Balconies and decks over 30" high must be constructed to all IBC and IRC requirements including guardrails. 6) Outside grading completed so that water slopes away from the building; 7) Exceptions to the outside steps, decks, grading may be made upon the demonstration of extenuating circumstances., i.e. weather. Under such circumstances A Certificate of Occupancy may be issued conditionally. 8) A final inspection sign off by the Garfield County Road & Bridge Department for driveway installation, where applicable; as well as any final sign off by the Fire District, and/or State Agencies where applicable. (:0 GARFIELD COUNTY BUILDING AND PLANNING 970-945-8212 MINIMUM APPLICATION REQUIREMENTS For SINGLE FAMILY DWELLING CONSTRUCTION Including NEW CONSTRUCTION ADDITIONS ALTERATIONS And MOVED BUILDINGS In order to understand the scope of the work intended under a permit application and expedite the issuance of a permit it is important that complete infonnation be provided. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the pe1mit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new infonnation may be reviewed after it has been provided to the Building Department. TWO (2) SETS OF CONSTRUCTION DRAWINGS & TWO (2) SITE PLANS MUST BE SUBMITTEDFOR ALL APPLICATIONS. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. 1 Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IRC. 1. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each comer of the proposed structure(s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or greater must be shown on the site plan. (NOTE Section: 106.2) Any site plan for the placement of !my portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. Additionally, your Plan Review fee is not refundable if the plans have been reviewed by the Building Department prior to any action by the HOA that requires either revocation or substantial modification of the plans. Thank you for working with the DRC regarding the site improvements and thank you to the Marlow family for attending the DRC meeting which I believe facilitates the discussion. Receipt of the SAF of$3,000.00 and the CRAF for $2,580.00 is hereby acknowledged as well as the builder's completion deposit for $20,000. The DRC still requires the following items: 1. A revised landscape plan that includes the following: a. label top of bank on the plans; b. note "no disturbance to any vegetation on the river bank"; and c. the adjusted fence line as determined in the DRC meeting of April 23, 2008. 2. Please submit the revised landscape plan prior to dry-in inspection. 3. The DRC understands that the Marlow's intend to work with the Army Corp of Engineers in an effort to stabilize the river bank. Please inform the DRC of any work to the river bank that is a result of those meetings/approvals. Please provide that infonnation to the DRC before any work begins. 4. It was represented by the Marlows that the fence is necessary to keep their young daughter and any more Marlow children from the edge of the river and the DRC understands the extreme hazard. However the fence will be removed when the home is sold. 5. The design of the fence is to be restudied and alternative plans submitted to the DRC for review prior to the dry-in inspection. 6. All flues, vents and stacks must be painted to camouflage their appearance. 7. The DRC requires a building height verification survey to be completed prior to the rough framing inspection. The owner or owner's representative owner shall submit a completed height survey to Aspen Glen DRC. The top of sheathing shall conform to the height limit. The standard form that shall be used is attached to this letter. In the event there is a dispute the DRC reserves the right to verify height with their surveyor. Cost of the survey will be deducted from the builder's completion deposit. The DRC has developed a standard form for the surveyor to use when conducting this survey. Please contact me before that survey is scheduled. 8. As a reminder, plywood soffits are not permitted in Aspen Glen. Please ensure that all contractors on the job site are aware of this stipulation. A pre-construction meeting shall be scheduled prior to the start of construction. Please install·the construction fence prior to that meeting. Two additional site inspections need to occur during construction of the residence. These are ultimately the responsibility of the owner and bear upon release of the Builder's Completion Deposit. Please contact the DRC Administrator at (970) 963-3362, upon completion ofthe dry-in phase of construction and for a final site inspection by the DRC. Details of these procedures are contained in the Design Review application packet. Failure to call for any of these inspections will result in $1000 per violation which will be deducted from the Builder's Completion Deposit. It will be necessary for the builder to arrange reviews in accordance with the DRC's scheduled sessions. The project site is shown on Figure 1. Th() purpose of the study was to develop recommendations for the foundation design. The study was conducted in accordance with our agreement for geoteclmical engineerillg s()!Vices to Merrill and Julia Bradley dated November 11, 2004. Chen-Northem, Inc., previously conducted a geotechnical engilleering studies for the development and preliminary plat design and presented their findillgs in reports date~ December 20, 1991 and May 28, 1993, Job No.4 112 92. We provided interim findings of this subsoil study in a letter dated November 11,2004, Job No. 104 826. A field exploration proguun consistillg of exploratory borings was conducted to obtain information on the snbstuface conditions. Samples of the subsoils obtained during the field exploration were tested in the laboratory to determine their classification, compressibility or swell and other engilleering characteristics. The results ofthe field exploration and laboratory testing were analyzed to develop recoll:Jmendations for foundation types, depths ancj allowable pressures for the proposed building fotmdation. This repOlt summarizes the data obtained during tl:Us study and presents our cOJlclusions, design recommendations and other geotecluncal engineering considerations based 011 the proposed construction and the subsurface conditions encountered. PROPOSED CONSTRUCTION At the tune of our study, design plans for the residence had not been developed, We understand that our study will be used as pali of the pl'operty purchase. The building is proposed in the building envelope shown on Figure 1. We assume Ute residence will be similar. to other structures in the area and consist of a two story wood frame stmcture over a crawlspace or with slab-on-grade floors. We assllllUi excavation for tl1e building wl!l be minimal and involve cut depths of about 2 to 3 feet below the existing ground surface. For the purpose of mu· analysis, foundation loadings for the structure were assumed to be relatively light and typical of the proposed type of construction. The ground surface is relatively flat with a slight slope dowll to the southwest and the Roadng Fork River. There is about 4 feet of elevation difference across the lot. The 100 year flood way line of the Roaring Fork River is located about 20 feet to the southwest of the building envelope and is about 2 feet lower in elevatio11. Vegetation consists of grass and weeds. There !ll'e cottonwood trees-adjacent the river. Cobbles and boulders are exposed on the ground surface. GEOLOGIC CONDITIONS Bedrock of the Pennsylvanian age Eagle Valley Evaporite underlies the Aspen Glen development. These rocks ru:e a sequence of gypsiferous shale, fme,grained sandstone/siltstone and limestone with some massive beds of gypsum. The1-e is a possibility that massive gypsum deposits associated with the Eagle Valley Evaporite und_erlie portions ofthe lot. Dissolution of the gypsum \lnder ce1tain conditions can cause sinkholes to develop and can produce areas of localized subsidence. During previous work in the area, several broad subsidence areas and smaller size sinkhole areas were observed scattered throughout the Aspen Glen development (Chen-NortheJ'll, Inc. 1991 and 1993). These sinkholes appear similar to others associated with the Eagle Valley Evaporite in areas of the Ro!ll'ing Fork Valley, The lot is not located within a broad subsidence area and existing sinkholes were not observed in the immediate al'ea of the subject lot. No evidencb of cavities was encountered in the subsurface materials; however, the exploratmy borings were relatively shallow, for foundation design only. Based on our pl'esent knowledge of fl1e subsurface conditions a.t the site, it cannot be said for certain that sinkholes wil!Jlot develop. The risk offi.lture ground subsidence on Lot A-6 tluoughout the service life of the proposed residence, in our opinion, is low; however, the owner should be made aware of the Job No. 104 826 ~tech May. 20. 2008 9:06AM No. 2031 P. 5 -3- poteutial for sinkhole development. If further investigation of possible cavities h1 the bedrock below the site is desired, we should be contacted. FIELD E:xPLORATlON The field exploration for the project was conducted on November 8, 2004, Two exploratory borings were drilled at the locations shown on Figure 1 to evaluate the subsmface conditions. The borings Wt>re advanced with 4 inch diameter continuous flight augers powered by a !tack-mounted CME 45' drill rig. The borings were Jogged by a representative of Hepworth-Pawlak Geotechnical, Inc. Slotted PVC pipe was installe\l in Boring 1 to measure future water levels. Samples of the subsoils were taken with 1% inch and 2 inch LD. spoon samplers. The samplers were driven into the subsoils at various depths with blows from a 140 pound hammer falling 30 inches. This test is similar to the standard penetration test described by ASTM Method D·l586. The penetration resistance values are an indication ofthe relative density or consistency oftlie subsoils; Depths at which the samples were taken and the penetration resistance values are shoVIll on the Logs ofExploratory Borings, Figure 2. TI1e samples were retumed to our laboratory for review by the project engineer and testing. SUBSURFACE CONDITIONS Graphic logs of the subsurface conditions encountered at tl1e site are shown on Figme 2. The subsoils generally consist of about ;(z to 1 Y, feet oftopsoil overlying re1fltively dense, silty sar,dy gravel with cobbles and boulders. About 2~ feet of silty sand was encouutered between the topsoil and gravels in Boring I. Drilling in the dense granular soils with auger eq~tipment was difficult due to the cobbles and bo'lllders and drilling refosal was encountered in the deposit. Laboratory testing performed on samples obtained fi:om the borings included gradation analyses. Results of gradation analyses performed m1 small diameter drive samples (minus 1 ~inch fraction) of the coatse granular subsoils are showJl 011 Figure 4. DESIGN RECOMMENDATIONS FOUNDATIONS , Considering the subsurface conditions encountered in the exploratory borings and the nature of the proposed construction, we recommend the building be founded with spread footings bearing 011 the natural coarse grsnular subsoils. The excavation should be kept relatively shallow to reduce the potential for construction below the groundwater leveL --·Garfield-County requires that the !owedlo0r elevation be at least-! foQt abo:ve the 1.00--. year flood elevation. To avoid the possibility of a wet crawlspace, we recommend that the lower floor be slab-on-grade. The design and construction criteria presented below should be observed for a spread. footing foundation system. 1) Footings placed on the undisturbed natural granular soils should be designed for an allowable bearing pressure of3;ooo psf. Based on experience, we expect settlement of footings designed and constructed as discussed in this section will be about 1 inch or less and essentially occur during construction. 2) The footings should have a minimum width of 16 inches for contiuuous walls snd 2 feet for isolated pads. 3) Exterior footings and footings beneath unheated areas should be provided with udequate soil cover above their bearing elevation for frost protection. Placement of foundations at least 36 inches below exteriol' grade is typically used in this area. 4) Continuous foundation walls should be 1·einforced top and bottom to spa11 local anomalies such as by assuming an unsupported length of at least 10 feet. Foundation walls acting as retaining structures should also be designed to resist a lateral earth pressure corresponding to ar1 equivalent lob i'lo. 104 S26 May. 20. 2008 9:06AM No. 2031 -5- fluid unit weight of at least 45 pcffor the on-site gravels, excluding oversized rock, as backfill. 5) The topsoil and any loose or disturbed soils should be removed and the footing bearing level extended down to the relatively dense natural granular soils. Voids created by the removal of large rock should be backfilled with co1npacted sand and gravel or with concrete. If water· seepage is encountered, the footing areas should be dewatered before concrete placement. 6) A representative of the geoteclmical engineer sl1ould observe all footing excavations prior to concrete placement to evaluate bearing conditions. FLOOR SLABS P. 7 TI!fl natural on-site soils, exclusive of topsoil, are suitable to supp01i lightly loaded slab- on-grade construction. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls and columns with expmsion joints which allow unrestrained vertical movement. Floor slab cont1·ol joints should be nsed to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reinforcement should be established by the designer based on expel'ience and the inte11ded slab tJSe. A minimum 4 inch layer of sand and gravel could be placed beneath slabs-on- grade as a leveling course. This rnatexial should consist ofmim1s 2 inch aggregate with at least 50% retained on the No.4 sieve anli less thm112% passing the No. 200 sieve. All fill :n:iatedals for suppmt of floor slabs shmlld be compacted to at least 95% of maximum standard Proctor density at a moisture content near optinmm. Required fill c.an consist ofthe on-site granular soils devoid of vegetation, topsoil and oversized rock. CRAWLSPACE To avoid problems associated with flooding and wet crawlspaces, we reconunend the grOU11d floor be slab-on-grade at an elevation of at least 2 feet above the 100 year flood level. If the main floor is constructed over a crawlspace, the crawlspace area shm1ld be well ventilated. A perin1eter underdrain should not be needed provided the crawlspace is lob No. 104 826 May. 20. 2008 9:07AM No. 2031 P. 8 -6- shallow and the perimeter backfill is well compacted and has a positive slope away from the building, SURFACE DRAINAGE The following drainage precautions should be observed during const111ction and maintained at all times after the residence has been completed: 1) Inundation of the foundation excavations and m1derslab areas should be avoided during construction, 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95% of the maximum standard Proctor density in pavement and slab areas and to at least 90% ofthe maximll!U standard Proctor deJJSily in landscape areas. 3) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We reconunend a minimum slope of 6 inches in the first 10 feet in unpaved areas and a minimum slope of3 inches in the first 10 feet in paved areas. 4) Roof downspouts and drains should discharge w.ell beyond the limits of all backfill. LIMITATIONS This study has been conducted in accordance with generally accepted geotechnlcal engineering principles and practices in this area at this time. We make no warranty either express or implied. The conclusious and recommendations submitted in thiR rep01t are based upon the data obtained from the exploratory borings drilled at the locations indicated on Figme 1, the proposed type of construction and our experim1ce in the area. Oul' services do not include determining the presence, prevention or possibility of mold or other biological contal)linants (MOBC) developing in the future.
