Except for the "red -lined" notes on the plans and Conditions of Permit, which are expected to be field enforced, and, and the Plan Review Correction List which should be resolved prior to the issuance of the Building Permit, general UBC code compliance was found for the Milner/Wolfe Residence. The foundation, framing, and other structural plans are stamped by an engineer licensed in the state of Colorado. Cadcode did not review these plans for structural compliance as they are stamped. Cadcode did request additional design information however in the Plan Review Correction List. The Building Official should be aware structural reviews performed by Cadcode are not performed by an engineer or architect licensed in the State of Colorado. See the Building Department copy of the redlined plans for joists, rafters, beams and other structural details checked. Plans were not checked for UPC and UMC compliance although notes calling for general compliance with these codes are included. Attached are the conditions of permit and redlined plans so that the permit can be issued. Mills Aritectural Committee Chair Cc: Bill Maltby • GARFIELD COUNTY BUILDING AND PLANNING 970-945-8212 MINIMUM APPLICATION REQUIREMENTS for SINGLE FAMILY DWELLING CONSTRUCTION including NEW CONSTRUCTION ADDITIONS ALTERATIONS and MOVED BUILDINGS In order to understand the scope of the work intended under a permit application and expedite the issuance of a permit it is important that complete information be provided. Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant may result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code". This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. 1 Plans to be included for a Building Permit, must be on drafting paper at least 18"x24° and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house - rap, (which is required), siding or any approved building material. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload of 15 pounds per square foot, and a 36 inch frost depth. All sheets to be identified by number and indexed. All ofthe above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC. 1. Is a site plan included that identifies the location ofthe proposed structure or addition and distances to the property lines from each corner of the proposed structure(s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Section 302.4 Exception 3. Sanitation SA -3 Shower stall walls should be finished with a hard, nonabsorbent surface to a height of 70 inches (1778 mm) above the drain inlet. Section 807.1. SA -4 Each water closet stool should be located in a clear space not less than 30 inches (762 mm) in width and have a minimum clear space in front of the water closet stool of not less than 24 inches (610 mm). Section 2904. FIRE RESISTIVE CONSTRUCTION FR -20 Enclosed usable space under interior stairways should be protected on the enclosed side as required for one-hour fire -resistive construction. Rev 9/99 2 Mt -17 Interior finish materials shall comply with the flame spread requirements of Sec. 804 EXITING REQUIREMENTS X-15 Exit doors from the dwelling may be provided with a night latch, dead bolt or security chain, provided such devices are openable from the inside without the use of a key or tool and mounted at a height not to exceed 48" above the finish floor. Section 1003.3.1.8. Exception 2. X-23 Landings at doors shall comply with Section 1003.3.1.6 and 1003.3.1.7 U.B.C. In single-family dwellings, duplexes, lodging houses, and U occupancies, the landing or top step of an interior flight of stairs, may be 8 inches maximum below the floor level, provided the door does not swing over the landing or top step.. X-32 Stairways and handrails shall comply with Sec. 1003.3.3 Handrails should be placed not less than 34 inches (864 mm) or more than 38 inches (965 mm) above the nosing of treads. Section 1003.3.3.6.Handrails projecting from a wall should have a space of not less than 11/2 inches (38 mm) between the wall and the handrail. Section 1003.3.3.6. The handgrip portion of handrails should not be less than 11/4 inches (32 mm) or more than 2 inches (51 mm) in cross-sectional dimension or the shape should provide an equivalent gripping surface. The handgrip portion should have a smooth surface with no sharp corners. Section 1003.3.3.6. Handrails should have their ends returned or should terminate in newel posts or safety terminals. Section 1003.3.3.6.. X-49 Winding, circular or spiral stairs shall comply with Section 1003.3.3.8. X-57 Exits should be illuminated to comply with Section 1003.2.8.4.. Structural Requirements ST -11 The structural engineer shall specify the design loads used (i.e., basic wind speed, exposure, snow loads, floor loads, etc.) and stating that the plans and specifications are designed in accordance with the Uniform Building Code. ST -16 Buildings and structures shall be designed and built for at least a 75 psf snow load, Section 1608. Foundation FN -5 Verification of the soils condition made by a licensed soils engineer will be required by the Building Inspection Department as specified in the general notes on the submitted plans. Documentation shall be provided prior to pouring concrete. FN -15 The manufacturer of concrete shall furnish to the purchaser a delivery ticket with each batch of concrete before unloading at site providing the information specified in UBC Standard 19-3. These tickets shall be saved and available for review by the Building Official. FN -16 Individual concrete or masonry piers shall project at least 8 inches above exposed ground unless the columns or posts which they support are of approved wood of natural resistance to decay or treated wood is used, Section 2317.5 UBC. FN -17 Provisions shall be made for the control and drainage of surface water around buildings, Section 1804.7. Section 1928 Wood Framing WF -13 Lateral bracing should be provided in accordance with Section 2320.11.3 and structural engineer specifications. WF -14 Roof rafters and ceiling joists shall be supported laterally to prevent rotation and lateral displacement. Roof trusses shall be supported laterally at points of bearing to prevent rotation and lateral displacement. Section 2320.12.8. WF -21 Installation of T.J.I.'s must comply with N.E.R. 119. Manufacturer's requirements for boring holes and cutting of joist must be followed. (i.e., flanges must never be cut or notched, etc.) Installation of wood I joists by other ,manufacturers must comply with manufacturer's specifications and approved listings. WF -23 Lumber beams, rafters, trusses and joists shall be supported laterally over beams and points of bearing with solid blocking. Bridging or solid blocking shall be installed at intervals not exceeding 8 feet when the ratio of depth to thickness exceeds 5 to 1 (i.e., 2 x 10), Sections 2306.7, 2326.8.3, 2326.12.7. WF -39 Specify the grade and species of all horizontal and vertical framing lumber including but not limited to logs, joists, rafters, columns, beams, headers, studs, etc.. Exterior Wall WL -4 Anchored veneer should be installed per Section 1403.6. WL -13 Flash all exterior openings per Sec. 1402.2. Roo F-6 An attic access opening (minimum 22 inches by 30 inches) should be provided where necessary with a minimum clear headroom of 30 inches. Section 1505.1. The opening should be located in a hallway, corridor or other accessible location. RF -8 Ventilation is required in attics and enclosed rafter spaces. Enclosed attics and enclosed rafter spaces formed where ceilings are applied direct to the underside of roof rafters shall have cross ventilation for each separate space by ventilating openings protected against the entrance of rain and snow. The net free ventilating area shall be not less than 1/150 of the area of the space ventilated, except that the area may be 1/300, provided at least 50 percent of the required ventilating area is provided by ventilators located in the upper portion of the space to be ventilated at least three feet above eave or cornice vents, with the balance of the required ventilation provided by eave or cornice vents. The openings shall be covered with corrosion -resistant metal mesh openings of 1/4 in dimension (sec. 1505.3, UBC) RF -15 Shingle application should comply with Table No. 15-B-1. RF -20 Asphalt shingle roofs 4:12 and over shall have applied one layer No. 40 coated roofing, coated glass base, or bituthane from the eave to a line 12 inches inside the exterior wall line with laps cemented together. Rev.. 9/99 4 14 GLASS & GLAZING GG -3 Doors and panels of shower and bathtub enclosures and adjacent wall openings within 60 inches above a standing surface and drain inlet should be fully tempered, laminated safety glass or approved plastic and should comply with Section 2406.3 and 2406.4. GG -4 Safety glazing should be provided at hazardous locations. Section 2406.4. Fireplaces FP -2 Factory -built fireplaces and chimneys should comply with Section 3102.5. FP -3 Dimensions of factory -built fireplace hearth extensions which conform to the conditions of listing and the manufacturer's installation instructions should be specified on the plans. INTERNATIONAL PLUMBING CODE PL -2 Plumbing and mechanical must comply with the 1997 International Plumbing Code (IPC) and the 1997 Uniform Mechanical Code (UMC). PL -11 Provide a floor drain for the pressure/temperature relief valves on the boiler and water heater in accordance with Section 504.7 IPC. PL -14 Shower stalls shall be installed per Section 417.4 IPC. UNIFORM MECHANICAL CODE M-1 Gas furnace or boiler and water heater shall comply with the IPC and the UMC.
