The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running water,
non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1994 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE
ITEMS HAVE BEEN COMPLETED.

Plans to be included for a Building Permit, must be on drafting paper at least I8"x24" and drawn to
scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line. A
section showing in detail, from the bottom of the footing to the top of the roof, including re -bar,
anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheating, house -
rap, (which is required), siding or any approved building material.

A floor framing plan, a roof framing plan, roof must be designed to withstand a 40f per ft. up to
7,000 F.O.S. and an 80 M.P.H. wind.

introduction
This report presents the results of aur Preliminary Geotechnical Investigation
of Parcels 1 & 20 at the Ranch at Roaring Fork In Garfield County, Colorado. Tho
purpose of our Investigation was to evaluate the sites suitability for residential
development from -.a gaotechnlcal peropectivo. We have developed preliminary
opinion of the appropriate foundation system for soli conditions found at the site.
Tho report discusses subsurface conditions and presents our recommendations for
alta development.
The criteria presented in this report wore developed considering conditions
disclosed by widely spaced test pits, results of laboratory teats and our experience.
Recommendations ware developed based upon our understanding of the planned
construction and alto development. Revisions in the scope of the' project could

Investigations are recommended to provide specific foundation design criteria for
Individual residences.
Site Conditions
The Ranch at Roaring Fork is located south of Highway 82, between the
highway and the Roaring Fork River, approxlmatoly 2.6 miles east of Carbondale.
The majority of the development has been built out with a golf course and single and
multi -family residential buildings. Commercial buildings exist on some lots adjacent
to Highway 82. Several small ponds and streams are throughout the development.
The majority of the project le on alluvial terrace which has resulted In a ground
surface that is comparatively fiat.
Parcel 1 and 2S are bordered by the Highway 82 frontage road, Colorado

Department of Transportation (COOT) Right of Way and Stagecoach lane to the
north, Stagecoach Drive to the west, and a comparatively stoop slope to a lower
bench which tornainatea at the Roaring Fork River to the south. Parcel 1 (aka
Jenkins Parcel) Is approximately 2.0 acres. Lot 28 is approximately 3.1 acres.
Parcel 2A (not part of Ulla report) is landlocked by parcel 28. The ground surface
at the subject properties Is relatively flat with a slight -slope (lees than 5 percent)
toward the steeper slope dropping down to the Roaring Fork River. The ground
eurfaco is covered with native grasses and mode. Two residential buildings and an
existing barn occupy the site.

Development plans are preliminary at this writing. Parcell may be developed
for approximately 12 single family lots. Parcel 28 may be developed for
approximately 12 to 16 single family lots. The iota will be accessed by paved roads
and utility aarvicea will be provided. We anticipate earthwork will be limited to road
and drive construction, Installation of utilities and excavation for residence
foundations. Dverlot grading of the property is not anticipated. Existing structures
will be ramal.
We have assumed the residential buildings will be one or two -stories tali,
wood frame buildings. with attached garages. We understand it le desirable to offer
full basements as an option. Foundation loads we assumed for our anaiysla were
between 1000 and 3000 pounds per lineal -foot on continuous footings and maximum
interior column loads of 10 idps. We should be Informed of actuai construction to
judge K what is to be built Is different than described 'above.

excavation to log wile found in teat pits and obtain samples. Logs of test pita are
presented on Figure 2. In the test pit excavations we found one foot of soft, moist,
organic sandy clays underlain by dense to very dense, moist. sandy to clayey
gravels with cobbles and boulders. A two foot thick layer of soft, very midst, sandy
clay was found below the organic soils, above the gravels at our IP.1 location. The
gravels are on excellent soil on which to found buildings and build roads. The
gravels are capable of bearing comparatively high foundation loads with small
settlements.
Site Development
in our opinion the vita can be developed for single family horses. We found
no geotechnical conditions to preclude construction.
The property will generally remain in its natural atato. No ovoriot grading
operations are planned. Earthwork will Involve road building and installation of
utilities. Finished excavation slopes should not exceed 2:1 (horizontal to vertical).
Wo should review grading plena when available to provide geotechnical input.

Where roads are to be built and fill is required to achieve aubgrado elevation, all
topsoil and vegetation should be stripped prior to fill placement. Topsoil depths of
l3 to 10 inches can be used for estimating purposes. The .ubgrada in all fill areas
below buildings, roads or other structures -should bo moisture conditioned to within
2 percent of optimum moisture content and competed to at least 95 percent of
maximum standard Proctor dry clonally (ASTM 0 898). Subsequent fill should be
placed In loose lifts not exceeding 8 inches in thickness, moisture conditioned to
within 2 percent of optimum moisture content and compacted to at least 95 percent
of maximum staldard Proctor dry density.. The placement and compaction of fill
should be observed and tested by a representative of our firm during construction.
The performance of roads is influenced by utility trench backfill conditions.
We recommend all utility french backfill be placed In thin loose lifts, moisture
conditioned to within 2 percent of optimum moisture content and compacted to at
least 95 percent of maximum standard Proctor dry density (ASTM D 898).
We believe the gravels are 'Type C as described in tate October, 1989
Occupation Safety and Health Administration (OSIaA) Standards published by the
Department of Labor governing excavations. The publication Indicates a maximum
temporary slope of 1.5:1 (horizontal to vertical) for Vs C sons above the water
_table. We ahauld view the excavation to confirm that soilsareas anticipated.
Fouadatlortand Pavement pots
At foundation depths we anticipate dense to very dense, sandy to clayey
gravels with cobbles and boulders. The gravels are.on excellent soli on which to
bear foundations. We anticipate footings supported by the natural gravels can be
designed with allowable bearing pressures In the range of 3000 to 5000 psi,
depending upon the siting of the Individual building. Full depth basement floor
elevations would likely bo below groundwater elevations that occur shortly after
peak snowmait. At this writing, we recommend that full basements not be built. Final
determination of basement feasibility can be made as part of site apocifla design
level investigadans. Precautions such as drains below the floors connected to e
foundation drain around the perimeter of the building will likely be needed where
basements are feasible. The drains would need to discharge to a sump whore the
water collected could be pumped or to a daylight paint. Additional measures to
prevent water (both vapor and liquid) seepage into basements may also be needed.
Slab -on grade floors pieced on the natural gravels should perform
satisfactorily. A leveling course of clean sand or washed lime .gravel will be needed
to achieve a flat surface on which to pour concrete slabs and to break the possible
raise of water via capillary action.
The gravels are on excellent subgrade soil and soli to build road embankment
fills with. The gravels used as fill should have a maximum particle diameter of
approximately 4 inches. We anticipate recommended pavement sections of
approximately 5 Inches of full depth asphalt or 3 Inches of asphalt above 8 inches
of aggregr.•e baser.

1. DESCFi!PT1ON
•
This item shall consist of the excavation, transportation, placement
and compaction of material from locations indicated on the plans, or staked
by the Engineer, as necessary to achieve preliminary street and overiot
elevadona These specifications shall also apply to compac#km of excess cut
materials that may be placed outside of the site boundaries.
2. ggNERAL,
The Solis Engineer shall approve fill materials, method of placement,
moleture contents and percent compaction, and shall give written approval
of The completed fill. A representative of the Solis Engineer shall observe fill
placement and check compaction and moisture during plecement.
3. CLEARING ,JAS EE
The Contractor shall remove all trees, brush and rubbish before
excavation or fill placement Is begun. The Contractor shall dispose of the
cleared material to provide the Owner with a clean, nest appearing Job site.
Cleared material shall not be placed In areae to receive fill or where the
material will support structures of any kind.
4.CAR FYING AREA TO BE FILLED
All topsoil and vegetable matter shall be removed from the ground
surface upon which fill is to be placed. The surfer shall then be plowed or
scarified until the surface Ie free from ruts, hummocks or other uneven
features, which would prevent uniform compaction by the equipment to be
used.
5. COMPACTING AREA TOj3E,FILLED
After the foundation for the till has been cleared and scarlfled, It shall
be disked or bladed until It Is free from large clods, brought to the proper
moisture content (see item 7) and compacted to not less than 96 percent of
maximum density as determined in accordance with ASTM 0 698.
Landscaping areas should be compacted to not less than 90 percent of ASTM
D 698.

6. ?ILLJAATER1ALS
Fill soils shall be free from vegetable matter or other deleterious
substances. Cobbles and boulders are anticipated within the overburden
sons. Rocca greater than 6 Inches In diameter should bo removed from
overiot 1111 material to a reasonable degree. Fill placed below buildings or
roads should not contain any rocks larger than 4 Inches In diameter to a
reasonable degree. FII! materials shall be obtained from cut areas shown on
the pians or staked In the field by the Engineer.
On-site materials classifying as CL, CH, SC, SM, SW, SP, GP, GC, and
GM are acceptable. Concrete, asphalt, organic matter and other deleterious
materials or debris shall not bo used as fill.
7. MOl5TU& CONTENT
1911 material classifying as CH, CL or SC (with more than 35% passing
No. 200 sieve), non -expansive soils classifying as SM, SW, SP, GP, GC and
GM (or SC with less than 35 percent passim No. 200 slave) shall be moisture
treated to within 2 percent of optimum moisture content as determined from
Proctor compaction testa. Sufficient laboratory compaction teat, shall be
made to determine the optimum_ moisture content for the various soils
encountered In borrow areas.
The Contractor may be required to add moisture to the excavation
materials in the borrow area If, In the opinion of the Soils Engineer, it is not
possible to obtain uniform moisture content by adding water on the fill
surface., The Contractor may be required to rake or disk the till soils to
provide uniform moleture content through the soils.
The application of water to fill material shall be made with any type of
watering equipment approved by the Solis Engineer. which will give the
desired results. Water Jets from the spreader shall not be directed at the fill
with such force that fill materials are washed out.
Should to much water be added to any part of the fill, such that the
material is too wet to permit the desired compaction from being obtained,
roiling and all work on that section of the fill shall be delayed until the
materiel has been allowed to dry to the required moisture content. The
Contractor will be permitted to rework wet material In an approved manner
to hasten its drying.

8. COMPACTION OF FILL AREAS
Selected fill material shall be placed and mixed in evenly spread L
layers. After each fill layer has been placed, It shall be uniformly compacted

10. COMMOTION OF SLOP
Flit elopes shall be compacted by means of sheepsfoot rollers or other
suitable equipment. Compac?Ion°operations shall be continued until slopes
are stable, but not too dense for planting, and there la no appreciable amount
of loose soil an the slopes. Compaction of slopes may be done
progressively In increments of three to five fast (3' to 5') In height or after the
fill is brought to its total height. Permanent fill elopes shall not exceed 2:1
(horizontal to vertical) without approval of the Sons Engineer.
11. INSPECTION AND TESTING On1U
inspection and testing by the Solis Engineer shall be on a daily basis
during the placement of fill and compaction operations eo that he can declare
the fill was placed In general conformance with specifications.
12. SEASQNAL LIMITS
No fill material shall be placed, spread or rolled while It la frozen,
thawing, or during unfavorable weather conditions. When work is interrupted
by heavy precipitation, till operations stall not be resumed until the Soils
Engineer indicates that the moisture content and density or previously plated
materials are as specified.
