The fallowing items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4, A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running water,
non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1994 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE
ITEMS HAVE BEEN COMPLETED.
****CANNOT OCCUPY OR USE DWELLING UNTIL A. CERTIFICATE OF OCCUPANCY
(C.O.) IS ISSUED. OCCUPANCY OR USE OF DWELLING WITHOUT A C.O. WILL BE

A RESOLUTION CONCERNED WITH THE APPROVAL OF A SPECIAL USE
PERMIT APPLICATION FOR A TELECOMMUNICATION TOWER FOR VOICE
STREAM WIRELESS.
WHEREAS, the Board of County Commissioners of Garfield County, Colorado, has
received an application from Voice Stream Wireless for a Special Use Permit to allow for an
approval of a 55 -foot telecommunication tower.
WHEREAS, the Board of County Commissioners of Garfield County, Colorado, held a
public hearing on the 5th day of February, 2001 upon the question of whether the above described
telecommunication tower should be granted or denied, at which hearing the public and interested
persons were given the opportunity to express their opinions concerning the approval of said
special use permit; and
WHEREAS, the Board of County Commissioners of Garfield County, Colorado, on the
basis of substantial competent evidence produced at the aforementioned hearing, has made the
following determination of fact as listed below:
D. That proper public notice was provided as required for the hearing before the Board of
County Commissioners;
E. That the hearing before the Board of County Commissioners was extensive and
complete, that all pertinent facts, matters and issues were submitted and that all
interested parties were heard at that meeting;

F. That for the above stated and other reasons, the proposed special use permit is in the
best interest of the health, safety, morals, convenience, order, prosperity and welfare of
the citizens of Garfield County;
G. That the application is in conformance with the Garfield County Zoning Resolution of
1978, as amended.

NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Garfield
County, Colorado that the Voice Stream Wireless telecommunication tower is hereby
approved subject to compliance with all of the following specific conditions:
1. All representations by the applicant whether written or spoken will be considered
condition (s) of approval.
2. The applicant will design this telecommunication site as a simulated coniferous tree.
3. The applicant will allow future co -locations.
4. If the tower becomes dormant for more than six months either the tower owner or
the landowner is required to remove the tower at their expense.

In accordance with and pursuant to the provisions of the Garfield County Zoning Resolution of
1978, as amended, and Resolution No. 2 0 01- 0 7 of the Board of County
Commissioners of Garfield County, State of Colorado hereby authorizes, by Special Use Permit,
the following use:
"A 55 -foot telecommunication tower designed as a simulated coniferous tree "
on the following described tract of land in Garfield County, Colorado:
0324 Coryell Ridge Road, Glenwood Springs, CO.
Legal description, a leased parcel within the Lot 21, Section 1, Township 7
South, and Range 89 West of Garfield County in the State of Colorado.
The within Special Use Permit is issued subject to the conditions set forth in the above-mentioned
resolution, and shall be valid only during compliance with such conditions and other applicable
provisions of the Garfield County Zoning Resolution, Subdivision Regulations, Building Code and
other regulations of the Board of County Commissioners of Garfield County, Colorado.

To Whom It May Concern:
This notice is a letter of intent to assure the County of Garfield that Charles Taylor
Communications, Inc. will finalize the site located at 3240 Coryell Ridge Road,
Glenwood Springs, Colorado, 80601 (building permit #8218). The work will be
completed in April 2002.
As per plans and permit, the work to be performed for completion of the site includes the
planting of trees by West Canyon Tree Farm, Inc., along with the installation of a
compound fence by J&S Fence Company.
