EXEMPTION
One of the follow'ing requirements must be met to qualify for an exemptjon from the
Ga rfj el d County Subd i vj s i on regul a ti ons :
1. The newly created parcel will be for a spouse, son, dau-ohter, or spouse
of a deceased child.
The subdivjded parcel is split by a public riqht-of-way (State or Federal
Highway, County Road or Railroad) or natural feature preventing ioint use
of-proposed tracts and the divis'ion occurs along that public rjght-of-way
or natural feature.
The newly created tract wfll be owned by a pubfic entity or wi'|1 be used
so1e1y for the purpose of providing access to existing parcels, resulting
in the creation of no additional tracts.
The conveyance'is for the purpose of adiusting property l'ines, and the
conveyed iracts become part of existing tracts, there bejnq no nel^l parcel
crea ted .
The proposed tracts were created and separate'ly identified prior to the
1st day of September, L973, or were created and separately identified
throug-h the exemption process prior to the effective date of this resolution.
The property being subdivided has been under the same ownership for at
least five i5) yeirs, and the division together with any earlier permitted
under circumstances not defined above, will create no more than three (3)
new tracts under 35.0 acres in s'ize.

Planning Office.
2. The completed petition for exemption will be returned with the required
information as outlined on the application.
3. Upon review and determination that the app'lication is comp'l9te,-a meeting
witfr the Board of County Connnissioners will be set by the Planninq Office.
4. if approved by the Board, a 1ega1 description of each new tract created
wjll be furniihed to the Planning Department within 120 days. A resol-
ution will be prepared and signed by the Chairman of the Board granting
the exemption.

moderately sroping soil is on mesas, benches and varley sideslopes.
rt formed in eorian materials on alruvium from sandstone, shale or
basalt. Elevation ranges from !,o00 to Trooo feet. The average
annual precipitation is about 14 inches, the average annuar air
temperature is about 45 degrees F., and the average frost-free period
is about 120 days.
Typicalty, the surface 1ayer is broun: loam s5o,rt 4 inches thick.
The subsoil is reddish brourn right clay loam about 2h inches thick.
The substratun is pinkish white loam extending to a depth of more
than 50 inches.
rncruded with this soil in mapping are smalr areas of 01ney,
Kim and rldefonso soirs which make up r0 to 1! percent of the napping
unit. These soils have slopes of I to d percent.
Permeability of the Potts soil is mod.erate. Effective rooting
depth is 50 inches or more. Availabre water capacity is high. s,r-
face runoff is slow and the erosion hazard. is mod.erate.
This soil is used mainly for irrigated crops and hay, and for
dryland farming. Alfalfa, smalr grains, and grass-legr.rme hay are
grown. small areas of this soil are also used for livestock grazing.
Flooding is the usuar method of applying irrigation water.
Conservation practices that include irrigation ditch drop structures,

grass uatenraysr and mj-nimr:m tillage are necessary to avoid serious
erosion losses. These soils pipe easily, and irrigation water manage-
ment is extremely important in avoiding excessive piping. cover crops
or stubbre mulching in dryland farning areas wil-l- arso help to limit
erosion losses.
The native vegetation on this soir is nainry bruebunch wheat-
grass, western wheatgrass, needleandthread, and big sagebrush.
lJhen the range condition deteriorates, forbs and woody
shrubs increase. when the range is in poor condition, undesirable
weeds and annual plants are nruaerou's. Proper gtazing nanagement
maintains and improves range condition. A reduction in brush im-
proves deteriorated range sites. seeding is a good practice if the
range is in poor condition. Suitable plants for seeding are crested
r;heatgrass, western wheatgrass, and Russian wildrye. For successfur
seedings, a good practice is to prepare a seedbed. and dri11 the seed.
Wildlife using this soil for habitat include pheasant, nourning
dove, cottontail rabbit, some mule deer, and squirrel.
Potts soil has good potential for community and recreational
development. The main limitations for these uses are strength, piping,
and frost-heave. Dr,rellings and roads design can be designed to compen-
sate for these limitations. commr:nity sewage systens are needed if
