BOX 77 SILT, CO 81652 Phone (970) 876-5610 August 12, 2002 Garfield County Building Department 109 8th Street Glenwood Springs, CO 81601 RE: ALTERATION BUILDING PERMIT APPLICATION To Whom It May Concem: Since the proposed project is an alteration, we thought a narrative to accompany our drawings might be helpful. We owner -built our the log home about 7 years ago, and we assume you have the original plans on file, so the plans provided are not the normal submission. We will be glad to answer any questions, and welcome your input. We are trying to sell our log home located on lot 2 of Heavenly View Subdivision (0921 County Road 218, Silt), but because it is only 1 bedroom, all of the potential buyers are declining, saying the house is too small. The full basement is a 2 -car garage, and could be utilized as living space, except that there is no internal stairway to the basement. We are therefore being forced to create an access to the basement/garage, making it possible to convert the approximate 750 square feet area into 2 bedrooms and a bathroom. The basic structure of the house is to be altered very little, as we plan to simply remove the French doors upstairs & the 2 garage doors downstairs, and enclose the existing covered deck to accommodate the stairs. No bearing walls will be required in the basement or current first floor. Because the existing deck is adequately supported by the original laminated beam & post structure, the only concrete work involved will be a footer for the stair enclosure walls. We carefully measured for a landing at the top & bottom of the stairs, for access to and from the first floor & basement via the existing door openings, and for installation of egress windows for the 2 basement bedrooms utilizing the existing garage door framework. By careful placement of a few walls in the basement, 2 bedrooms and a % bathroom can be worked around the existing utility & mechanical room. Some additional wiring will be needed, and we realize that an electrical permit is required. The cost for the alteration is estimated at $10,000. We have owner -built 2 homes, and we are capable of handling all of the labor involved except the concrete work and some of the plumbing. We plan to frame & enclose the area of the deck needed for the stairwell before the weather gets too cold, and then finish the work through the winter, making the house marketable by early spring. The utility & mechanical area of the basement will remain unfinished, and there will be no floor -covering costs, as we will simply paint the concrete floor. We will not be living in the house during the remodel, as the new home we are building on lot 1 of Heavenly View Subdivision will be ready for occupancy in approximately 2 weeks. We are hopeful that this alteration project will not even be necessary because someone buys our log house before you get our application processed. But if we do not have an offer on lot 2 by the middle of September, we will have no choice but go directly from building our new house to working on our old house. Thank you for assisting us with our efforts to make our little log home attractive to potential buyers. The prospect of double house payments for months & months is not real appealing to us! PAGE 01 RECEIVED SEP 3 ` 2002 GARFIE BUILDING & P oUNG TO: Andy, Garco Building Department NUMBER OF PAGES: 2 FROM: Ava Bowles phone/fax (970) 876-5711 DATE: 9/16/02 RE: AMENDED ALTERATION PLAN, 921 C.R. 218, SILT High Country Engineering has confirmed that expanding our septic system to accommodate 3 bedrooms would be not only pretty expensive, but almost physically impossible to alter, as the addition to the leach field would make it awfully close to our well. So, we would like to amend our planned alteration to our basement to include only 1 bedroom, and leave the other garage bay to be finished as a familyroom. Page 2 of this fax shows the amended plans. The layout and overall alteration will remain much the same as our original submittal. We will simply leave out the wall, door & closet that created the proposed "bedroom 2", allowing us to create a bigger room and saving us material costs. To make sure that there is adequate natural light, we want to add a walk-in door that will be full-length glass. Actually, we think that the exterior door opening into the foyer will be kind of neat, and will make the familyroom really distinctive. The only other change will be to replace the current walk-in door into "bedroom 1" with another window. This will assure adequate natural lighting, and make the bedroom more like a planned bedroom than an alteration to an existing garage. All in all, we like the revised plan better than our original! Please let us know if we are allowing for adequate natural Tight in the familyroom, and if you need something further to issue our permit. I will be in Glenwood Springs on the 18" making deliveries to some of my clients, and could pick up the building permit if it will be ready by then. We've already lined up the concrete work, so are anxious to get going on excavation for the footers. Start planning the stair's dimensions by measuring its total rise—the distance nom the garage floor to the upstairs fin- ish floor Divide the rise in- inches by 7, and round on to the nearest whole num- ber to determine the number of risers Then divide the total rise by the number al risers to get the exact unit rise 100 To determine the unit run—the tread depth less the overhang o1 the nosing— use this formula the unit rise plus the unit run should equal 17 to 18 inches For example, if the unit rise is 71/2 inches, the unit run can be 91/2 to 101/2 inches To set the exact unit run, choose a figure half- way between the two—in this example, 10 inches Though the treads will come from the lumberyard already shaped with nosings, which should overhang the ris- ers by '@ to 11/4 inches, use the unit - run figure when you mark and cut the 2 -by -12 boards, called carriages,_ hat sup - .port [he treads and risers To find the stair's total horizontal dis- tance, or total run, multiply the unit run by the number of steps The length of the stair -well opening usually equals the to- lailta, so the opening extends over the bottom stair, you can shorten the well to gain floor space upstairs, but you must keep 6 feet. 8 Inches of headroom be- tween theedgeof the well and thestairs p h 1 Preparing for the stair -well opening. NUMBER OF PAGES: 3 FROM: Ava Bowles phone/fax (970) 876-5711 DATE: 9/3/02 RE: SEPTIC CAPACITY FOR LOG HOUSE ALTERATION In response to your request for information about our engineered septic system, following is the info from High Country Engineering. It appears that the system was designed for 2 bedrooms, but I don't know if the design flow of 450 gallons per day will fit the criteria for the county's 2-3 bedroom requirement. We did use the recommended 1,000 gallon tank versus the required 750 gallon tank, and we used 36 infiltrators versus the required 34 units. Please contact me to discuss our alternatives. Significantly altering the septic system might be cost -prohibitive, so I suppose we could finish the 2nd room in the basement without a closet, thus making it a den versus a bedroom. But if having only 2 bedrooms instead of 3 is going to hurt the marketability of the house, we're right back where we started from! Thanks for helping us know how to proceed. Our recommendations are based on the percolation tests conducted by the county, our site visit, and further percolation testing. The additional percolation testing was performed at a shallow depth and in a line running northerly for 100 feet, beginning approximately fifty feet north of the proposed house location. e percolation rates in this area averaged 60 minutes per inch, with the highest single reading wm out. Mr. and Mrs. Bowles: erefore, we recommend that a standard absorption bed be utilized, and that it be placed as ow as reasonable. It could be placed very shallow and the additional cover material needed uld be obtained from the house excavation. I addition, we recommend that the field be relatively long and narrow and that pressure dosing bi used. The pressure distribution piping should be hung in the top of the Infiltrator units, as mmended by the manufacturer. te understand that this ISDS would serve a single family residence with two bedrooms. erefore, the estimated average wastewater flow would be 300 gallons per day. The design flbw, per regulation, is 1.5 times the average, or 450 gallons per day. 923 Cooper Avenue • Glenwood Springs, CO 81601 Telephone: 303.945-0676 • FAX: 303-945-2555 09/03/2002 08:47 9708765711 1. 4 ' 1 ,. Bowles April 24, 1995 Page 2 AVA BOWLES PAGE 03 e required standard absorption area (based on 80 minutes per inch) is 805 square feet. Plus % for a bed system, and less 40% for using "Infiltrator" units would give 628 square feet. A 18.75 square feet per unit, 34 units would be required. The minimum size of septic tank uired is 750 gallon, however, we recommend 1000 gallon. e recommend a 1000 gallon tank (cistern type) also be used for the dosing (pumping) chamber. I the float switches are set properly, the 1000 gallon tank allows a day or two of storage in case of pump problems. The pump should be capable of at least 25 gpm at 25 feet of head.
