Exceptions to the outside steps, decks and grading may be made upon the demonstration of extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until all the required items are completed and a final inspection made. It was relayed to Ava that issuance of this letter of understanding will be the final item to satisfy the rough framing requirements. To clarify about the basement ("bonus room") window, this room is for storage only, and has a door leading directly into escape routes, so should not have to have an egress window. The room is going to remain unfinished, and was designed for storage only. The window was installed for light and ventilation, and the area will not be used as living area or sleeping quarters. Thank you for your cooperation in getting our rough frame inspection completed so that we can get on with construction of our home.
