Creek Industrial Park
Just a short note to express our appreciation to you and the
Airport Authority Board for your words of support concerning the
extension of the Preliminary Plat for the Industrial Park. Bob
is attending the Board meeting on January 15th and will indicate
our intention to work out a water supply agreement involving
Rifle water for your consideration at the February Board meeting.
A portion of that discussion will have to be the existing water
supply agreement between the Airport Authority and Rifle Land
Associates. Although you probably already have, I would appreci-
ate it if you and Don would review that agreement preliminary to
the Authority's February Board meeting.
A bit of background might be helpful to your review. At the
time the water supply agreement was entered, there was little or
no prospect in anyone's mind for there to he water service from
Rifle available at the airport. Rifle Village South Metropolitan
District was located between the two and opposed any expansion of
City service to the airport. On the other hand, the water supply
capability of the Metropolitan District was extremely limited
with no prospects of expansion and the existence of the Metropol-
itan District between the airport and the City of Rifle's system
made it seem very unlikely that city service could be economical-
ly delivered. We did look at bringing a water main across the
river, east of the Metropolitan District service area, but
concluded the cost would be prohibitive.
We were all convinced at that time that we would be forced
to develop our own water system for the entire PUD and the
airport, predicated on an independent plan for augmentation which
we subsequently obtained, with the idea that a separate water and
sanitation district or metropolitan district would have to be

created in order to establish and operate such a system. Now
that we anticipate making an arrangement with the City of Rifle
for the provision of municipal water to the airport, many of the
agreement's provisions make little sense.
We will iron things out with Rifle and then discuss with the
Airport Authority how the existing agreement might be modified or
replaced to everyone's satisfaction.
