A RESOLUTION CONCERNED WITH THE AMENDMENT OF THE
ADOPTED MASTER PLAN FOR GARFIELD COUNTY KNOWN AS THE
GARFIELD COUNry COMPREHENSIVE PLAN 2030, AS AMENDED

Rccitals
A. Garfield County is a logal and political subdivision of thc Statc of Colorado for which tho
Board of County Cornrnissioners is authorized to act.
B. Pursuant to law, the Board of County Commissioners of Garficld County has duly constitut-
ed and appointed the Garfreld County Planning Commission (the Commission)'
C. Scction 30-28-118, C.R.S., as amcndcd, requiros adoption of the master plan by rosolution
and authorizos thc planning mmmission to amend, cxtend, or add to any master plan from time to
timo, also by resolution.
D. Tho Planning Commission has from time to timo adoptcd and amonded mastor plans for
Garlield County, the most reoent adoption being thc Garfield County Comprehosivc Plan 2030 as
adoptod by Resolution 2010-01 on November 10, 2010, as amended by Resolution 201l-04 in Sep-
tembor, 201l.

E. Thc Garfield County Planning Commission conducted a public heuing on Febnrary 13,
2013, pursuant to public notice, upon the question of whether the Garfield County Comprehensive
Plan 2b30 should bc amended to r€neme and redofino tho Neighborhood Center designation to Vil-
lage Center and to add institutional and educational uses to this category, and to dcsigrrate a parcel
of land at the confluencc of Roan Creek and Kimball Creek, owncd by #15 Enterprises' LLC, as
Villagc Center on the Futuro Land Use map.
F. The Commission, on the basis of substontial c,ompetent evidence produccd at the aforemen'
tioned hearing has made the following determinations of fact:
l. That propcr public notice was provided as required for the hcaring before the Planning
Commission,
2. That the hearing bofore the Planning Commission was extansive and complete, that all
pertinent facts, mattors and issuos were submitted or could be submittcd and that all in-
terested partics were heard at that hoaring.
3. That for the above statcd and other reasons, thc amendment to the Comprohonsive Plan
2030 and Futurs Land Use map is in the best interest of the hoalth, safcty, and welfare of
the citizens of Garfield County.
RESOLUTIPN
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of Garfield County, as
follows:
A. The foregoing Recitals are incorporatod by this reference as part ofthe rcsolution,
B. The Garfield County Planning Comrnission found the amendment to be a Major
Amendment,
C, The Garfield County Planning Commission hereby amends the Garfield County
Comprehensive Plan 2030 and the Future Land Use Map as sct forth and attached hereto in Exhibit
A - Amendment to the toxt of thc Comprehensivo Plan 2030, and Exhibit B - Amcndment to the
Future Land Uso Map.
D. Copies of the Garfiold County Comprehonsive Plon 2030 shall be certified to the
Board of County Commissionerc of Garficld County and to the planning commissions of sach mu-
nicipality within Garficld County pursuant to the provisions of Section 30-28-109 C.R.S., as
amendcd. Ttre Chairmsn of tho Planning Commission strall be authorized to exocutc letters of certi'
fication.
E. Thc Garfiald County Comprohensive Plan 2030 shall be utilizod for all purposcs os
authorized and required within Section 20-28-10l , et seq, C.R.S., as omonded.

F. The Chairman of the Planning Commission and the Scoretary of thc Planning Com-
mission shall be authorized to execute all documents required to imploment this resolution.
G. The effectivE date of the Garfield County Comprehensivo Plan 2030, es amendod is
February 13, 2013.
