The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;

3.; A finished roof, a.iockable house, complete exterior siding, exterior doors and windows.

S. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1994 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE
ITEMS HAVE BEEN COMPLETED.

RE: Placement of Modular Facility
Dear Arno:
Please except this letter as our application for the placement of a.
modular building within the Sanders Ranch property in Garfield County.
This building is to be used as administrative, office space for the
development activities, which will be undertaken during the next three
years. As you know the proposed development consists of an 18 -hole
golf coarse, 48 single family residential lots, 48 multifamily units, 120
affordable multifamily units, a clubhouse, a pro shop and a maintenance
facility.
The unit, which is being built by United Modular and supplied by GE
Capital Modular Space, is approximately 28' in width and 52' length. It
will be place on the property near the existing red barn approximately
30 feet to the south. It will either. use the existing septic system,
which currently services the old house or a tank, which will be pumped
and hauled on a regular basis by an independent waste contractor such
as APS. Water will be supplied by the existing well, which also serves
the old house and Holy Cross Energy will provide electricity. No natural
gas or propane will be utilized for the operation of this building.
The building will remain on the property for no more then a maximum of.
three (3) years . unless delays occur in the processing of our preliminary
plan application with the county. If this does occur then the extended

period of time would be directly related to the additional time it takes
to complete the PUD application. You will find with this letter two sets
of engineered stamped drawing and specifications for the building along
with a site plan and foundation plan.

RE: Placement of Modular Facility

Pursuant to our phone conversation of 7/30/2001 I am writing to add
additional information to my letter of July 25, 2001. We are proposing the
following regarding two items of construction for the modular building that well
be placing on the Sanders Ranch property.
First, we are proposing that the 5-8"X18"x52' concrete foundation runners
that will be placed to support the building not have steel rebar added to them.
This request is based on the fact that the foundation runners are temporary
and will be removed at the end of three years. Not having steel in the
concrete will aid in breaking up the material for disposal. These runners will be
placed at minimum depth of 36" below grade for frost protection.
Next, we also are proposing the installation of an underground storage tank of.
approximately 200-500 gallons for the storage of wastewater from the
bathrooms and kitchen. This tank will then be pumped on a regular basis per a
contractual agreement with one of the waste hauling company here in the
valley.
