The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running water,
non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1994 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE
ITEMS HAVE BEEN COMPLETED.

Dear Mr. LaGiglia,
This letter is written to you in response to your request to me for a professional
engineer's opinion on the adequacy of the below listed components of an existing garage
structure to safely support a proposed second floor you plan to add to said garage storage
structure. This structure is adjacent to your residence situated in Spring Valley
approximately 21/2 miles north of Colorado Mountain College on County Road 115. It is
my understanding the second floor addition will consists of one large room and the ceiling
will be supported by trusses capable of carrying 40 pounds per square foot for snow and
wind load as designated by Garfield County.
A. Scope of investigation:
You specifically requested me to investigate the following components of your
existing garage structure and determine if these components have sufficient structural
integrity to adequately support a second floor on top of said garage structure:
1. Foundation Strength: Is the concrete foundation, that is, the stem walls
and footings, of the existing garage structure sufficient to carry the additional
load of a second floor and the associated roof structure? Is there evidence of
re -bar in the concrete?
2. Wall Strength: Are the wall structures of the existing garage sufficient to
carry the additional load of a second floor with the associated roof structure?
3. Floor Strength: Are the ceiling joists of the existing garage structure
sufficient to serve as a floor of the proposed second floor.

You also advised me the roof trusses you have ordered are designed to carry a wind
and snow load of 40 pounds per square foot. You further advised me that winds of high
velocity frequently occur in your area.
A. Descriptions of Existing Structure: The existing structure is 30 feet wide and 40
feet long. The roof is flat. The structure appears to have been built to serve as a mobile
farm equipment storage garage with a room and a work -shop area on one side of the
building. Approximately 22 feet of the 40 foot length of the structure serves as the mobile
equipment storage garage and remaining 18 feet of the 40 ft. length serves as a work shop
area. The entire garage structure appears to have been built with the anticipation of
building a second floor on the garage structure, as the original construction standards are
more than adequate to support an additional floor on top the existing building.
Facing the front of the garage are two 9 foot garage doors and on the left hand side
is an access door for entrance into the work area. The garage is 30 feet wide to
accommodate trucks or other equipment. The building has a concrete floor. No cracks or
evidence of any failure or settling in the concrete floor were observed. The floor has been
given the acid -test to time, as it is in excellent condition.
Concrete Foundation, footing and stein walls -- The concrete stem walls are 8
inches thick to accommodate 8 inch concrete blocks. It was determined that re -bar was
used in the concrete, as a magnetic needle on a Brunton Compass showed marked
deviation when placed next to the wall. No cracks or deficiencies were observed in the
concrete and concrete block construction . The concrete and block work appears to be in
excellent condition.
Ceiling Joist Support Beams --Two 10" x 12" beams, comprised of five , 2" by 12"
wood boards nailed together to make a single beam run laterally or parallel to the 40 foot
watt to support the ceiling joists. These two beams are supported at the ends by 6' x 12"
wood columns in the exterior walls to transfer the beam -load to the concrete block
foundation. In addition two 3 inch diameter steel pipes serve as additional columns in the
garage area, and the wall between the garage area and the work area also serves as a
column to support the beams. The two 3 inch steel pipes have a bearing plate and are
attached to the concrete floor. It might be well to consider painting these posts with a
conspicuous color to assure they are not damaged by vehicles when parking in the garage.
No evidence of dry rot was observed on any of the wooden structure.
The interior wall separation between the work area and the garage area which
support the other one third of the beam which the ceiling joists lie -on are concrete block.
The exterior walls consists of a concrete stem wall on the two sides with concrete blocks
with 2" x d" studs for framing the garage. The back wall which lies against a hill and

consists of concrete blocks with 2-4 wooden studs for the support of the rear back wall.
Ceiling Construction — Ceiling joists consists of 2" x 10' wooden boards on 16 inch
centers. Every other joist has two 2" x 10"boards nailed together skin to skin to give greater
strength.
Soil Stability -- Soil material was excavated adjacent to the foundation and the
footing for the stem wall was measured to be 24 inches wide and 6 inches thick. Soil in the
area consists of rocky, colluvial type material and this soil material appears to be more than
adequate for supporting the footings. It is the writer's experience that this footing is
adequate for this type of structure.
B. Design Roof Load Structure: The following criteria was used for designing roof
load. Since the roof is a truss structure, all of this load is transferred to the side walls;
Live Load on Roof, snow and wind = 40.0 psf
Dead Load, wood shingles = 3.5 "
15 # felt = L5 "
5/8 plywood = 1.8 "
Roof Trusses = 3.4 "
12" insulation = 3.6
1/2' Sheet Rock Finish = 2.2 "
Total = 56.0 psf
C. Criteria for Floor load structure:
Assume 125 pounds per square foot
D. Total Load on End Walls: Assume the center posts are not removed and the
supporting wall between garage and work area is not removed.
Total Load = 56 psf
Load on end walls = 56 x 30 x 40 = 67,200 pounds
Load on each wall 472,000/2 = 33,600 pounds
Bearing area of walls = 8/12 x 30 = 20 sf
Load on walls = 11.7 psi

E. Examination for dry rot: While not included in your request, spot examinations
were made for dry rot and none were observed the time of inspection.
F. Conclusion: I have inspected the foundation, including concrete footings and
stem walls; the exterior walls and support columns; and the ceiling joists and support
beams with associated columns, and have determined the garage, as it presently exists,
has the structural integrity to support the addition of a second floor on said garage
structure for utilization for residential purposes.
The above assumes the building contractor who is hired to construct the second
floor will use normal construction practices which are presently used in Garfield County
and makes no changes in the existing support structure.
