The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and fmished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running water,
non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1994 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE
ITEMS HAVE BEEN COMPLETED.
****CANNOT OCCUPY OR USE DWELLING UNTIL A CERTIFICATE OF OCCUPANCY
(C.O.) IS ISSUED. OCCUPANCY OR USE OF DWELLING WITHOUT A C.O. WILL BE
CONSIDERED AN ILLEGAL OCCUPANCY AND MAY BE GROUNDS FOR VACATING

RE: Special Use Permit for a Guest House at 168 Rippy Lane
Dear Ms. Musich (and Noel),
As you are aware, on Monday, May 17, 2004, the Board of County Commissioners approved your
request for a Guest House on your property with the following conditions:
1. That all representations made by the Applicant in the application and as testimony in the
public hearings before the Board of County Commissioners shall be conditions of approval,
unless specifically altered by the Board of County Commissioners.
2. The Applicant shall amend the existing building permit for the structure so it satisfies all the
required specifications for a mixed use structure that includes a garage and dwelling unit.
This structure / dwelling unit shall not be occupied until a final certificate of occupancy has
been issued by the Building Department. Applicant shall have this completed within 120
days of approval by the Board.
3. The length of stay of a guest shall be limited to thirty (30) days, unless said guests are the
grandparents, parents, siblings or children of the occupants of the primary structure.
4. All lighting associated with this structure shall be the minimum amount necessary and all
exterior lighting will be directed inward and downward, towards the interior of the lot.
5. The Applicant shall provide a letter from an engineer registered to practice in the State of
Colorado explaining that the property contains an engineered Individual Sewage Disposal
System (ISDS) that has been adequately designed to include all present improvements (ie.
total bedrooms) on the property. This system shall comply with the regulations and standards
required by the Colorado Department of Public Health and Environment. Applicant shall
have this completed within 120 days of approval by the Board.

Once you demonstrated to the Building and Planning Department that all these conditions have been
completed or satisfied, Staff will draft a resolution of approval and a permit to be signed by the
Board which will be the final step in getting your Special Use Permit. Do not hesitate to contact this

This is in regard to alleged illegal dwellings on property owned by you at the above address. Please review
the enclosed correspondence, dating from February 13, 2003, from me and Senior Planner Tamara Pregl. No
response has been received from you concerning abatement of the illegal dwellings or progress towards
completion of a Special Use Permit for a Guest House. More than adequate time has been allowed, beyond
the legally permitted 30 day compliance period, for you to take action towards compliance.
If complete compliance is not achieved by December 22, 2003 I will schedule this matter to be reviewed by
the Garfield County Board of Commissioners, at one of their regular public meetings in early January, 2004,
with a recommendation to them that it be referred to the county attorney for legal action.

1. All installation must comply with all requirements of the Colorado State Board of Health Individual Sewage Disposal Systems Chapter
25, Article 10 C.R.S. 1973, Revised 1984.
2. This permit is valid only for connection to structures which have fully complied with County zoning and building requirements. Con-
nection to or use with any dwelling or structures not approved by the Building and Zoning off ice shall automatically be a violation or a
requirement of the permit and cause for both legal action and revocation of the permit.
3. Any person who constructs,alters, or installs an individual sewage disposal system in a manner which involves a knowing and material
variation from the terms or specifications contained in the application of permit commits a Class I, Petty Offense ($500.00 fine —6
months in jail or both).
