Following our discussion of the well permits and wells you have on yourproperty southwest of Rifle, f have revierped your files ard contacted ttreDivision of Water Resources for additional information. It is essentialthat you can shorr, a legal and adequate source of water for lots 4, 5 ard 7prior to any approvar of tfre exerption reguest to create these rots.
Based on the information you have provided and your roell permits, lt
appears that you do hatre a permit for a well located on lot 4 that has anexpiratlon date of March 9, 1985. You should cpntact tlre Division of
Water Resources regardlrg ttris r.relI, if it has not already been drilled.
You will need to obtaln r^rell permits for the other two lots 6 and 7, urcstIike1y tfirough an augllentation plan arrangernent with ttre hlest Divide Water
Conservarrcy District, as you did for ttre wells located on Iots I and 4.
A suggested course of action r"ould be first to contact ttre West Divide
Water Conservatry District and proceed witfi obtaining your weII permits.
Secondly, once your weII permits are being processed, contrct tfiis officeto verify tfiat your application for exemption is corplete, schedule ttreptblic hearing on your apptication, and obtain the reguired public noticelnformation. I toould suggest tfrat you work tohrard conpleting ttrispr@ess, as soon as possi.ble and am willing to ans\^rer any guestions andprovide assistance.
Please contact tfris office in the near future regarding these matters andlf you have any problems or ooncerns. Your application is not presently

Commissioner Cerise made a motion that Ehe Chairman be authorizr:d to sign the
Iiquor license renewal and extended hours for the Rifle Creek Golf Course,
Commissioner Drinkhouse seconded the motionl carried.
Commissioner Cerise made a motion that the Chariman be auEhorized to sign the
resoluEion for Payment of Claims against Garfield County submitted during the
month of February, 1984. Commissioner Drinkhouse seconded the motionl carried
Commissioner Cerise made a moEion thac the Chairman be authorized Lo sign the
resolution for Payment of Payroll Expenditures for Ehe month of February,
1984. Connnissioner Drinkhouse seconded the motionl carried.
A request for a Senate Bill 35 ExempEion for Norman
5 l/2 miles southwest of Rifle was presented. The
approval with the following conditions:
Mead located approximately

The applicant shall record a plat in the Clerk and
which shall incLude the following information:
Recorder-s office
It shall show all of the 4 five acre lots thaE have been
exempEed by Mr. Mead on the original 160 acre tract.
A plat note shal1 state that no further exemptions shall be
allowed on al1 parcels (the 4 five acre parcels and Ehe 145 acre
parce I ) .
The plat shall be reviewed by the Department of Development and
signed by Ehe County Surveyor and the Board of County
Commis s ioners .
The plat sha11 include all necessary water line, we11, access
and ditch easements for each of the 5 acre parcels
The plat shalI read "Mead Exemption" and make reference Eo the
Resolutions of Approval numbers which have approved the
exemptions.
Prior to final approvalr the applicant sha1l submit $200.00 to the
Garfield County DepartmenE of Development for the School Impact Fees.
Prior to final approval, the applicant must receive approval from the
Division of Ialater Resources for either use of his existing domestic
well found on the 140 acre parcel or approval of an individual well
permit for the 5 acre parcel.
Any other loEs requested to be divided off of the remaining 140 acre
parcel must go Ehrough the ful1 subdivision review process. No
further exemptions shal1 be a1lowed.
Commissioner Cerise made a motion that Senate Bill
Norman Mead be approved with Ehe conditions read
condition /f4 should read as follows: Any other lots

The next iEem on the agenda was the Jail Advisory CommiEtee's Report on
Community CorrecEions and Review of the Garfield County Sheriffs 1983 Annual
Report. Dave Sturgis, Marian Smith, Jan Kaufman, Morton Graddis, Roger Ludwig,
Judge Litwiller, Milt Blakley and Vern Soucie were present. Dave Sturgis
discussed performance standards, cleanliness and security programs and cost,
montoring and screening committees.
Commissioner Cerise made a motion EhaE the Chairman be authorized to sign the
resolution concerned with the sketch plan for Dave Ling Subdivision,
Commissioner Drinkhouse seconded the motionl carried.
The next item on Ehe agenda was County Business. At the request of Stan
Broome, Cou[ly Managerr Commissioner Cerise made a moEion that the Chairman be
auEhorized a letter to Don Dorre1l, Chairman of Garfield County Fair Board in
regard to County Fair Fee charges. Commissioner Drinkhouse seconded the
motionl carried.
Commissioner Cerise made a moEion to adjourn as the Board of
Commissioners, Commissioner Drinkhouse seconded the moEionl carried.
