The following items are required by Garfield County for a final inspection:
I. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running water,
non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1991 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made.

Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to
scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line. A
section showing in detail, from the bottom of the footing to the top of the roof, including re -bar,
anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -
rap, (which is required), siding or any approved building material.
A window schedule. A door schedule.
A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square
foot up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload of 15 pounds
per square foot, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or your
plans will be returned.
All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC.

RE: ALTERATION BUILDING PERMIT APPLICATION
To Whom It May Concem:
Since the proposed project is an alteration, we thought a narrative to
accompany our drawings might be helpful. We owner -built our the log
home about 7 years ago, and we assume you have the original plans on file,
so the plans provided are not the normal submission. We will be glad to
answer any questions, and welcome your input.
We are trying to sell our log home located on lot 2 of Heavenly View
Subdivision (0921 County Road 218, Silt), but because it is only 1 bedroom,
all of the potential buyers are declining, saying the house is too small. The
full basement is a 2 -car garage, and could be utilized as living space, except
that there is no internal stairway to the basement. We are therefore being
forced to create an access to the basement/garage, making it possible to
convert the approximate 750 square feet area into 2 bedrooms and a
bathroom.
The basic structure of the house is to be altered very little, as we plan to
simply remove the French doors upstairs & the 2 garage doors downstairs,
and enclose the existing covered deck to accommodate the stairs. No
bearing walls will be required in the basement or current first floor. Because
the existing deck is adequately supported by the original laminated beam &
post structure, the only concrete work involved will be a footer for the stair
enclosure walls.
We carefully measured for a landing at the top & bottom of the stairs, for
access to and from the first floor & basement via the existing door openings,
and for installation of egress windows for the 2 basement bedrooms utilizing
the existing garage door framework. By careful placement of a few walls in
the basement, 2 bedrooms and a % bathroom can be worked around the
existing utility & mechanical room. Some additional wiring will be needed,
and we realize that an electrical permit is required.
The cost for the alteration is estimated at $10,000. We have owner -built 2
homes, and we are capable of handling all of the labor involved except the
concrete work and some of the plumbing. We plan to frame & enclose the
area of the deck needed for the stairwell before the weather gets too cold,
and then finish the work through the winter, making the house marketable by
early spring. The utility & mechanical area of the basement will remain
unfinished, and there will be no floor -covering costs, as we will simply paint
the concrete floor.
We will not be living in the house during the remodel, as the new home we
are building on lot 1 of Heavenly View Subdivision will be ready for
occupancy in approximately 2 weeks. We are hopeful that this alteration
project will not even be necessary because someone buys our log house
before you get our application processed. But if we do not have an offer on
lot 2 by the middle of September, we will have no choice but go directly
from building our new house to working on our old house.
Thank you for assisting us with our efforts to make our little log home
attractive to potential buyers. The prospect of double house payments for
months & months is not real appealing to us!

High Country Engineering has confirmed that expanding our septic system
to accommodate 3 bedrooms would be not only pretty expensive, but almost
physically impossible to alter, as the addition to the leach field would make
it awfully close to our well. So, we would like to amend our planned
alteration to our basement to include only 1 bedroom, and leave the other
garage bay to be finished as a familyroom. Page 2 of this fax shows the
amended plans.
The layout and overall alteration will remain much the same as our original
submittal. We will simply leave out the wall, door & closet that created the
proposed "bedroom 2", allowing us to create a bigger room and saving us
material costs. To make sure that there is adequate natural light, we want to
add a walk-in door that will be full-length glass. Actually, we think that the
exterior door opening into the foyer will be kind of neat, and will make the
familyroom really distinctive. The only other change will be to replace the
current walk-in door into "bedroom 1" with another window. This will
assure adequate natural lighting, and make the bedroom more like a planned
bedroom than an alteration to an existing garage. All in all, we like the
revised plan better than our original!
Please let us know if we are allowing for adequate natural Tight in the
familyroom, and if you need something further to issue our permit. I will be
in Glenwood Springs on the 18" making deliveries to some of my clients,
and could pick up the building permit if it will be ready by then. We've
already lined up the concrete work, so are anxious to get going on
excavation for the footers.

' A Fire-resistant Indoor Stair
The easiest way of providing access to a
second -story addition above an attached
garage is to cut a doorway in the second
story of the main house—but It is not the
only way It you wane privacy for a studio
or apartment in the addition, or If an
entry directly from the main house would
lead through a bedroom you may prefer
to build a new stair, rising either inside
the garage as described in these pages,
or outside (pages/04-709)

The simplest stair well to build runs

pendicular to the second -story joists, you

RE: SEPTIC CAPACITY FOR LOG HOUSE ALTERATION
In response to your request for information about our engineered septic
system, following is the info from High Country Engineering.
It appears that the system was designed for 2 bedrooms, but I don't know if
the design flow of 450 gallons per day will fit the criteria for the county's
2-3 bedroom requirement. We did use the recommended 1,000 gallon tank
versus the required 750 gallon tank, and we used 36 infiltrators versus the
required 34 units.
Please contact me to discuss our alternatives. Significantly altering the
septic system might be cost -prohibitive, so I suppose we could finish the 2nd
room in the basement without a closet, thus making it a den versus a
bedroom. But if having only 2 bedrooms instead of 3 is going to hurt the
marketability of the house, we're right back where we started from!
