RE: Referral for Hunt Ranch Sketch Plan Application

Eagle County is in receipt of the referral for the Hunt Ranch Sketch Plan Application that the
Garfield County Planning Department sent on April 3, 2006. The application is a proposal for
the development of a 561 acre parcel, which is adjacent to Eagle County. The applicant is
proposing to subdivide the property into 93 lots, with one dwelling unit proposed per lot. The
proposed density is .16 dwelling unit / acre. The site is accessed by County Road 100 and
County Road 102, which is designated as Fender Road in Eagle County. Eagle County has the
following comments regarding the Hunt Ranch Sketch Plan Application:
1. According to the traffic study provided as part of the referral, the majority (65%) of the
trips generated by the development will be accessing the property via Fender Lane,
through Eagle County. The traffic impacts of the development appear to be
disproportionate, as Eagle County roads will be bearing significantly more traffic than
Garfield County roads. The Eagle County Engineering Department has reviewed the
application, and provided the following comments:
The additional construction traffic will have a detrimental effect on Co. Road
102/Fender Lane and El Jebel, which are existing asphalt road surfaces.
The additional traffic as Hunt Ranch is developed will add to the deterioration of
the existing road surfaces in Eagle County.
The additional traffic flow will increase the chances of the signaled intersection at
El Jebel and Hwy 82 to fail. Additional improvements to this intersection may be
needed in the near future. A problem area that is of concern is the road/drives just
north of the El Jebel and Hwy 82 intersection that service the area businesses.
Additional design and lanes may be needed to support the additional traffic that
Hunt Ranch will provide. Any permitting for the El Jebel and Hwy 82
intersection and north would need to go through Eagle County Engineering office.
Eagle County would appreciate the understanding, cooperation and funding of the
above mentioned items to be considered in the Garfield County assessment of
Hunt Ranch development.
The Eagle County Engineering Department reserves the right to offer additional
comments as the level of detail submitted by the applicant increases.
2. Eagle County has found that the geology in this general area has created difficulties in
wastewater treatment systems. Siting and alternative site locations should be identified,
with appropriate levels of waste water treatment to be protective of the ground water
resources from which their water will likely originate. The applicant should be
encouraged to form a special district for maintenance, installation, and provision of water
and sewer services. There would be a real advantage to consolidated management due to
the density, and potential geologic constraints.
3. There is an access easement located on the southeast portion of the property. This access
easement provides the only access on a property located directly to the east of Hunt
Ranch, within Eagle County. Lots 89, 90, and 91 are proposed on this easement. An
alternative access easement is suggested to assure access to the adjacent property.
4. The risk of wildfire in this area is potentially high. By Eagle County standards, the
structures would rate anywhere from moderate to extreme.
