I am writing on behalf of the Kenneth M. Good Irrevocable
Trust current owners of the Horizon West Subdivision, a
County subdivision a short distance east of Rifle.

As your file will show the improvements guarantee for this
subdivision involves two mortgages on the property. These
mortgages and the subdivision improvements agreement bear
performance dates of November 1, 1980, and November 1, 1981.
The County Commissioners by resolution in 1980 extended
these dates to November 1, 1981, and November 1, 1982.
Since acquisition of several Rifle area properties in 1980
and 1981, the Trust has moved steadily toward a comprehensive
development plan always carefully coordinating with Garfield
County and the City of Rifle. The County Commissioners
asked the Trust to proceed with Rifle before submitting a
sketch plan to the County. As you know, the La Mesa sketch
plan is presently pending before the City of Rifle.
It will be some time before it is known whether the Horizons
West property will proceed as a City or County subdivision.
If La Mesa proceeds in the City, the County will have no
further responsibilities for Horizons West. If La Mesa
proceeds in the County, it will be as a part of the larger
whole in which event all current County regulations will
apply.
Due to the unusual and unforseen events, it appears appropriate
that a further extension of time be granted for Horizons
West.
