Article 4 — 203.G. Impact Analysis
1. Adjacent Land Use — Adjacent land use and neighboring properties within 1,500 feet of
the location is utilized for natural resource development and grazing. All of the adjacent
property is in the Resource Lands Zone District as well.
2. Site Features — The site is located on a mesa in the Parachute Creek Valley at
approximately 5,560 feet above sea level. The mesa transects the Parachute Creek
Valley and Hayes Gulch.
3. Soil Characteristics — Please see Appendix A, Impact Analysis from LIPA-8048. The
incorporation of the proposed modification will not change the original Geologic
Evaluation and Geotechnical Investigation report dated 9/17/2013.The report concluded
soils and bedrock should not have a significant adverse influence on the facility.
4. Geology and Hazard — Please see Appendix A, Impact Analysis from LIPA-8048. The
incorporation of the proposed modification will not change the original Geologic
Evaluation and Geotechnical Investigation report dated 9/17/2013. The report
concluded the site is not subject to natural or geologic hazards.
5. Groundwater and Aquifer Recharge Areas — Please see Appendix A, Impact Analysis
from LIPA-8048. The incorporation of the proposed modification will not change the
original Groundwater and Aquifer Recharge Areas report dated 8/21/2014.
6. Environmental Impacts
a. Determination of the long-term and short-term effect on flora and fauna.
Please see Appendix A, Impact Analysis from LIPA-8048. The incorporation of the
proposed modification will not change the original Biological Report completed
by WestWater Engineering dated September 2013. The report concluded little to
no impact from this project on flora and fauna.
b. Determination of the effect on designated environmental resources, including
critical wildlife habitat.
WPX Energy recently submitted an US Army Corps of Engineers (USACE)
Preconstruction Notification (PCN) to accompany the CDPHE Surface Discharge
Permit for the proposed activity. Please see Appendix B for the USACE PCN and
Appendix C for the CDPHE Discharge Permit. There will be no adverse impacts to
environmental resources including critical wildlife habitat with the incorporation
of the new treatment process.

c. Impact on wildlife and domestic animals through creation of hazardous
attractions, alteration of existing native vegetation, blockade of migration
routes, use patterns, or other disruptions.
The location is located within an existing oil and gas field. Wildlife continue to
live in the area.
d. Evaluation of any potential radiation hazard that may have been identified by
the State or County Health Departments.
Please see Appendix A, Impact Analysis from LIPA-8048. The incorporation of the
proposed modification will not change the original Radiation Survey dated
9/17/2013. The survey concluded normal background radiation for the area and
did not indicate radiation contamination.
7. Nuisance —
a. Dust, odors, gas, fumes, and glare — Please see Appendix A, Impact Analysis
from LIPA-8048. The Facility in its entirety has an existing CDPHE Air Permit
#03GA0243 permit issued 2/28/2013. The incorporation of the new treatment
process will be APEN exempt; therefore, no additional permitting is required.
Dust control has been and will continue to be provided by a water truck during
the continuing operation of the Facility. The Facility will not produce smoke. The
Facility will be painted tan to reduce glare and blend into the surrounding area.
b. Noise and Vibration — Please see Appendix A, Impact Analysis from LIPA-8048. It
is not anticipated that additional noise will be imposed/increased from the
original Noise Analysis completed 9/26/2013 with the incorporation of the new
treatment process.
8. Hours of Operation - WPX Energy will maintain operation of the facility 24 hours a day,
7 days a week, 365 days a year as permitted in LIPA 8048.
