The engineer contracted by Belfor had some concerns on the snow loading for the roof on the modular and tie down and foundation requirements designed by L. Kollar when the modular was first installed. Belfor's engineer Fay Engineering thought the entire truss system for the modular did not match the 40 PSF requirement of the county. They were requiring additional work be done to the entire truss system as well as additional tie down and lateral support for the foundation. Fay Engineering submitted structural calculation to substantiate their position. The Division of Housing reviewed the truss information from the modular manufacture and confirmed the 40 PSF requirement was met Later Fay Engineering corrected their position and said the roof trusses were OK. See Fay's letter dated June 10, 2002. The Barnes employed SGM to review the lateral and tie down questions. Clay Goldberg of SGM reviewed the structural calculations from Fay Engineering. He also reviewed the original design by E. Kollar. As per phone conversation with Clay, E Kollar's design was a good design. He added that Fay Engineering's design involved a wind exposure of Class C rather than Class B. Clay said a Class B was appropriate and that a Class C would add significantly to the construction requirements. Clay said it would be better for E. Kollar to do the work as it was his design that Fay Engineering was questioning. The Barnes did contract E. Kollar to do the work. The Stop Work Order was removed on June 18, 2002 E. Kollar visited the job site made recommendations in his letter dated July 1,2002. Additional inspections took place by the County. I visited the above referenced residence to review the areas of the strncture that were not built per our drawings dated June 10, 1999 The following is a list of recommendations Basement • Grout below the base plates that support the interior steel columns in the basement. In places where the bolt heads extend above the proposed slab, it would be acceptable to grind the bolt heads 112" above the base plate and fillet weld the bolt (all around) to the plate. • Provide a positive connection between all of the 4 longitudinal steel beams and the 9 transverse steel beams in the bascnicnt coiling. The welded plate attachment that has already been done in some of the locations is acceptable. See attached Detail 1. There are 36 locations where this connection is required. • Provide a positive connection between the 9 '/z `' micro -lam beam that runs along the marriage line with the transverse steel beams See attached Detail 2. A connection angle is required on both sides of the two locations where the micro -lam beam is spliced. There arc 11 places where this angle attachment is required. Exterior Wall Connection • Detail 3 shows our recommendation for attaching the modular to the lower level framing. Exterior Decks • Md a 2x8 ledger where the deck is attached to house: see attached ledger detail • Add '/2" lag bolts where the 20 rim is attached to 4x4 posts. sec attached deck plan • Add joist hangers for all foists. sec attached deck plan The front and rear decks, as constructed. were apparently not built on foundations that extend to the frost depth as shown in our original drawings dated June 10. 1999. Belfor REFERENCE Our File No- 01-465 Dear Mr. Mead On June 7, 2002, the owners of the subject home sent us the enclosed information relative to the roof trusses reported at the home. On June 10, Belfor confirmed that the as -built truss member sizes matched those used in the calculation. Subject to this confirmation, it appears possible to accept the original design for the roof trusses On this bases, sistering as called for in Note 14 from our January 25, 2002 repair specification can be eliminated. On June 7, 2002, 1 had a conversation with Mrs. Barnes at which time she expressed concern over and questioned the fairness of some of the upgrades and interpretations in our January 25, 2002 specification. Fortunately, with the availability of the enclosed additional information from Mrs. Barnes, we are able to retract a portion of our recommendations as stated above. However, unless additional information becomes available for our consideration, as was the case regarding the trusses, we have no engineering basis for withdrawal of our concerns regarding the building's lateral system and decks. We, of course, do not pretend to supplant the role of the Building Department and its inspectors with regard to their right to make the final decision in such matters. The only way we could he involved with items other than the deck is if the home was converted to the UBC code. Possibly the best option for you would be to involve the State of Colorado Division of Housing to follow up on their letter of May 17, 2002 and inspect the repairs to the roof and the tie down issues under the HUD requirements. The house was delivered to our lot in Rifle, Colorado and set atop a full basement. At that time, we received a certification from your office stating that the home was built to the County code requirements of 40# PSF Roof Load Then, on October 23, 2001, we suffered a house fire that originated in the basement and burned through the 2' bathroom. At the time that the restoration of our house began, the county required an engineer's report prior to issuing the building permit. This engineer went beyond what was requested and decided to examine the entire house. He has taken measurements and done calculations and has come to the conclusion that the house fails to meet the 40# PSF Roof Load. He has put pressure on the County inspector to halt all work on the house until the roof is reinforced to bring it up to his requirements. Consequently, 1 am writing to you to request for the Division of Housing a copy of the D.A.P.1.A. — approved construction prints for the trusses that were installed on this house to verify that it is indeed 40# PSF. Please fax these prints to me as soon as possible at the above FAX number. 1 will then forward them to the individual at the Division of Housing with whom I have already been in contact. We also understand that the code required repairs as outlined in the same specification were not included in the work contracted to be performed on the grounds that the building official is not requiring them to be implemented. PIease recall a three-way telephone conversation we had relative to this matter on December 27, 2001. We expressed our concerns relative to the lateral system for the home as well as the roof and decks and stated that the lateral deficiencies have rendered the home unsafe. We took Mr. Barns comment that the home sways during high winds seriously. We offered to stay involved in the project if deficiencies above and beyond the fire were going to be addressed stating that we can not be the engineer of record for a structure that in our opinion is unsafe after repairs have been performed. The other option we proposed was that we terminate our involvement with the project with no charge for services rendered to that point. Upon authorization by Allstate and Belfor, we proceeded to develop both fire related as well as code related recommendations based on the understanding that the code related work was mandatory as stated in our specification At this time, with the professional responsibility that goes along with being the engineer of record for the repair, we have no option but to insist that the code required recommendations be implemented to produce a safe structure. if the owner is opposed to this, we have a professional obligation to report the situation to the building official for his consideration. • r Mr. Maim!
