E Dear Mr. Velasquez; As you know The Colorado Rocky Mountain School is interested in seeing County Road 106 relocated in such a way that traffic through the congested area of she campus could be eliminated. The danger posed by such traffic is now a serious hazard. There are a number of problems and now may not be the right time to commit the county to building a new road and abandoning the old one. The school is in the middle planning various additions and improvements to its campus and an important consideration in that planning is the future of 106 Road. If the road is to remain more or less as it is now, rather different plans would have to be made than if it is to be relocated. It would help us immeasurable if the County Commissioners would vote a - resolution of intent to relocate 106 Road and aba.idon the section that currently besects the school campus. Obviously any future decisions to carry out that resolve would be contingent on reaching agreement on the actual placement of the new road, how to finance its construction and such other matters as might then be pertinent. A resolution of intent at this time, however, would enable toe school to carry out its planning with some confidence, since I am sure that given time, an agreeable solution to the practical problems can be found. FILE— You :=11 ,i-.^:-- . s - - - - attached) in which CR1;S proposed participating with the County in creating an alternative road for that part of County Road 106 that passes through the center of the school's campus. The purpose of this letter is to pursue that matter in the hope that work can begin and the project accomplished this year. In our letter of December 9, 1977 we proposed deeding to the County a strip of land from a point on Road 106 near the south boundary of Satank to a point on Highway 133 several hundred feet south of the railroad crossing. The sc`-ool a: -eed+ :o -a3o pay a portion of the costs. In return we asked that the county build the road and subse- quently abandon that section of 106 that passes through the campus. Following abandonment, it was our intention to close that section to through traffic. The reasons for our petition related to the hazard that thru traffic presents to students of the school and the young children of the teachers who live at the school. A number of events have occurred since last we wrote that you should know about but which do not alter our desire to accomplish the changes in the road. On July 2, 1979 the city of Carbondale annexed a portion of land belonging to the school. The accompanying map describes the annexation. I would like to draw your attention, however, to the portion marked "Exhibit A, 16.158 Acres". This portion has been zoned C-2 and will be developed for light industry over the next few years. As part of that development we will be constructing an access road along its southern boundary. The road will be constructed to city standards. The importance of this fact is that the school will thereby shoulder the cost of constructing approximately 2400 feet of the road that previously ,V we had asked the county to construct. Thus instead of building some 3500 feet of road with minor help from the school, the county is being asked to build 900-1000 feet of road with the school assuming responsibility for 2400 feet, the major share. We are asking the County to construct only that part which is actually part of the County. The remainder is all within the city of Carbondale. CRMS is prepared to deed the proposed 900-1000 linear feet of land for the road to the county and to begin roughing out the construction of the road that lies within the city of Carbondale. The expense of so doing is considerable, however, and we would be willing to proceed with these steps only if the school were to receive assurance that the County Garfield County Commissioners October 13, 1979 page two would, in fact, vacate that part of the present Country Road 106 through the campus when the alternate is completed. We think that the dedication of land for the new road, the pioneering work to rough in the road, and the eventual finishing of that part of the road in the recently annexed area to city specifications exceed the contribution we originally proposed to make and reduces very substantially the amount the county will have to expend to complete this project. 2'2 eajer t0 r""c.:'_ed :i --+;s o'_c: as :c:n as possible, preferably beginning construction (roughing in) before winter so that the disturbed area can settle and be ready for surfacing next summer. We can provide a legal description of the road and right-of-way quickly and can probably also respond to other requirements or questions in time to make an early start possible. We are concerned that traffic will increase rapidly in the near future and we would like to divert this traffic around the campus as soon as possible and thus reduce the possibility of a serious accident. I expect that the language of the assurance could include whatever is needed to protect the County from having to abandon that section of 106 in the event that the alternative did not meet whatever criteria or standards they might establish.
