed what is supposed to be an exterior vapor barrier, using a very thin plastic film that no reputable contractor would ever use; and it too has started to blow off. Their equipment has made gauges in the street and partially blocked the sidewalk. Their construction area has been cluttered and cleaned up only after neighbors have registered complaints. I have never in my life seen such disorganization and ineptitude in a construction job. If I were in the market for a new house, I wouldn't give 50 cents for that house. I have seen no county inspectors on this construction, and Grace Homes apparently has no quality control. One of the men on the roofing debacle asked me if my house was built by Grace Homes. Granted, we cannot prove that cigarette butts and stolen items from our property are a direct result of the workers on that site - but, what a coincidence... • • • • • • Trash Noticeable amount of cigarette butts in our yard after workers have been there. Workers were there attempting to put tar paper on roof; they spent the night in a camper on the property they were very foul mouthed -- noticeable alcohol smell on worker when he came to our house to want to hook up to our electric — worker urinated on the side of house being built (there is a porta-potty located on that property) Items have been stolen out of the back of our truck parked in our driveway since work has started Tar paper comes off roof and several times we have had to remove it from our yard House wrap is incomplete and is not secure, thus making loud noises when windy An air compressor was left on and made loud noises through out the night Progress on this house has been very slow and shoddy and the lack of quality is apparent all around. They should be called DIS -Grace Homes. As homeowners, we are very disappointed, to say the least, with what has taken place next to our home.
