The following items are required by Garfield County for a final Inspection:
1) A final Electrical Inspection from the Colorado State Electrical Inspector.
2) Permanent address assigned by Garfield County Building Department and posted at the
structure and where readily visible from access road.
3) A finished roof; a lockable building; completed exterior siding; exterior doors and windows
installed; a complete kitchen with cabinets, sink with hot & cold running water, non-absorbent
kitchen floor covering, counter tops and finished walls, ready for stove and refrigerator; all
necessary plumbing.
4) All bathrooms must be complete, with washbowl, tub or shower, toilet, hot and cold running
water, non-absorbent floors, walls finished, and privacy door.
5) Steps over three (3) risers, outside or inside must be must have handrails. Balconies and decks
over 30" high must be constructed to all me and IRC requirements including guardrails.
6) Outside grading completed so that water slopes away from the building;
7) Exceptions to the outside steps, decks, grading may be made upon the demonstration of
extenuating circumstances., i.e. weather. Under such circumstances A Certificate of
Occupancy may be issued conditionally.
8) A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, and/or State
Agencies where applicable.
A CERTIFICATE OF OCCUPANCY (C.O.) WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.
A C.O. MAY TAKE UP TO 5 BUSINESS DAYS TO BE PROCESSED AND ISSUED.
OWNER CANNOT OCCUPY OR USE DWELLING UNTIL A C.O. IS ISSUED.

In order to understand the scope of the work intended uuder a permit application and expedite the issuance of
a permit it is important that complete information be provided. When reviewing a plan and it's discovered that
required information has not been provided by the applicant, this will result in the delay of the permit issuance
and in proceeding with building construction. The owner or contractor shall be required to provide this
information before the plan review can proceed. Other plans that are in line for review may be given attention
before the new information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your project and
provide adequate information to facilitate a plan review. Also, please consider using a design
professional for assistance in your design and a construction professional for construction of your
project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado
Registered Design ProfessionaL
To provide for a more understandable pIan and in order to determine compliance with the building, plumbing
and mechanical codes, applicants are requested to review the following checklist prior to and during design.
Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and drawn to
scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks,
balcony steps, hand rails and guard rails, windows and doors, including the finish grade and original grade
1
line. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar,
anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap,
(which is required), siding or any approved building material. Engineered foundations may be required.
Check with the Building Department.
A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must be designed to
withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. windspeed, wind exposure B
or C, and a 36 inch frost depth.
All sheets need to be identified by number and indexed. All of the above requirements must be met or your
plans will be returned.
All plans submitted must be incompliance with the 2003 IBC, IPC, IMC, IFGC, and IFC.
Applicants are required to indicate appropriately and to submit completed checklist at time of
application for a permit:
1. Is a site plan included that identifies the location of the proposed structure, additions or other buildings,
setback easements, and utility easements showing distances to the property lines from each comer of
the proposed structure prepared by a licensed surveyor and has the surveyors signature and
professional stamp on the drawing? Slopes of 30% or more on properties must be show on site plan.
(NOTE: Section 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a
property line and not within a previously surveyed building envelope on a subdivision final plat shall
be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the
drawing. Any structure to be built within a building envelope of a lot shown on a recorded
subdivision plat, shall include a copy of the building envelope as it is shown on the final plat with the
proposed s~re located within the envelope.

Dear Mr. Peterson:
As requested, we have conducted a geologic site review of the subject property for
feasibility of the proposed additions to the existing storage units. A field reconnaissance
of the project site was conducted on February 11, 2008 to observe the site conditions. In
addition, we reviewed published regional geologic studies and maps and our previous
studies in the area. The review was performed in accordance with our professional
services agreement with you dated January 25, 2008. The purpose of the review was to
evaluate the geologic conditions at the site and assess the influence of the geology on the
proposed development. A site plan of the development area was provided by High
Country Engineering, Inc. dated October 31, 2007 for use in our review. We previously
conducted a subsoil study for foundation design at the subject site and presented our
fmdings in a report dated February 14, 2008, Job No. 108 026B.
' SITE CONDITIONS
The project site is located on the valley bottom along the eastern side of the Roaring Fork
River about 5 miles south of Glenwood Springs. The site is occupied by existing storage
units and paved access drives. There was about Y, foot of snow cover at the time of our
site reconnaissance. The aiea of the proposed additions is a graveled storage yard with
vehicles and trailers. There is some fill on the property from previous site development.
The ground surface slopes slightly down to the south. There is an existing 6 to 8 foot

high concrete block retaining wall supporting the west side of the existing storage. The
property is located on an upper river terrace about 55 to 60 feet above the Roaring Fork
River. The top of the escarpment is located just west of the west property line.
Vegetation consists of sparse grass and weeds with willow trees along the property lines.
GEOLOGIC SETTING
The project site is located in the Roaring Fork River valley to the south of Glenwood
Springs. In this area, the valley trends along the crest of the Cattle Creek anticline
(Kirkham and Others, 1996). The anticline is a second-order, regional structure between
the first-order Grand Hogback Monocline to the southwest and the White River Uplift to
the northeast. These regional structural features developed as a result of compressional
stresses during the Laramide Orogeny about 40 to 70 million years ago. In addition to the
Laramide compressional stresses, the Cattle Creek anticline is also believed to be
associated with ground deformations related to evaporite diapirism, hydration expansion
and dissolution in the Eagle Valley Evaporite which forms the core of the anticline.
Surficial deposits on the property consist of alluvial terrace deposits overlying bedrock.
The alluvium locally consists of clast-supported, occasionally bouldery, pebble and
cobble gravel with a sand and silt matrix. Regional geologic mapping shows that the
project area is underlain by the Eagle Valley Evaporite (Kirkham and Others, 1996; and
Tweto and Others, 1978).
GEOLOGIC SITE ASSESSMENT
The proposed additions are feasible based on the geologic conditions. The site is not
impacted by flooding, snow avalanche, rockfall or debris flow. Conditions of a geologic
nature that should be considered in project planning and design and are presented in this
report include sinkholes, radiation potential, wetlands and earthquake considerations.
Sinkholes: Sinkholes were not observed on the site during our field reconnaissance.
However, the site is completely developed and any surface evidence of sinkholes has
been covered up. The presence of the Eagle Valley Evaporite beneath the project area
indicates that there is a potential for subsurface voids at the project site. It is our opinion
that the potential for subsurface voids and sinkholes at this site is low and similar to other

developments in the area. The additions can be built as proposed if the client is willing to
accept a relatively low risk of future subsidence problems.
Radiation Potential: The project site is not in a geologic setting that would indicate high
concentrations of radioactive minerals in the near surface soils and formation rock.
However, there is a potential that radon gas could be present in the area. Testing for
.. radon gas levels could b~. done but is not typically :required for storage (non-living space)
facilities to our knowledge, there is no regulatory maximum radon level for storage
facilities.
Wetlands Evaluation: In accordance with the Army Corps of Engineers (ACOE) 1987
Wetland Delineation Manual, an area must possess wetland hydrology, a prevalence of
wetland vegetation and wetlands soil characteristics in order to be considered a wetland.
An absence of any one of the three criteria means than an area can not be considered a
wetland. Based on our site reconnaissance on February II, 2008, there are no indications
of wetland soil characteristics, wetted hydrological environment or visible wetlands type
vegetation. Therefore, the property does not meet the characteristics required to define
the property as having wetlands.
Earthquake Considerations: The project area could experience earthquake related ground
shaking. Historic earthquake ground shaking in the region has been moderately strong, but
has not exceeded Modified Mercalli Intensity VI (Kirkham and Rogers, 1981 ). Modified
Mercalli Intensity VI ground shaking should be expected during a reasonable exposure time
for the proposed residence, but the probability for stronger ground shaking is low. Intensity
VI ground shaking is felt by most people and causes general alarm, but results in negligible
damage to structures of good design and construction. New buildings should be desigued to
withstand moderately strong ground shaking with little or no damage and not to collapse
under stronger ground shaking. The region is in the 1997 Unifonn Building Code, Seismic
Risk Zone I. Based on our current understanding of the earthquake potential in this part of
Co lorado, we see no reason to increase the previously accepted seismic risk zone for the
regiOn.
Limitations: This study was conducted according to generally accepted engineering
geology principles and practices in this area, at this time. We make no warranty either
express or implied. The conclusions and recommendations submitted in this report are

based on our field observations, interpretations of previous geologic studies and mapping,
and our experience in the area. This report has been prepared exclusively for our client to
evaluate the potential influence of the geology on the development. The information is
suitable for planning and preliminary design. We are not responsible for technical
interpretations by others of our information.

I have reviewed the attached access drawings produced by Tom Scott at High Country Engineering and find the
access to be acceptable to the Carbondale & Rural Fire Protection District. The fire truck that Tom used to
calculate the turning radius (unit 8101) is the largest water tanker in the Carbondale fleet. All other fire trucks in
the fleet have shorter turning radius and will negotiate the proposed access lanes without having to stop and
negotiate the turn in more then one movement. In case of fire at the facility, the tanker (81 01 ), would be used as a
water supply and would likely be parked outside the facility along County Road 154.

I. LOCATION AND DESCRIPTION OF PROPERTY
A. Property Location
The proposed development, H Lazy F Self Storage, is located at 5445 County Road 154 in
Garfield County, Colorado. The site is located north of the Roaring Fork River, south of
Highway 82 and Old State Highway 82 and west of County Road 109. A vicinity map can be
seen in the Exhibit 1.
B. Property Description
The proposed development consists of approximately 1.61 acres of partially developed land
that slopes toward the southwest at 1.5-percent to 14-percent. Within the area of study, there is
one soil type as designated by the United States Department of Agriculture Soil Conservation
Service describes soil8, Atencio-Azeltine Complex, as having 1-3 percent slopes. This soil is
deep and well drained with a low water capacity and is defined as hydrologic group 'B'. A
brief description of the soil has been included on the soils map. See Exhibit #2 for specific
information. The soil that encompasses the proposed site is soil8.
The majority of the proposed development is delineated as Zone C from the Flood Insurance
Rate Map, Community Panel #0802051465B, dated January 3, 1986. Zone Cis defined as
areas of minimal flooding per the FEMA map (refer to Exhibit 5 in the appendices). The
northern portion of the proposed site is located within Zone A, which is defined as areas of
1 00-year flood per the FEMA map discussed above. Refer to the appendices for mapping and
debris flow information provided by the study.
II. DRAINAGE BASINS LOCATION AND EVALUATION
A. Existing Basin Description
Storm water discharge from Old US Highway 82 is captured in a roadside swale and routed
north and does not enter the site. A negligible amount of runoff enters the site from the
property to the north of the site before draining west and offsite.
III. DRAINAGE BASIN CRITERIA
A. Regulations
The Soil Conservation Services (SCS) TR-55 Tabular method was utilized for this report for
onsite and offsite runoff to remain consistent with Garfield County standards. The proposed
development's hydraulic structures shall be sized for the 25-year storm event and the
development shall safely convey the 1 00-year storm; therefore, this report analyzes the 25 and
1 00-year storm events for this proposed development. National Oceanic and Atmospheric
Administration (NOAA) maps were used for the rainfall intensities for the storm events.

B. Hydrologic Criteria
The proposed development's hydraulic criterion was broken down in to gravel areas, buildings
and asphaltic pavement categories. The combinations of gravel, asphalt and buildings were
input in to the TR-55 composite runoff coefficient calculator to determine specific runoff
coefficients for each basin. The SCS Hydrology function in AutoCAD was used to determine
the size of the drywells during the 25-year and 100-year storm events. AutoCAD's pipe
calculator was used to determine if the increase in the 25-year runoff from the site to the
existing storm water pipes would be within the pipe's capacity. The existing soil conditions
for the site can be seen in Exhibit 4 and the calculations can be seen in the appendices.
IV. DRAINAGE FACILITY DESIGN
A. Specific Details
The existing site consists of two storage unit buildings, an asphalt area, gravel area, and open
space. The runoff from the eastern portion of the site will be captured in existing area inlets.
The storm water is then routed northeast and offsite to the existing roadside ditch. The runoff
from the mid portion of the site, between the two existing storage buildings is captured in two
area inlets before being routed offsite via 12-inch CMP storm sewer pipes. The gravel area and
the western half ofthe western-most storage building drains west and southwest and offsite.
The existing site has been broken down in to five separate drainage basins. Basin EX-1 is
located in the northern and northwestern portion of the site and consists of asphalt, gravel and a
portion of the western storage building. Basin EX-1 drains southwest and offsite. Basin EX-2
is located south ofbasin EX-1, in the south-western comer of the site. Basin EX-2 consists of
gravel and a portion of the western storage building. Existing basin EX-3 is located east of
basin EX-2, in the central portion of the site and consists of asphalt, gravel and portions ofboth
storage buildings. The runoff from basin EX-3 drains to an existing area inlet before being
routed offsite via an 12-inch storm pipe. Existing basin EX -4 is located north of existing basin
EX-3 and consists of asphalt and portions of both storage buildings. The runoff from basin
EX -4 drains to an area inlet before being routed offsite via a 12-inch storm pipe. Basin EX -5 is
located along the eastern half of the site and consists of open space, asphalt and the eastern half
of the eastern-most storage unit. The runoff from basin EX-5 drains to an existing area inlet
before being routed offsite via a 12-inch storm pipe. Refer to Exhibit 2 in the appendices for
the existing basin delineation and characteristics. Table 1, below, is a summary of the existing
basin characteristics. More detailed information can be seen in the appendices.

The proposed development calls for the construction of72 additional storage units, an asphalt
parking/driving area, gravel, and drywells. The proposed site was designed to carry the 25-year
storm event to proposed drywells located along the western property boundary.
The site has been broken down into eight proposed onsite basins. Basin PR-1 is located in the
northwest comer of the site and consists of asphalt and gravel. The runoff from proposed basin
PR-1 direct discharges as sheet flow to the northwest comer of the site and offsite. Proposed
basin PR-2 is located below basin PR-1, along the western property boundary. Proposed basin
PR-2 consists of gravel, asphalt and storage units. The runoff from proposed basin PR-2 is
routed south to proposed drywell number one. Proposed basin PR-3 is located to east of
proposed basin PR -2 and consists of asphalt and storage units. The runoff from proposed basin
PR-3 is captured in a 2-foot diameter area inlet before being routed to proposed drywell
number one via a 12-inch storm pipe. Proposed basin PR -4 is located south of proposed basin
PR-3 and consists of gravel, asphalt and storage units. The runoff from proposed basin PR-4
sheet flows to a proposed 2-foot diameter area inlet before being routed to proposed drywell
number 2, which is located in the southwestern comer of the site. The runoff captured in the
area inlet will be transferred to the drywell via a 12-inch storm drain pipe. Proposed basin PR-
5 is located south of proposed basin PR-4, in the southwestern comer of the site and consists of
gravel, asphalt and storage units. The runoff from proposed basin PR-5 sheet flows to
proposed drywell number two. Proposed basin PR-6 is located to the east of proposed basin
PR -5 and consists of gravel, asphalt and storage units. The runoff from proposed basin PR-6 is
routed north to an existing area inlet. The runoff is captured in the existing inlet before being
routed off site via an existing 12-inch CMP storm pipe. Proposed basin PR-7 is located north
of proposed basin PR -6 and consists of existing asphalt, existing storage units and proposed
asphalt and proposed storage units. The runoff from proposed basin PR-7 is captured in an
existing area inlet before being routed offsite via an existing 12-inch CMP storm drain pipe.
Proposed basin PR-8 is located south of proposed basin PR-8 and consists of storage units and
gravel. The runoff from proposed basin PR-8 direct discharges as sheet flow west and offsite.
The proposed construction will not affect existing basin EX-5. Table 2, below, shows a
summary of the proposed basins. More detailed information can be seen in the appendices.

This proposed development has a net increase in runoff from the site due to the increased
imperviousness. The required drywell volume spreadsheet in Microsoft Excel was used to
determine the 25-year storage volume for both drywells. Drywell number one was sized to
handle the increase in runoff from proposed basins PR-2, PR-3 from existing basin EX-1.

Proposed drywell number two was sized for the increase in runoff from proposed basins PR-4
and PR-5 from existing basin EX-2. The direct discharge from the other three proposed basins
is below the existing runoff from the site. The volume was determined to be 1,260 cubic feet
of storage for drywell number one and 1,008 cubic feet for drywell number two. The required
volumes were input into the Microsoft Excel spreadsheet for drywell sizing to determine the
diameter and depth ofthe drywells and the required width of gravel around each drywell. The
required size for drywell number one was determined to be 4-feet in diameter and 12-feet deep
with 9.5-feet of gravel around the drywell. The required size for drywell number two was
determined to be 4-feet in diameter and 12-feet deep with 8.5-feet of gravel around the
drywell. The calculations can be seen in the appendices.
The proposed storm drain pipes were sized using AutoCAD's Hydrology program. The two
existing 12-inch storm pipes were also analyzed to determine if the next increase in runoff to
the two pipes would be above the pipes' capacities. The calculations can be seen in the
appendices.

V. CONCLUSIONS
This drainage report has been designed per the Garfield County standards and regulations. The
proposed drainage facilities will adequately convey the storm water from the proposed site
offsite before being discharged into the Roaring Fork River. Detention in the proposed
drywells has been provided to account for the increased runoff.
