Subject: Potential Radiation Hazard, Proposed Residence, Lot A-2, Lough
Subdivision, A Subdivision of Parcel A of Colohan Exemption, County
Road 109, Garfield County, Colorado.
Dear Mr. And Mrs. Lough:
As requested by Ron Liston, we have reviewed our subsoil study conducted for the
subject development, report dated August 14, 1998, Job No. 198 538 with respect to
potential radiation hazard.
The near surface soils at the project site consist o1 tine to coarse grained debris fan
deposits which arc expected to be relatively deep. We found no indications of natural
radioactive materials or mine tailings. Based on our observations we do not feel there is a
potential for hazards from radiation on the site. The potential for radon gas accumulation
in enclosed spaces should be considered in the residence design.

than the Planning Commission's ability to request a public hearing before the Fire District. The Fire
District is only obligated to listen to the comments and may over ride any recommendation of denial
by the Planning Commission or citizens. The Planning Commission recommended approval of the
proposed acquisition.
Mike Sylvia made a motion to approve acquisition. Michelle Foster seconded. Vote was unanimous
to approve. (6-0)
The next item on the agenda was a Sketch Plan Review for the Lough subdivision. The property is
located west of the Roaring Fork River, along County Road 109, approx. tow and one half miles
(2.5) south of the city of Glenwood Springs. The Lough's are proposing to subdivide a 6.5 acre tract,
which was created through an exemption process, into two (2) lots of 2 and 4.5 acres in size which
both will contain a single family dwelling.
Staff comments were presented by Victoria Giannola. A Sketch Plan review is conducted for
comment only. In order to proceed with this proposed increase in density, the applicant will need
to hook up with a central sewer service. The application will need to demonstrate oes propose using the Teller Shat the

community water system as the central water sour applicant
Teller Springs water system is able to supply a sufficient water quantity to both of the two (2)
proposed lots should proposal come before the county again. Numerous County Subdivision
Regulations and Comp. Plan information needs to be reviewed and implemented by applicant.
Ron Liston presented the Lough's comments.
Nancy Smith had concerns about the building lot position. (so close too the road -possible erosion
problems)
Herb wants some conditions listed if approved, such as, one dog limit, no outside lighting, bury
utilities, etc..
Mike asked if septic system should be engineered.
Ron Liston stated they will engineer system during preliminary plan review.
Comments were accepted by applicant and the will proceed as they see fit.
The next item on the agenda was the Planned Unit Development (PUD) Zone District Text
Amendment Section 4.08.05 (7) (f) of the Garfield County Zoning Resolution of 1978, as amended.
Cheryl Chandler by letter, requested that this item be postponed until more members could be present
to review and discuss. Planning and Zoning members only make a recommendation, the Board of
County Commissioners (BOCC) have the final say so. The members present at this meeting want to
review this item tonight. (July 8th)

Dear Mr. Bean:
We have reviewed the above referenced proposal to subdivide a 6.5 -acre parcel described as Parcel
A of the Colohan exemption, into two lots of 2 -acres and 4.5 -acres. Both lots are proposed to have one
single-family dwelling and an unspecified amount of lawn and garden irrigation. A caretaker unit is also
proposed for the 4.5 -acre lot. No livestor watering is proposed for either lot. The proposed water supply is
to be provided by two residential water from the Teller Springs Subdivision community water system.
A plan for augmentatior .ie 21 lots in Teller Springs Subdivision and for five additional lots located
outside of the subdivision was approved in Division 5 Water Court case no. 90CW267 and modified in case
no. 94CW81. Pursuant to the terms of the plan for augmentation, each lot is allowed one single-family
dwelling. 6,000 square feet of lawn and garden irrigation, and the watering of four head of livestock. One
caretaker unit can be inciuded on each lot if the amount of lawn and garden irrigation is reduced by 875
square feet. Our records show that permit nos. 45457-F (Well #1) and 47774-F (Well #2) have been issued
pursuant to case nos. 90CW267 and 94CW81 to serve the Teller Springs Subdivision. Permit no. 45457-F is
valid, howev: permit no. 47774-F expired on January 9, 1998 for lack of a Statement of Beneficial Use.
rermit no. 4777-'-F will need to be reinstated or a new permit obtained before this well can be used.
No information was provided concerning the physical adequacy of the water supply. As outlined in the
statutes, Section 30-28-133(3)(d), C.R.S., the subdivider is required to submit adequate evidence that a water
supply that is sufficient in terms of quality, quantity, and dependability will be available to ensure an adequate
supply of water. Adequate evidence is usually provided in the form of a water resource report, prepared by a
professional engineer, which addresses ti ie quality, quantity, and dependability issues. This is i epos t should
also identify the number of lots in Teller Springs Subdivision presently served by the water system, and the
number of additional taps that have been sold.
Accordingly, pursuant to Section 30-28-136(1)(h)(I), C.R.S., there is insufficient information in the
submittal to comment on the adequacy of the proposed water supply. If you or the applicant has any
