Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to
scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line. A
section showing in detail, from the bottom of the footing to the top of the roof, including re -bar,
anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheating, house -
rap, (which is required), siding or any approved building material.
A window schedule. A door schedule.
A floor framing plan, a roof framing plan, roof must be designed to withstand a 40# per ft. up to
7,000 P.O.S. and an 80 M.P.H. wind.
All sheets to be identified by number and indexed. All of the above requirements must be met or your
plans will be returned.

south building will need to be fire rated in accordance with the 1994 Uniform Building

Based on information given by the owner, this building is considered as a Group S,
Division 3 Occupancy rather than a Group H, Division 4 Occupancy as defined by the

classified as Group S, Division 4 Occupancies. (Table 3-A, UBC).

The following are Sundesigns Architects PC thoughts regarding Ron's (Meyers) Automotive;
1. Colorado State law requires the use of an architect on this type of project.
2. Sundesigns Architects plans dated February 5, 2002, indicate removal of wood frame
house to south of new construction. Your Building Permit Conditions, February 11,
2002, indicate a choice of fire -rating the north wall of this structure instead. Ron
Meyers seems to have chosen the option to lire -rate this building. With this building
still in place there may not be adequate parking per Garfield County code.
3. Sundesigns Architects plans call for 2 layers of 1/2" Type "X" G.W.B. or 1 layer of
5/8" Type "X" G.W.B. on columns and bents. Your Building Permit Conditions
seems to have upgraded this to 2 layers of 1/2" Type "X" G.W.B. or 2 layers of 518"
Type "X" G.W.B. It is unclear if this work has been done.
4. Sundesigns Architects plans indicate that ceiling structure shall be protected with a 1 -
hour rating. Your Building Permit Conditions do not seem to address this issue. This
work may not have been done.
5. Sundesigns Architects plans indicate an exit door at northeast corner of building, this
door may not have been installed.
6. Other items such as walls around office and completion of walls around bathroom
may not have been done.

Garfield County has received the attached application and plans for a new steel
building to be constructed at 128 County Road 160 in Glenwood Springs.
Originally, the owner was proposing an 11-4 Occupancy repair shop. Due to
difficulties in meeting minimum code requirements, he decided to downscale his
operation to an S-3 Occupancy and remove one of the existing buildings on the site.
The applicants have indicated on the site plan that there is an existing fire hydrant
124' down Darrow Street.
Attached are copies of the UI3C plan review analysis. Please review the proposal
and return the plans to the Garfield County Building Department after completion of
your review.

Randy came in to discuss status of the Ron Meyers Automotive proposal.
Randy indicated that the owner might decide to tear down the existing 'office" building
on the property to relieve the requirements for the south wall of the proposed new
building. They wanted to know what the County would accept in the way of timing of
such removal. They would prefer to leave it up after occupancy of the new building and
tear the existing building down at some point later on.
Mike indicated that construction could began on the new building with the existing south
building on the site, however a Certificate of Occupancy could not be issued for the new
building until it complied with minimum code requirements. This would require fire
rating of the south wall of the new building, upgrade of the existing building, or removal
of the existing building.
Randy questioned parking options on the property. The owner would like to provide the
required parking along property lines. Cathi expressed concern with actually staying on
Ron Meyer's property. They could not operate beyond the property lines. 12 parking
spaces are required and need to be provided outside the new building. Approvals are
needed from the GC Road & Bridge Dept for any new proposed driveways along County
roads.
Randy indicated that one of the owner's concerns was that the "office" building is also
currently being occupied by a tenant for living purposes. The owner prefers to keep the
tenant as long as possible for income reasons. The owner would also like to subdivide
the property in the future. Cathi cautioned them that it may be difficult to achieve
approval from the County for such subdivision since there are minimum requirements for
lot size, separate utility services, etc.
Randy indicated that the owner wants to install a "holding tank" for a trench drain to be
installed in the new building. Randy is aware of sand trap requirements if tied to sewers.
Mike had discussed this with Arno at an earlier date when first brought up by the owner.
It was determined that the concept was OK for a temporary situation since it appears that
City sewer service will be available in the near future. There is concern of the proper size
of the tank since it appears that it would fill rapidly and require regular maintenance.

Randy brought in preliminary drawings of a new site plan, elevations and floor plan.

Randy will look into the possibility of upgrading the fire rating of the north wall of the
existing office building so that the assumed property line can be adjusted further south to
decrease exterior wall requirements of the proposed new building.
Specific fire assemblies of the required fire walls of the proposed new building needs to
be submitted to the building department for review and approval. (UL design number,
Gypsum Manual design number, etc).
Randy asked if it was OK for the owner to start digging prior to building permit issuance.
Mike indicated that it was OK to dig if they chose since the County does not require
excavation permits, however it would be at their own risk since approval has not yet been
given for the proposal by the County since only partial information has been submitted to
the County for review at this point.
I pointed out to Randy that once the Building Department completed its review, the plans
would be forwarded to the Planning Department for their review and permit issuance.
Cathi entered into the conversation at this point and briefly looked at the proposed
setbacks and the general proposal. Cathi indicated that it appeared that 12 parking spaces
would be required based on what was given by the applicant at this point. All parking
spaces need to be provided outside the new building.

Randy indicated that he is aware of the State of Colorado requirement for an Architect's
stamp and signature on the drawings, but that Dean Moffatt was out of town. I agreed
that I would review the plans without the stamp for now, provided stamped plans will be
submitted when available.
Randy will contact Garfield County Road & Bridge Department to determine
requirements for the proposed new additional driveway.
Randy did not leave the preliminary drawings, but took them to finalize and submit at a
later date.

Dean Moffat, Sundesigns Architects, called concerning the Ron Meyers Automotive
proposal.
Dean indicated that Ron had given him a hand drawn site plan of the site. Dean informed
him that an accurate survey of the property is necessary for him to proceed with the
project. Dean also said that he asked the contractor to obtain information on insulation
and fire ratings for the building.
Dean asked about possible Planning Department requirements for this project (i.e.:
setbacks, parking, etc). I suggested that Dean contact Cathi in the County Planning
Department for applicable requirements.
Dean said the bathroom in the new building would be designed to meet ADA
requirements.
He said that there is no sewer service at this time and that the owner wants to install a
holding tank for a trench drain in the new building. He is aware of the importance of
proper design of the tank.
Fire ratings of windows and doors of the proposed building were discussed. Concern was
expressed on how the Y4 hour fire rating could be achieved for the proposed overhead
doors on the south side of the new building. Possible upgrade of the existing "office"
building was discussed so that the assumed property line could possibly be located
further south of the new building.
Dean indicated that he would research this option.

With the new information given, I was able to prepare a more accurate preliminary report
on the proposed new auto repair building to be located at 128 160 Road in Glenwood
Springs. As 1 mentioned, the Uniform Building Code (UBC) requires assumed property
lines to be established whenever a new building is constructed on property which already
contains existing buildings. The attached report is based on use of the existing south
building as an office (B Occupancy) and use of the existing west building as storage of
low hazard, noncombustible materials (S-2 Occupancy). Please let me know if this is not
the case as it will affect code requirements.
After research, it appears that there is not a public right-of-way along the north property
line as thought. There is a 5' utility casement along the north property line, however.
Without the public right -of way, the UBC requires the actual property line to be used for
code requirements. The north property line used in review was the desired 7.5'.
As indicated in the attached plan analysis dated December 13, 2001, a minimum of one-
hour fire -rated walls are required on all four exterior walls. With the exception of the
eastern -most overhead door on the south side, openings in these walls are required to be
'/, hour fire -rated.
The two required hinged swinging exit doors that we discussed are required from the
repair arca. One of these doors may pass through the office if desired, however there
must be two exits out of the repair area rather than one through the repair area and one
through the office as shown. Both doors need to swing in the direction of exit travel.

Since the building is being heated, Garfield County does require a minimum of R-29
insulation in the ceiling and R-1 9 insulation in the walls as adopted by County Resolution
96-05. I researched for exceptions to this requirement, but was unable to find any.
Please indicate the size of the proposed windows since there is a limitation of 84 square
feet since they are required to be fire -rated.
Please submit information on how the required fire ratings will be achieved. Again, a
design professional may be able to determine other options, but it appears that these are
minimum code requirements for the desired location of this building.
The site plan shows a future gas line which appears to pass under the existing building.
Please note that the code does not permit gas lines under buildings.
At this point, a thorough plan review has not been done. Additional code requirements
may surface as the review progresses, however I think we have addressed the main
concerns.

FLUSH AND SURFACE BOLTS:
Manually operated edge or surface -mounted flush bolts and surface
bolts are prohibited. When automatic flush bolts are used, the door
leaf having the automatic flush bolt shall not have a door knob or

Dear Ron:
Thank you for your December 6, 2001 submittal. We're getting closer. Attached is the
12-5-01 letter that was faxed and sent to you and KDM Builders yesterday. Please
carefully review the letter. There are still items that are needed as indicated in the letter
so that the plan review can be done and the building permit issued.
Please note and submit the following:

are required due to distance from property lines. Detailed information on how this
Stn( L will be accomplished is needed before a building permit can be issued. You may
want to contact Metallic Building Company for help on how to achieve this since they
probably have experience with this.
In addition, now that the distance between existing buildings and the proposed new
building is known, the Uniform Building Code requires assumed property lines to be
established between such buildings. Depending on the actual use of the existing
buildings, the type of storage and construction type, it appears that rated fire walls
will be required on at least 3 sides of the new building. On your scaled site plan,
please include the actual shape and location of the existing buildings on the site. It
was noted that the buildings don't match the various site plans that have been
submitted so far. We need accurate information in order to perform an accurate plan
review.

Thank you for dropping off the second site plan and sheets E3 and F 1 of the Metallic
Building Company set of plans today. 1 did already have sheets E3 and F1, along with
• the rest of the Metallic plans and the Kurtz & Associates plans.
As 1 requested in our telephone conversation yesterday, the following items are still
needed to complete the plan review so that we can be in a position to issue the building
permit for the proposed building:
1. P The two site plans submitted are helpful, however as I mentioned,
more detailed information is needed to determine applicable building code
requirements. Please providscale drawing that indicates the exact setbacks
proposed from all property mes and show the actual distance between the
existing building(s) on the property and the proposed building The first site lan
submitted shows 10' minimum side and 7.5' minimum rear / thorough review
