Enclosed with this letter are all maps and information as
required for a Sketch Plan application by Section 4.01 of the
Garfield County Subdivision Regulations as amended. I would
request that the Sketch Plan be reviewed by the appropriate
County Staff, Planning and Zoning Commission and yourselves
in as timely a manner as possible.
The Sketch Plan has been prepared under the direction of
Ron Liston of The Land Design Partnership who will be respon-
sible for representing the subdivision throughout the review
process. I would indicate on behalf of myself and Mr. Liston
that we will cooperate fully with you and the County's pro-
fessional staff in the processing of this Sketch Plan appli-
cation.

Gentlemen:
This letter is for the purpose of complying with paragraph 1
of Section 4.01.02 of the Garfield County Subdivision Regulations
regarding the disclosure of ownership in connection with a sketch
plan review. I would hereby certify that Alan A. Storey is the
owner, in fee simple, of the real property included within the
subject sketch plan, subject to those liens and encumbrances as
set forth in Section 2 of Schedule B of the copy of title insurance
policy which is attached hereto. The attached copy of title
insurance policy issued to Alan A. Storey on May 19, 1978 is
accurate and complete at this time, with the following exceptions:
(a) The W ZSW':;SW; of Section 29, Township 7 South, Range 87
West of the 6th P.M. has been sold by Mr. Storey,
together with a nonexclusive easLment 30 feet in width
for access to that property, which easement coincides
with the road to be constructed in connection with the

Re: Sketch Plan for the Al Storey Subdivision
Dear Commissioners:
I am writing on behalf of the Al Storey Subdivision to
advise you of the source of domestic water and different
proposals for distributing the water for the referenced sub-
division. This letter will provide the information to satisfy
the sketch plan requirements concerning water supply as pro-
vided in Section 4.01.02(4) of the Garfield County Subdivision
Regulations.
Section 4.01.02(4) directs the subdivider to provide
information at the Sketch Plan stage of the source of domestic
water and a description of the proposed method of distribution.
That section provides further that the County may require pre-
sentation of evidence of the existence of water rights
sufficient to provide a dependable water supply and an estimate
of the water supplies requirements for the proposed subdivision.
The physical source of domestic water for the proposed sub-
division will be one or more wells located on or near the lands
to be subdivided and will draw water that is tributary to the
Roaring Fork River. The method of distribution will be described
by Eldorado Engineering, as will any considerations of treatment
of the water. The number of wells will depend on the supply of
water available to the wells which are drilled. Based on
obtaining a legal supply of water as discussed below, we see no
problem with the issuance of well permits by the Colorado Divi-
sion of Water Resources. Thus, information pertaining to source
of water (the Roaring Fork River acquifer) and distribution of
the water for the proposed subdivision has been given.

As the Commissioners are aware, the proposed wells cannot
just be drilled to provide a dependable supply of water due to
the considerations of water law in Colorado. Consequently, on
behalf of the Al Storey Subdivision, I have been negotiating
with Scott Balcomb, who represents the Basalt Water Con-
servancy District ("District"), to make arrangements whereby
the District will provide the subdivision with water decreed
to it by the water court through either an exchange or a plan
for augmentation.
At this time, Mr. Balcomb has provided me with copies of
the District's decrees which were adjudicated in the following
Civil Actions in the District Court in and for Garfield County:
5884, 4613 and the supplemental proceedings in 4613. If the
Commissioners desire copies of these decrees, they will be
provided. Mr. Balcomb and I have agreed that the District will
supply a legal supply of water to Mr. Storey's point of diver-
sion. Mr. Storey will be responsible for the physical water
supply, which, as indicated above, will be taken care of. Pur-
suant to this agreement, the District is obtaining an assignment
of the decrees for the Basalt Project from the Colorado Water
Conservation District and is negotiating with the Bureau of
Reclamation for a contract for a portion of the available storage
capacity in Ruedi Reservoir.
On behalf of Mr. Storey, I am drafting the contract which
the District and Mr. Storey will enter into for this legal
supply of water.
Further, Mr. Balcomb and I have agreed that I will obtain
approval from the Water Court in and for Water Division Number 5
of the alternate point of diversion for the District's decreed
water to the wells fo Mr. Storey and the plan for augmentation
which the agreement contemplates.
Based on this agreement with the District, it is clear that
Mr. Storey has both a physical source and legal supply of water
for the proposed subdivision.
The estimated quantity of water required by the proposed
subdivision is being provided by Eldorado Engineering.

Therefore, the requirements of Section 4.01.02(4) of the
Garfield County Subdivision Regulations with respect to the
water information requirements for sketch plan approval have
been met. I am more than happy to provide further information
if the Commissioners feel it is necessary.

WATER
00 Water service will be provided by a central water system which will
consist of a well, submersible pump, chlorination equipment, dis-
tribution piping, and storage facilities. At this time there are
two potential locations for the well. One site is located in the
southwest corner of the development and the other near Catherine
Store. A well at the latter location would serve both Al Storey
Subdivision and an additional single family residence outside of
the development.
Either well will draw water from the Roaring Fork Aquifer. Analysis
performed on three welts in the vicinity of the development shows
o that water from this aquifer is very hard and high in total dis-
solved solids. The developer proposes to provide a reverse osmosis
unit for each residence. These units will reduce dissolved solids to
w w
z J an acceptable range and will provide a quantity of water sufficient
for drinking and cooking purposes. Each residence will also have to
•w be equipped with a water softener to reduce hardness and prevent scaling
in pipes and the hot water heaters. Bacteriological quality is not
anticipated to be a problem and the chlorination system will assure a
bacteriologically safe supply. No quantity problems are expected as
this aquifer is a dependable source.
o The water system will be designed using the following assumptions:
1. Domestic In -Nouse Use: 350 gpd
2. Yard Irrigation: Irrigation of 5000 Sq. Ft. of yard with
2' of water over a 180 day period.
z 3. Average Day = Domestic + Yard Irrigation = 11,500 gpd = 8 gpm
c 4. Piaximum Day = 3 x Average Day = 34,500 gpd = 24 gpm
5. Peak Demand = 6 x Average Day = 69,000 gpd = 48 gpm

Both the constant well yield and pumping capacity will be constructed
to meet the maximum day demand (24 gpm). Storage facilities will be
constructed to provide for peak demands for a duration of four hours.
This will require 11,500 gallons of storage. In addition 500 gallons
of storage, for each lot for fire protection will be provided. Total
storage is estimated at 19,000 gallons.
Pressure reducing valves will be required for residences located in
the lower lots.

SEWER
Sewer service will be provided by individual sewage disposal systems
installed by the lot owners. The acceptability of the soils in the
development for such systems will be discussed in the geologic report.

Personnel of Lincoln-DeVore conducted a preliminary geologic and soils
reconnaissance on Friday, October 8, 1978, on a 70 acre parcel located
in the Southeast quarter of Section 30, Township 7 South, Range 87 West
of the 6th P.M., Garfield County, Colorado. The site lies about a quarter
vile north and east of the Catherine Store on Colorado State Highway 82.
It is proposed to develop fifteen (15) single-family reaidintial lots on
the 70 acres using a central water system but with individual septic disposal.
Geologically, the site can be defined as an alluvial terrace of the Roaring
Fork River, but the sends and gravels that are typical of terrace deposits
are covered by a considerable thickness or colluvial slopewash derived from
the Eagle Valley Evaporite. The Eagle Valley Evaporite outcrops along the
northern boundary of the proposed subdivision and underlies the entire site.
Further north along the top of the hill, the Eagle Valley Evaporite is capped
by basalt flows, but they do not appear to present any rockfall hazard.
Slopes of exposed Eagle Valley Evaporite Formation should be considered as
potentially unstable due to the incompetent nature of the materials which com-
prise it. These slopes are also highly a. ceptible to erosion and solution.
No other mass wasting hazards, such as landslides, are present except for some
minor flooding or debris flow potential within the gullies.
Soils aver cost of the site, having been derived from the Eagle Valley Eva-
porite Formation, ccm4only consist of silts and clays; and are prone to
surface erosion and subsurface "piping". They may also be susceptible to
hydrocompaction, solution and the presence of corrosive minerals. All of
these problems can be mitigated by proper engineering and construction techni-
ques.

One of the factors effecting the proposed development will be the use of
on-site individual septic disposal systems. It is our feeling that the
soils encountered should have percolation rates which will fall within the
state's design parameters, and that the ground nater level will lie at a
depth great enough to avoid contamination.
Lincoln-DeVore has been contracted to do a complete detailed geologic and
subsurface soils investigation to meet the requireants of Senate Bill 35
and the Garfield County Subdivision Regulations upon approval of the
sketch plan.

SUBJECT: Al Storey Subdivision Sketch Plan
This proposed development is located approximately 1/4 mile
North of Catherine Store and 3 miles East of Carbondale. The property
contains about 76 acres with 15 single family lots, ranging in size from
2 to 19 acres. It will be serviced by a central water system and individual
septic systems. The property is currently zoned A/R/RD.
The increased costs to the County are related to fire and police
protection as well as road maintenance.
The road is of some concern in that it has 2 switchbacks and at
points, reaches 8.0% grade. However, Leonard Bowlby has reviewed the plans
and site and feels this will be acceptable to the Road Department.
The soils report indicates that septic systems should not present
a problem due to deep ground water and permeable soils.
The proposed water system is to be served by a well to be drilled
and water lines located in the road right-of-way. At this time the procedure
of obtaining water is not clear. They are attempting to get water from
the Basalt Water Conservancy District by way of Ruedi Reservoir. If the
water rights can be obtained such that it is satisfactory to the County
Attorney, then the supply would be acceptable.
This property is non-productive agricultural land. This proposed
subdivision, if approved, would cause the land to be put to beneficial use.
