Due to code requirements, the existing south building will need to be removed prior to issuance of a Certificate of Occupancy for the proposed new building, or the south exterior wall and openings of the new building, or the north exterior wall of the existing south building will need to be fire rated in accordance with the 1994 Uniform Building Code (UBC). This is in addition to the other exterior wall fire -rated requirements of the proposed new building. Based on information given by the owner, this building is considered as a Group S, Division 3 Occupancy rather than a Group H, Division 4 Occupancy as defined by the UBC. S-3 Occupancies are limited to repair garages where work is limited to exchange of parts and maintenance not requiring open flame or welding, and parking garages not classified as Group S, Division 4 Occupancies. (Table 3-A, UBC). construction of the new building shall comply with the attached Plan Analysis dated February 11, 2002. /Please submit detailed information on the proposed "holding tank" to Garfield County Building Department for review and approval prior to installation. The proposed tank must be properly designed and maintained. The holding tank is intended to be used as a temporary measure until such time as the sewer line becomes available. They would prefer to leave it up after occupancy of the new building and tear the existing building down at some point later on. Mike indicated that construction could began on the new building with the existing south building on the site, however a Certificate of Occupancy could not be issued for the new building until it complied with minimum code requirements. This would require fire rating of the south wall of the new building, upgrade of the existing building, or removal of the existing building. Randy questioned parking options on the property. The owner would like to provide the required parking along property lines. Cathi expressed concern with actually staying on Ron Meyer's property. They could not operate beyond the property lines. 12 parking spaces are required and need to be provided outside the new building. Approvals are needed from the GC Road & Bridge Dept for any new proposed driveways along County roads. Randy indicated that one of the owner's concerns was that the "office" building is also currently being occupied by a tenant for living purposes. The owner prefers to keep the tenant as long as possible for income reasons. The owner would also like to subdivide the property in the future. Cathi cautioned them that it may be difficult to achieve approval from the County for such subdivision since there are minimum requirements for lot size, separate utility services, etc. Randy indicated that the owner wants to install a "holding tank" for a trench drain to be installed in the new building. Randy is aware of sand trap requirements if tied to sewers. Mike had discussed this with Arno at an earlier date when first brought up by the owner. It was determined that the concept was OK for a temporary situation since it appears that City sewer service will be available in the near future. Dean asked about possible Planning Department requirements for this project (i.e.: setbacks, parking, etc). Box 2145 Glenwood Springs, CO 81602 Re: Ron Meyers Automotive Dear Kevin: Garfield County BUILDING & PLANNING DEPARTMENT With the new information given, I was able to prepare a more accurate preliminary report on the proposed new auto repair building to be located at 128 160 Road in Glenwood Springs. As 1 mentioned, the Uniform Building Code (UBC) requires assumed property lines to be established whenever a new building is constructed on property which already contains existing buildings. The attached report is based on use of the existing south building as an office (B Occupancy) and use of the existing west building as storage of low hazard, noncombustible materials (S-2 Occupancy). Please let me know if this is not the case as it will affect code requirements. After research, it appears that there is not a public right-of-way along the north property line as thought. There is a 5' utility casement along the north property line, however. Without the public right -of way, the UBC requires the actual property line to be used for code requirements. The north property line used in review was the desired 7.5'. As indicated in the attached plan analysis dated December 13, 2001, a minimum of one- hour fire -rated walls are required on all four exterior walls. With the exception of the eastern -most overhead door on the south side, openings in these walls are required to be '/, hour fire -rated. The two required hinged swinging exit doors that we discussed are required from the repair arca. One of these doors may pass through the office if desired, however there must be two exits out of the repair area rather than one through the repair area and one through the office as shown. I researched for exceptions to this requirement, but was unable to find any. Please indicate the size of the proposed windows since there is a limitation of 84 square feet since they are required to be fire -rated. Please submit information on how the required fire ratings will be achieved. Again, a design professional may be able to determine other options, but it appears that these are minimum code requirements for the desired location of this building. The site plan shows a future gas line which appears to pass under the existing building. Please note that the code does not permit gas lines under buildings. At this point, a thorough plan review has not been done. Additional code requirements may surface as the review progresses, however I think we have addressed the main concerns. Attached is the 12-5-01 letter that was faxed and sent to you and KDM Builders yesterday. Please carefully review the letter. There are still items that are needed as indicated in the letter so that the plan review can be done and the building permit issued. In addition, now that the distance between existing buildings and the proposed new building is known, the Uniform Building Code requires assumed property lines to be established between such buildings.
