Regarding Public Service Co (Excel) permit applications for a Special Use Permit for a compressor building in RIL near Rifle, as well as a building permit for the same building. I've done a preliminary review of the building plans which has revealed that the building is not in conformity with our building maximum height restriction. It's too tail, measuring 28', 6" at the midpoint between the eave and the ridge. However, the only building height restriction mentioned in R/L refers to residential buildings. Per our Director of Planning, this issue needs to be addressed during the SUP process. Since Xcel Energy is only the holding company or "brand" for Public Service Company of Colorado, all utility facilities and related land rights, including fee property, easements, permits, etc., are owned by, operated by and held in the name of Public Service Company of Colorado, a Colorado Corporation. As background, the proposed Rifle Discharge Compressor Station would reinforce the existing 12 -inch high-pressure natural gas pipeline that delivers gas between the Rifle Gas Plant and the Edwards Meter Station. This pipeline provides gas to Silt, New Castle, Glenwood Springs, Basalt, Aspen, Gypsum, Eagle, Edwards, Avon, and the Vail Valley. ior This reinforcement would be accomplished by raising the operating pressure of the pipeline to provide a greater throughput volume for the existing pipeline. The increase in pressure would be achieved by installing a new compressor at the outlet of the existing Rifle Gas Plant. The only pipelines required for this project would be the lead lines to connect the new compressor to the existing gas plant. The Rifle Discharge Compressor Station will reinforce the existing supply systems and allow customers located in the area to continue to receive reliable and economical natural gas service.
