Site Operating Plan 9 Site Operating Plan 10 F) SITE MAPS AND ALL PROPOSED STRUCTURES Please see "MRI WASTE TRANSFER/RECYCLING CENTER, TRAFFIC FLOW EXHIBIT, MID-DAY, SHEET 1 of 1" and "MRI WASTE TRANSFER/RECYCLING CENTER, TRAFFIC FLOW EXHIBIT, MORNING & END OF DAY, SHEET 1 of 1" in the Exhibits Appendix. Site Operating Plan 11 7.2.2 DESIGN CRITERIA 1) Unloading and loading areas are approximately 5,000 square feet in size, more than adequate to facilitate unloading from the collection vehicles and the unobstructed movement of vehicles. 2) The floor is constructed of concrete and equipped with multiple drains and storage tanks to contain all liquids that are present when transferring solid waste from collection vehicles to transfer vehicles. 3) Solid waste handling shall be confined to the smallest practical area. Handling of all materials will be supervised by trained competent personnel at all times. All employees will be trained and familiar with proper operational procedures. 4) Sufficient internal storage areas are available to provide for incoming solid waste. (Please see to scale Site Plans in the Exhibits Appendix). 5) Proper ventilation and exhaust ventilation removal systems will be installed throughout the building. 6) Concrete barriers will be installed to prevent trucks and machinery from backing into pits while unloading (Please see to scale Site Plans in the Exhibits Appendix). Site Operating Plan 12 ON-SITE ROADWAYS 1) All roadways are designed to accommodate expected traffic flow in a safe and efficient manner. All roadways will have posted traffic flow signage. 2) The exterior roadways are constructed of either asphalt or approved gravel/mag chloride roads. All interior roadways are constructed of concrete. All roadways are capable of withstanding expected loads. 3) All roadways will be kept free from debris and snow. Roadways will be passable in all weather conditions. 4) Public dumping areas will be clearly marked and separated from large commercial vehicles coming into the transfer station and recycling center. Site Operating Plan 13 EQUIPMENT Solid tire skidsteers (2) and solid tire front end loaders (1) will be used to push trash from the dumping floor to the transfer vehicles. Solid tire skidsteers (1) and small track hoes (1) will be used in recycling operations of construction and demolition debris. Conveyor belts, magnets, plastic separation devices, and an Eddy Current machine (aluminum machine) will be used to process and separate all comingled recyclables. Site Operating Plan 14 GATE & FENCING All processing of solid waste will occur indoors. Facility will have large garage doors at entrance and exit of the building. Doors will eliminate unauthorized persons and vectors from accessing the facility while closed. Site Operating Plan 15 SIGNS Signs will be posted at all access points to the facility. Hours of operation, acceptable solid waste materials, and those not accepted will be placed at both the entrance and at the scale house. Emergency telephone numbers and contacts will be posted at the entrance, exit, and scale house. Proper signage will be found throughout the transfer station. Site Operating Plan 16 BUFFER ZONE MRI transfer station complies with all Garfield County regulations regarding buffer zones and distance to nearest adjoining landowner. Site is zoned industrial and isolated from residential properties by the 100" wide RFTA Trail Corridor and County Road 100. (Please see to scale Site Plans in the Exhibits Appendix). Site Operating Plan 17 7.2.3 OPERATIONS STANDARDS A) WASTE CHARACTERIZATION MRI Transfer Station will accept non -hazardous solid waste along with the following recyclables: • Co -mingled recyclables (plastics 1-7, aluminum, glass bottles and tin. • Newspapers. • Office paper. • Cardboard. • Magazines. • Metal. • Wood. • Clean Concrete. Solid waste will be brought to the facility using frontload, rearload, sideload, and roll -off trucks. Approximately 100 tons of solid waste material will come into and leave the building daily. Estimated 20 tons of recyclable materials will be processed on a weekly basis. Solid waste will be cleared from floor at the end of each work day. All solid waste will be taken to a state approved landfill within 24 hours of arrival at the transfer station. The MRI transfer station and recycling center capacity is 300 tons per day. Site Operating Plan 18 B) SUPERVISION The MRI Transfer Station & Recycling Center will be staffed at all times by trained Solid Waste handlers and at least one Manager will be on duty at all times during operating hours. Site Operating Plan 19 C) PERSONNEL All personnel will be properly trained and required to attend weekly and monthly safety meetings. A lead operator and/or facility supervisor will be on site at all times. Training requirements, daily job duties, and inspection reports will be kept on file on site and in our main office with Safety Manager, Rich Howell. Site Operating Plan 20 D) NUISANCE CONDITIONS All reasonable measures will be taken to collect, properly contain, and dispose of all solid waste materials. Staff will police the drop areas every hour to ensure all materials remain inside the building. The facility will be managed to limit noise, dust, and odor. MRI employees will put forth a strong effort to make sure the facility remains free of vectors and health hazards. Important components of daily operations that will minimize nuisance conditions are: • All waste hauling will occur in covered trucks. • All dumping and transfer will occur indoors in the main building. • All trash will be removed that day or within 24 hours. • Any trash stored overnight will be covered. • Regular cleaning of concrete floor (end of day and as -needed during the day). • State-of-the-art Odor Control System installed in main building. Site Operating Plan 21 E) OFF SITE WATER The MRI Transfer Station and Recycling center has interior floor drains to contain all liquids that may be brought in with non -hazardous solid waste vehicles. All transfer operations will occur indoors and will not be subject to stormwater runoff impacts. All surface water and run-off collection infrastructure has been engineered to handle events exceeding a 24 hour 25 year storm and per Garfield County requirements. Please see "MRI WASTE TRANSFER/RECYCLING CENTER, SITE PLAN, SHEET 1 of 3" in the Exhibits Appendix. Site Operating Plan 22 F) FIRE PROTECTION Fire protection equipment is present at three different locations within the facility. A fire protection plan is on file in the on duty manager's office. All personnel will be thoroughly trained and take part in a fire drill at least one time each year. Site Operating Plan 23 G) OPERATIONAL RECORDS Records will be maintained for both the solid waste and all recyclable materials. Daily logs are calculated by the manager on duty and the scale house attendant. The daily log consists of: • Quantity of material. • Type of material. • Date and time of material in. • Date and time of material out. • Truck number and driver assigned to each load. • Location material is being transferred to. Records will be kept in the Facility Supervisors office as well as MRI's main office located at 1058 County Road 100 Carbondale, Colorado 81623. Site Operating Plan 24 H) CONTINGENCY PLAN Contingency plans are posted at each entrance, dump location and exit throughout the building. Employees will be properly trained and prepared in case the following incidents occur or emergency contacts need to be made: • Hazardous materials incident. • Emergency response contacts. • Equipment information. • Contamination of Surface water or ground water. • Nuisance conditions. • Alternate solid waste handling procedures should MRI Transfer Station be unable to operate or incur delays due to fires, heavy traffic, equipment breakdown, hot loads, and/or other emergencies. Site Operating Plan 25 I) CLEANING FACILITIES The dumping floor will be cleaned at the end of each day. The floor will be free of debris and all other loose materials. Once clear, the floor will be washed down and all waste water contained in underground tanks. The containment tanks and loading pit will be checked regularly. The pumping of tanks and cleaning of the pit will occur on a regularly scheduled basis and as needed. Site Operating Plan 26 J) STANDING WATER All floors will be kept free of standing water. All drainage from cleaning areas shall be contained in tanks than pumped into approved trucks for hauling to South Canyon landfill or other approved site. Site Operating Plan 27 K) ADEQUATE STORAGE The MRI Transfer Station has over 20,000 square feet of storage space available for incoming solid waste and recyclable materials. (Please see facility site maps in the Exhibits Appendix) Solid wastes and recyclables will be transferred from collection vehicle to transfer vehicle on the same day it arrives at the transfer station. No materials will remain on the tipping floor overnight. Putrescible solid waste will transfer from the transfer station as soon as the transfer vehicle is full or within 24 hours. Transfer vehicles will be cleaned on a regularly scheduled basis and when needed. The MRI Transfer Station and Recycle Center has adequate off street parking for facility vehicles. Site Operating Plan 28 L) SOLID WASTE All solid waste at MRI Transfer Station and Recycle Center will be transferred as soon as possible. All solid wastes arriving at transfer station that are not transferred within 24 hours will be stored in a closed bed transfer vehicle that is approved by the State of Colorado. The storage vehicles will deter water, birds, insects, rodents and other vectors from interfering with wastes. Site Operating Plan 29 M) FINAL DISPOSAL OF SOLID WASTE. All solid waste will be transferred to a state approved solid waste disposal site and/or facility. Site Operating Plan 30 N) WATER SUPPLY The MRI Transfer Station and Recycle Center will have 100,000 gallons of stored water for use on site for: • Nuisance control. • Fire mitigation. • Dust control. • Construction purposes. • Truck wash. Site Operating Plan 31 7.2.4 CLOSURE PLANS In the event that the MRI Transfer Station shall be closed, either temporarily or permanently, the closure plan consists of the following: • The State of Colorado Department of Heath will be notified in writing. • Garfield County will be notified in writing. • Local fire district will be notified in writing. • All solid waste will be hauled to an approved landfill or facility. • The facility floor will free from debris and washed down and cleaned thoroughly. • All contained liquids will be pumped and taken to an approved landfill or facility. • The containment tanks will be washed; all liquids will be pumped and taken to an approved landfill or facility. • All transfer vehicles will be cleaned of debris and materials taken to an approved landfill or facility. • The loading pit will be covered safely so that no one or thing will be hurt.
