Permanent address assigned by Garfield County Building Department posted where readily visible from access road; 3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all necessary plumbing; 4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running water, non-absorbent floors and walls finished and a privacy door; 5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or decks over 30" high constructed to all 1994 UBC requirements; 6. Outside grading done to where water will detour away from the building; 7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until all the required items are completed and a final inspection made. Accessible under floor areas shall be provided with a minimum 18" x 24" unobstructed access opening. (UBC Sec. 2314.3). Where equipment is located in an under floor area the access opening shall be of a height and width sufficient to allow the removal of the largest piece of equipment, but not less than 30" x 30" (UMC Sec. 320). 8. Provisions shall be made for the control and drainage of surface water around buildings. All building pads will be graded 2% away from buildings (UBC Sec. 1804.7 & 1806.4.5). 9. Installation of a perimeter drain system is mandatory in all cases where slabs will be located below finished grade (GCBC Amendments to UBC Sec. 2902(a)). Dampproofing or waterproofing of foundations retaining earth and enclosing interior spaces below grade is required. (UBC Appendix Chapter 18) Exceptions: Where a site is located in a well drained area, a drain need not be required. 10. Positive connection required top & bottom of post & beams and girders to protect against uplift lateral displacement (UBC 2324). 11. Bond beam required in block foundation walls (UBC Sec. 2106.1.12.1). 12. Foundation plates or sills shall be bolted to the foundation wall with not less than 1/2 -inch diameter steel bolts embedded at least 7 inches into the concrete or masonry and spaced not more than 6 feet apart.
