pasture and borders Elk Creek on the West side.
we are proposing to divide the property into, six-2+acre parcels. we started this process

Our thoughts are to only allow custom built homes, no Modulars and space the homes so

1. APPLICANT has submitted to COLINTY an application for
t^JrspERrNG eREEK ( ssBprvrsreN+ (hereinafter, THE PRoJECT).
2. APPLICANT understands and agrees that Garfield County Resolution No. 98-09, as amended,
establishes a fee schedule for each tlpe of subdivision or land use review applications, and the guidelines for the
administration of the fee structure.
3. APPLICANT and COUNry agree that because of the size, nature or scope of the proposed
project, it is not possible at this time to ascertain the full extent of the costs involved in processing the
application. APPLICANT agrees to make payment of the Base Fee, established for the PROJECT, and to
thereafter permit additional costs to be billed to APPLICANT. APPLICANT agrees to make additional
payments upon notification by the COUNTY when they are necessary as costs are incurred.
4. The Base Fee shall be in addition to and exclusive of any cost for publication or cost of
consulting service determined necessary by the Board of County Commissioners for the consideration of an
application or additional COUNTY staff time or expense not covered by the Base Fee. If actual recorded costs
exceed the initial Base Fee, APPLICANT shall pay additional billings to COI-INTY to reimburse the COUNTY
for the processing of the PROJECT mentioned above. APPLICANT acknowledges that all billing shall be paid
prior to the final consideration by the COUNTY of any land use permit, zoning amendment, or subdivision plan.

As requested, we performed a radiation survey of the proposed whispering
creek subdivision in Garfield Gounty, colorado. This letter describes the site and our
survey procedure, and discusses the results of our radiation sulvey'
whispering Greek subdivision is planned on a Parcel located on county Road
245 about 1.5 miles north of New Castle, Golorado' The site is an approximately 13
"rr" p"r."l that is bordered by Gounty ioaO 245 on.the east' Elk Creek is along the
western property UornO"ty. A grrr"iarive enters the northeast part of the site and
trends south atong the easteri border and provides access for two home sites
located south of tie proposed subdivision.
-Ground
surfaces on most of the site
slope to the southwest at approximately 6 to 7 percent. An approximately 3o-foot
high hill is centrally located on the site. Two irrigation ditches cross the site' One
trends south along the eastern property boundary. Thesecond ditch flows westfrom
the first ditch, no.tt1 and west of the hill, tren south' The site appears to have been
used for agricultura! purposes, primaiily cattle grazing. Vegetation on the site
consisted primarity of gr"it"=, weeds and brush' Trees are located along Elk Creek'
on october 5, 2004, our staff engineer, Mr. Edward R. white, visited the site

feet above the ground surface). Radiation readings were observed by continuously
glancing back and forth from ihe Micro-R-Meter to the line of travel' We observed
radiation measurements averaging between 10 and 15 microroentgens per hour'
some areas had readings as low as 8 microroentgens per hour and as high as 18
microroentgens Per hour.

ln our opinion, these readings are considered normal background radiation for
the area in Garfield Gounty near th; subdivision and do not indicate contamination'
Excavations at individual sites will expose the subsoils and could yield different
radiation readings. tt may be appropiiate to perform a radiation survey of the
completed foundation extavations for buitdings at individual locations on the
property. The owner may want to consider installing a gravel layer below floor slabs
that is incorporated inio a foundation drain and a "stand pipe" added to the
foundation drain that could be retro-fitted with a fan to mitigate possible radon gas if
warranted by future readings.

RE: Whispering Greek Sketch Plan
Dear Fred:
At your request, we have reviewed the proposed Whispering Creek Subdivision with
respect to lakes, streams, and topography.
There are no lakes with respect to this property. Elk Creek borders the property on the
west side. The 100 year flood plain has been delineated on this property. The green
belt and riparian zone has been identified on the Sketch Plan map dated July 21,2004.
The client is willing to agree that all development impacts will be limited to the property
to the east of the existing fence. lt is anticipated city water services will be provided for
all lots in the subdivision. Therefore, on that basis, we do not anticipate any special
impact associated with Elk Creek. County codes and setbacks will be followed for
preliminary plat.
No over lot grading is proposed. Therefore, no special grading considerations are
anticipated.

We received your letter dated September 21,2004, requesting the items listed on it.
Included with this letter (which addresses item #3 on your letter) are:
Leffer fromZancanella and Associates; assessing the impact on lakes and streams and
topography of site.
Letter from CTL Thompson; assessing potential radiation hazards to the site.
We also have spoken and anticipate we will get our source of electricity and natural gas
from Excel of Colorado, which is already at the property across County Road 245. Our
telephone service will be from Quest phone. We have not determined whether we will
use Comcast for cable or let the lot owners go with Direct TV.
The City of New Castle water line we will tap into, is located with all the utilities just
across County Road 245 within 60' of the easterly property line of our project.
We look forward to hearing from you, if anything else is needed.
