The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running water,
non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1997 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.

Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to
scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line.
A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar,
anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -
rap, (which is required), siding or any approved building material.
A window schedule. A door schedule.
A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square
foot up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload of 15 pounds
per square foot, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC.
1. Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each comer of the proposed structure(s) prepared by a
licensed surveyor and has the surveyors signature and professional stamp on the drawing?

If you have answered "No" on any of the questions, you may be required to provide this information
at the request of the Building Official prior to beginning the plan review process. Delays in issuing
the permit are to be expected. Work may not proceed without the issuance of a permit. If it is
determined by the Building Official that additional information is necessary to review the application
and plans to determine minimum compliance with the adopted codes, the application may be placed
behind more recent applications for building permits in the review process and not reviewed until
required information has been provided and the application rotates again to first position for review,
delay in issuance of the permit or delay in proceeding with construction.

Subject Observation of Excavation, Proposed Residence, Lot 4, Clubhouse
Cottages at Aspen Glen, Bald Eagle Way, Garfield County, Colorado.
Dear Mr. Gatley:
As requested, a representative of l4epworth-Pawlak Qeotechnioal, Inc. observed the
excavation at the subject site on November 5, 2002 to evaluate the soils exposed for
foundation support. The findings of our work and rocommeridations for the foundation
design are presented in this report' The work was done in accordance with our
agreement for geotechnical engineering services to MJL Development, dated November
4, 2002. Hepworth-Pawlak Geotebhnical. inc. previously conducted a subsoil study for
the Clubhouse Cottages at Aspen?len (formally Eagle's Nest PUD) and presented our
findings in a report dated June 19,1,1998, Job No. 198 241-1.
The proposed residence will consist of a two story wood came structure with an
attached garage. Oroumd floors wtl be structural over a crswlepace. Spread footings
sized for an allowable soil bearing;pressure of 1,000 psf wore assumed in the design.
At the time of our visit to the site, the foundation excavation had been cut in one level
from 3 to 41/2 feet below the adjacent ground surface. The soils exposed in the bottom
of the excavation consisted of maim stiff to stiff sandy silty clay. Results of swell -
consolidation testing performed orf a sample of the clay taken from the site. shown on
Fig. 1, indicate the soils have low Compressibility under existing moisture conditions
and light loading and a moderate to relatively high compressibility upon increased
loading after wetting. No free water was encountered in the excavation and the soils
were slightly moist.
Considering the conditions exposedin the excavation and the nature of the proposed
construction, spread footings placed on the undisturbed natural soil designed for an
allowable soil bearing pressure of 1,000 psf should be adequate for support of the
proposed residence. The exposed Soils tend to compress when loaded after wetting and
there could be some post -construction settlement of the foundation if the bearing soils
become wet. The amount of settletnent would depend on the depth and extent of
subsurface wetting. Footings should be a minimum width of 20 inches for continuous
walls and 2 feet for columns. Loo4e and disturbed soils in foodng areas should be
removed and the bearing level extended down to the undisturbed natural soils. Exterior
footings should be provided with adequate soil cover above their bearing elevations for
frost protection. Continuous foundation walls should be reinforced top and bottom to

span local anomalies such as by assuming an unsupported length of at least 14 feel
Foundation walls acting as retaining structures should be designed to resist a lateral
earth pressure based on an equivalent fluid unit weight of at least 50 pcf for on-site soil
as backfill. Structural fill placed within floor slab areas can consist of the on-site soils
compacted to at least 95% of standard Proctor density at a moisture content near
optimum. Bacilli! placed around the structure should bo compacted and the surface
graded to prevent ponding within at least 10 feet of the building. A pit excavated on the
lot as part of the previous study encountered similar soils to a depth of 7'4 feet.
The recommendations submitted in this letter are based on our observation of the soils
exposed within the foundation excavation and do not include subsurface exploration to
evaluate the subsurface conditions within the loaded depth of foundation influence.
This study is based on the ssstm►pdon that soils beneath the footings have equal or
better support than those exposed. The tisk of foundation movement may be greater
than indicated in this report because of possible variations in the subsurface conditions.
In order to reveal the nature and extent of variations in tho subsurface Conditions below
the excavation, drilling would be required. It is possible the dam obtained by
subsurlltee exploration could change the recommendations contained in this letter.

Due to an oversight by the structural engineer, the garage door opening pertaining to the above
referenced single family residential permit was incorrectly located on the structural engineered plans.
Consequently, when the error was discovered on the foundation plans, the engineer corrected the plans and
has reissued the entire set of structural drawings which have been stamped and are enclosed for your
review. Once your office has had an opportunity to examine these plans, I will be available to obtain one
set from your office and deliver those to the construction site for inspections.

Dear Mr. Lauterbacb,
Thank you for your submission in regard t the grading and drainage on Lot 4 to the ARC
on 11/20/02. Your revised and colored of all 8 sites showing overall drainage and
the berating (with height indicatio on lots 2,3,4 as they border Bald Eagle Way and
clubhouse parking is appreciated our grading and drainage, and landscape plans are
approved for Eagle's Nest (Clubhouse Cottages) lot 4 and you have final approval to
proceed with construction.
You were requested to keep the ARC informed regarding the status of common water
system and to bring the pump, teak etc proposal to DRC before proceeding with the
installation. DRC understands your proposal now contemplates an underground tank of
15,000 gallons and integrated pump, with nothing visible above ground with the
exception of electric switch gear.
The committee also discussed with you the height of berms in place and those proposed
for the area between lot 4 and clubhouse parking. The resolution being that since the
proposed berms are somewhat higher than normal in view of the adjacent clubhouse
parking area, that a terrace wall would be used on the= inside of berms and that you would
maintain a 2:1 slope on the exterior (clubhouse) side. The committtee was able to look at
the existing berming on site tours 11/20, and except for finish grading, believed the berms
in place on that date are acceptable.
