I believe that it will be OK to issue the permit once they have been stamped. Please take a look at the Correction Report, there are four items requiring action by the applicant including the one mentioned above. These correction notes indicate required changes or verifications required in order for the construction to comply with the 2000 International Building Code. Also, refer to the Plan Analysis for additional information that may be helpful in matters of code compliance. Action Required: A copy of the subsurface soil properties used on this project by Lambert and Associates, Geotechnical Engineers, dated 26 June 2001 is to be provided to the Garfield County Building Department. Action Required: Special inspections are required for this project per Tables 1704.3 REQUIRED VERIFICATION AND INSPECTION OF STEEL CONSTRUCTION, 1704.4 REQUIRED VERIFICATION AND INSPECTION OF CONCRETE CONSTRUCTION. And per Section 1704.1 General. Where application is made for construction as described in this section, the owner or the registered design professional in responsible charge acting as the owner's agent shall employ one or more special inspectors to provide inspections during construction on the types of work listed under Section 1704. The special inspector shall be a qualified person who shall demonstrate competence, to the satisfaction of the building official, for inspection of the particular type of construction or operation requiring special inspection. These inspections are in addition to the inspections specified in Section 109. There are three exceptions provided under this section, none of which appear to pertain to this project. Please provide a letter indicating the special inspectors that the owner intends to hire for required special inspections. These inspectors are to be approved by the Building Official. The inspectors are to be identified and approved prior to any work being done on the project requiring special inspection. 2 4 Action Required: Corrected plans are required for Sheet MS -STD -2 indicating stair riser height and tread depth in compliance with Section 1003.3.3.3 and also handrail extensions in compliance with Section 1003.3.3.11.5. Dear Arno: I have just reviewed a copy of a letter to you dated August 27, 2001 from USFilter, HPD Products, signed by Mr. Kevin Dunn and yesterday I spoke with Mr. Stephen Kesler of Westar Engineers. I agree with Mr. Dunn's assessment of the •referenced sections of the 2000 Edition of the IBC (International Building Code) as they relate to this addition. In my conversation with Mr. Kesler he stated that he was sending me structural plans designed to meet the requirements of the 2000 IBC. In my conversations with Mr. Ed Cooley and Mr. Stephen Kesler I have indicated to them that it is my interpretation of the code that the building is to be designed to comply with a single edition of a model building code. I believe this to be clear in Garfield Counties currently adopted code, the 1994 UBC, Section 106.3.3 Information on plans and specifications. Mr. Cooley and Mr. Kesler have indicated to me that they do not disagree with my assessment of this and in fact Mr. Kesler stated thathe is verifying that the structural plans comply with the 2000 IBC. I recommend that plans for this addition, verified through a plan review to comply with the requirements of the 2000 IBC, be accepted by Garfield County as an Alternate Design under Section 104.2.8 Alternate materials, alternate design and methods of construction. of the 199.4 UBC (Uniform Building Code) currently adopted by Garfield .County. Sodium Carbonate Decahydrate Crystallizer System Special Use Permit 99-055 USF/HPD Contract 550/3800 Dear Mr. Ehler: On behalf of American Soda L.L.P., located in Parachute, CO and holder of a Garfield County Special Use Permit 99-055, I am writing you regarding their desire to install an addition to the existing building and operations. The additional system is a Sodium Carbonate Decahydrate Crystallizer, commonly referred to as a Deca System, and will enhance the recovery of carbonate products from the existing operation. USFilter, HPD Products (USF/HPD) was selected by American Soda in April of 2001 to design, supply, install and commission the Deca System. Our crystallizers currently produce the Sodium Carbonate and Sodium Bicarbonate products from this facility, and were provided under sub -contract to Kvaemer, the Architect Engineer for the initial installation. A requirement of USF/HPD to American Soda is to assist them in obtaining the necessary Building Permits for the Deca System building addition, which is to match the current building. While the current system has only been in operation for about 10 months, the Special Use Permit was issued in 1999. Since those initial efforts there have been revisions to the potentially governing codes we believe Garfield County should consider. The International Building Code (IBC) has superceded the Universal Building Code (UBC). The IBC is currently available in a 2000 edition. We request that the Garfield County Building Department allow the IBC 2000 to govern the permitting and design of the Deca System building. Factory industrial uses that involve the fabrication or manufacturing of noncombustible materials which during finishing, packing or processing do not involve a significant fire hazard shall be classified as F-2 occupancies and shall include, but not be limited to, the following: • Beverages (nonalcoholic) • Brick and Masonry • Ceramic Products • Foundries • Glass Products • Gypsum • Ice • Metal Products (fabrication and assembly) Furthermore, UBC 2000, Chapter 5 - General Building Heights and Areas provides definitions that in our opinion exempt the Deca System building from any specific limitation on height or area per section 503.1.2, which states: 503.1.2 Special Industrial Occupancies. Buildings and structures designed to house low -hazard industrial processes that require Targe areas and unusual heights to accommodate craneways or special machinery and equipment, including among others, rolling mills; structural metal fabrication, including shops and foundries; or the production and distribution of electric, gas or steam power, shall be exempt from the height and area limitations of Table 503. We request that the Garfield County Building Department allow for the above interpretations on the permitting and design of the Deca System building. We also wish to keep you informed that the Deca System building is now slightly larger in footprint than originally anticipated and presented in our earlier . Architectural Drawings. Initially, the Deca System building was to be a 50' W x 50' L x 83' H addition to the existing building. A detailed review of the foundation and structural design for the existing building revealed that the loadings from such an interface could not be accommodated into the existing structure. In the recent weeks we have re -designed the Deca System building to become a free-standing 50' x 50' x 83' H building located 12.5' West of the existing building, but with roofing, siding and platfoming access between the two buildings. From the exterior it will appear to be a 50' W x 62.5' L x 83' H building addition. We have updated the Architectural Drawings, which area attached as drawings 513, 514. Full sized versions of these and any other drawings can be made available to Garfield County through either Ed Cooley at American Soda or myself. UBC Chapter 16 (Structural Forces) Table 16-A — Uniform and Concentrated loads "# 20. Pedestrian bridges and walkways Uniform Load — 100 psf' General Specifications No. GD -02 Civil, Structural and Architectural Design Criteria state that for platforms where only pedestrian traffic is possible as well as conveyor walkways the design loads arc 50 psf. UBC says these need to be 100 psf. UBC Chapter 2,9 (Plumbing Systems) Section 2902.3 Groups B, F, 11. M and S Occupancies. "In Groups 8, F, H, M and S Occupancies, buildings or portions thereof where persons are employed shall be provided with at least one water closet. Separate facilities shall be provided for each sex when the number of employees exceeds four. Such toilet facilities shall he located either in such building or conveniently in a building adjacent thereto on the same property." — As stated in the code review by Kvaerner there will be a maximum total of 12 employees in the processing area and a maximum total of 10 employees at the bicarbonate packaging area. As per the previously mentioned numbers of employees there will be separate sex restrooms located at the mezzanine as well as the bicarbonate packaging area (no unisex restrooms are allowed by code). Garfield County has approved that the plumbing fixture count not be derived from the total occupant load of the building. The shown number of fixtures on the mezzanine will be acceptable, with the exception that there be a separate restroom for -males and females. The shown number of fixtures at the bicarbonate packaging area is also acceptable, with the exception that there has to be separate rest rooms for males and females. Table A -29-A — Minimum Plumbing Fixtures Note at bottom of Table A -29-A "Occupant loads over 30 shall have one drinking fountain for each 150 occupants " — A total number of 3 drinking fountains will be required to be located in this building. Garfield County has requested that on top off all stacks as well as on top of the processing building be located flashing warning indicator light for air traffic as per FAA and NTSB rules and regulations. UBC Chapter 30 (Hoistway Venting) "Shafts (hoistways) housing elevators extending through more than two floor levels shall be vented to the outside. The area of the vent shall not be less than 3 %7 percent of the area of the shaft, provided a minimum of three square feet per elevator is provided. Vents shall be capable of manual operation only. No drawings that would indicate venting of the hoistway were provided. Guardrail/Handrail design as per OSHA Regulations Garfield County has previously approved the use of OSHA Regulations over UBC for this project in regards to guardrail and handrail design. Section 1910.23(e)(1) 'A standard railing shall consist of top rail, intermediate rail, and posts, and .shatl have a vertical height of 42 inches nominal from upper surface of top rail to floor, platform, runway, or ramp level. " — The guardrail details shown have a distance of 42 inches from floor to center of top mil, this should be corrected to show 42 inches to top of top rail. Section 1910.23(e)(4) "A standard taebaard shall be 4 inches nominal in vertical height from its top edge to the level of the floor, platform, runway, or ramp.„ — The toeboardlkick plate details show a toeboard/icick plate to be 5 inches tall, this should be corrected to show a height of 4". For changes in use, see Section 3405. SECTION 302 --- MIXED USE OR OCCUPANCY 302.1 General. When a building is used for more than one occu- pancy purpose, each part of the building comprising a distinct "occupancy," as described in Section 301, shall be separated from any other occupancy as specified in Section 302.4. EXCEPTIONS: 1. When an approved spray booth constructed in accordance with the Fire Code is installed, such booth need not be sep- arated from Group B, F, H, M or S Occupancies. 2. The following occupancies need not be separated from the uses to which they are accessory: 2.1 Assembly rooms having a floor area of not over 750 square feet (69.7 in2). 2.2 Administrative and clerical offices and similar rooms that do not exceed 25 percent of the floor area of the major use when not related to Group H, Division 2 and Group H, Divi- sion 3 Occupancies. 2.3 Gift shops, administrative offices and similar rooms in Group R, Division 1 Occupancies not exceeding 10 percent of the floor area of the major use. 2.4 The kitchen serving the dining area of which it is a part. 2.5 Customer waiting rooms not exceeding 450 square feet (41.8 m2) when not related to Group H Occupancies and when such waiting rooms have an exit directly to the exterior. 3. An occupancy separation need not be provided between a Group R, Division 3 Occupancy and a carport having no enclosed uses above, provided the carport is entirely open on two or more sides. 4. A Group S, Division 3 Occupancy used exclusively for the park- ing or storage of private or pleasure -type motor vehicles need not be separated from a Group S, Division 4 Occupancy open parking garage as defined in Section 311.1. When a building houses more than one occupancy, each por- tion of the building shall conform to the requirements for the oc- cupancy housed therein. An occupancy shall not be located above the story or height set forth in Table 5-B, except as provided in Section 506. When a mixed occupancy building contains a Group H, Division 6 Occu- pancy, the portion containing the Group H, Division 6 Occupancy shall not exceed three stories or 55 feet (16 764 mm) in height. 302.2 Forms of Occupancy Separations. Occupancy separa- tions shall be vertical or horizontal or both or, when necessary, of such other form as may be required to afford a complete separa- tion between the various occupancy divisions in the building. Where the occupancy separation is horizontal, structural mem- bers supporting the separation shall be protected by equivalent fire -resistive construction. 302.3 Types of Occupancy Separations. A four-hour fire -resistive occupancy separation shall have no openings therein and shall not be of Iess than four-hour fire - resistive construction. 2. All openings in walls forming such separation shall be protected by a fire assembly having a three-hour fire -protection rating. The total width of all openings in any three-hour fire -resistive occupancy separation wall in any one story shall not exceed 25 percent of the length of the wall in that story and no single opening shall have an area greater than 120 square feet (11 m2). All openings in floors forming a three-hour fire -resistive occu- pancy separation shall be protected by shaft, stairway, ramp or escalator enclosures extending above and below such openings. The walls of such enclosures shall not be of less than two-hour fire -resistive construction and all openings therein shall be pro- tected by a fire assembly having a one- and one -half-hour fire - protection rating. EXCEPTION: When the walls of such enclosure extending below the three-hour fire -resistive occupancy separation to the foundation are provided with a fire -resistive rating of not less than three hours with openings therein protected as required for walls forming three-hour occupancy separations, the enclosure walls extending above such floor used as the three-hour fire -resistive occupancy separation may have a one-hour fire -resistive rating, provided: 1. The occupancy above is not required to be of Type I or 11 fire - resistive construction, and 2. The enclosure walls do not enclose an exit stairway, a ramp or an escalator required to have enclosure walls of not less than two-hour fire -resistive construction. 3. A two-hour fire -resistive occupancy separation shall not be of less than two-hour fire -resistive construction. All openings in such separation shall be protected by a fire assembly having a one- and one -half-hour fire -protection rating. 4. A one-hour fire -resistive occupancy separation shall not be of less than one-hour fire -resistive construction. All openings in such separation shall be protected by a fire assembly having a one-hour fire -protection rating. 302.4 Fire Ratings for Occupancy Separations. Occupancy separations shall be provided between the various groups and di- visions of occupancies as set forth in Table 3-B. For required sep- aration of specific uses in Group 1, Division 1 hospitals and nursing homes, see Table 3-C. See also Section 504.6.1. 1-13 305.8 1997 UNIFORM BUILDING CODE 306.5 All exterior openings in a boiler room or rooms containing cen- tral heating equipment, if located below openings in another story or if less than 10 feet (3048 nun) from other doors or windows of the same building, shall be protected by a fire assembly having a three -fourths -hour fire -protection rating. Such fire assemblies shall be fixed, automatic closing or self-closing.
