Regardless of the method used, it shall be in place within 24 hours following the placement of fluids into a pit. Because of high toxicity to birds, oil slicks and oil shoos should immediately be skimmed off the surface of any pit that is not netted. `The most effective way to eliminate risk to migratory birds is prompt drainage, closure, and reclamation of pits, which is strongly encouraged. Permitting for the crossing is being conducted under Nationwide Permit #12 for utility line activities including the Colorado Regional Conditions. EnCana is proposing to upgrade an existing natural gas pipeline by installing an additional pipeline within the existing right-of-way (ROW). All drainage crossings will be constructed using an open cut technique. EnCana intends to construct the drainage crossings in accordance with USACoE regulations and best management practices. Details on the drainage crossings associated with this project are detailed in the following attachments to this letter: data spreadsheet, location maps and a photographic log.
