The property is located approximately 2 miles
up County Road 117 (Four Mile Road),
adjacent to the Sunlight View Subdivision,
south of Glenwood Springs. It is located in the
SW1A SE/a, Section 34, T6S, R89W.
I. GENERAL PROJECT DESCRIPTION
The Lift Station Site Application has been referred to the County for comments and
recommendation. The Colorado Revised Statutes and Colorado Department of Public
Health and Environment (CDPHE) State Regulations call for Lift Stations to be
forwarded to the County and Local Health Authority for review and comments. The
Sunlight View Lift Station proposal is designed to replace an existing wastewater
treatment facility that is reaching the end of its practical service life and is no longer
able to meet updated CDPHE standards.
The lift station will transport sewage to the City of Glenwood Springs Regional
Wastewater Treatment Facility. The lift station will pump into a 3" force main located
within County Road 117. The lift station is primarily designed to serve 63 existing
developed lots and 25 additional existing Tots in the Sunlight View Subdivision.
Additional storage capacity for additional Tots has been included in the design.
Detailed sections on design, general operation, maintenance, and emergency
operations are included in the submittals.

Automatic high level alarms are part of the system and provide auto -dialer notification
to the contract operator. The Application outlines the system's back-up capacity, extra
storage, redundancy with two grinder pumps, back-up power generator and the ability
to pump directly into the force main and bypass the lift station in an emergency
situation. The system is designed for a maximum of 1 hour of detention to minimize
the potential for odors. A vent system on the duplex grinder pump system is not
anticipated to generate any odor concerns but can be retrofitted with a carbon
activated odor control system if needed. The grinder pumps are electric and located
below grade so noise issues are not anticipated.

The Application includes an agreement with the City of Glenwood Springs outlining
their willingness to accept waste from the lift station. The agreement also indicates
that the City's recently constructed regional wastewater treatment plant pursuant to its
201 Wastewater Facility Plan considered serving and encompasses the Sunlight View
Service Area. The replacement of the existing treatment facility with the lift station will
eliminate any discharge to Four Mile Creek and supports improved water quality by
utilizing the City's regional facility.
II. REVIEW AND STAFF ANALYSIS
1. The CDPHE and State regulations call for Lift Station Application to be
forwarded to the County in which the facility is to be located for review and comments.
The local authorities are requested to comment on the relationship of the lift station to
its local comprehensive plan and/or utility plans for the community as it affects water
quality.

2. The Garfield County Comprehensive Plan 2030 as amended contains goals and
policies in Section 7 — Water and Sewer Services relevant to the request. Key
elements from Section 7 that support the Application and a finding of consistency with
the plan are provided in the following excerpts:

High water quality has been preserved and enhanced through stringent regulation of
waste water treatment and disposal as well as regulation of detrimental surface uses.

Section 7 — Goals:
1. Ensure the provision of legal, adequate, dependable, cost—effective and
environmentally sound sewer and water service for new development.

Section 7 - Policies:
1. Development located adjacent to municipalities or sanitation districts with
available capacity in their central water/sewer systems will be encouraged to tie
into these systems.
2. County will strongly discourage the proliferation of private central water/sewer
systems....
5. Higher density development .... should be located in areas where central
sewage treatment facilities are either currently available, or feasible in the
future.
The location of the lift station is designated on the Comprehensive Plan Future Land
Use Map as High Density Residential (H) with 1/3 acre to 2 acre lot sizes. It is also
located within the Glenwood Springs Area of Influence. These designations are
consistent with the Application and the proposal to connect to an existing regional
waste water treatment facility.
III. REFERRAL COMMENTS
Based on the focused review criteria the Application was only referred to the Garfield
County Environmental Health Manager who provided referral comments (see
attached). The comments address a number of operational topics and indicate that the
replacement is "...appropriate for increasing the protection of the public's health in this
area of Garfield County". CDPHE oversight of operational issues including reclamation
of the existing facilities needs to be maintained.
IV. RECOMMENDATION
Formalize a motion acting as both the Board of County Commissioners and the
Garfield County Board of Health recommending to the CDPHE approval of the Sunlight
View Lift Station and authorizing the Chairman to sign the CDPHE Review Agencies
Recommendation form.

Garfield County Public Health comments for the Sunlight View Water and Wastewater Company
are as follows:

1. Water Supply
Protection of surrounding water supplies is critical when lift station pumps fail or
system discharges due to other failure. Tank sizing for extra storage will give
adequate time for repairs to be explored and made to correct failure before the
system discharges wastewater to the surface. The existing effluent ponds could
be used for extra capacity of storage of discharged wastewater if system fails, to
limit the chance that discharging wastewater could impact any water supplies.
2. Wastewater Treatment
Garfield County Public Health is pleased to see this project moving forward. The
connection of these wastewater lines to the sanitary sewer and elimination of the
package wastewater treatment plant is appropriate for increasing the protection
of the public's health in this area of Garfield County.
3. Solid Waste Disposal
The plan calls for the elimination of the existing ponds. There needs to be
adequate oversight of this process to ensure that the existing wastewater in the
ponds is appropriately disposed of, as well as any bio solids and remaining
sludge.
4. System User Education
The users of this wastewater treatment system need to be educated on fats, oils,
and grease (FOG) entering this system and possible damages to the system, as
well as not putting any cloth rags and items like diapers into the sewer system to
help prevent pump and system failures and possible discharge of wastewater.
