A RESOLUTTON CONCERNED WI'IH THE APPROVAL OF AN AMENDMENT TO THE ZONEDISTRICT TEXT, PLANNED UN]T DEVELOPMENT PLAN OF THE GARFTELD COUNTY
AIRPORT INDUSTRIAL PARK AND CERTAIN CONDITIONS OF APPROVAL CONTAINED IN
RESOLUTTON NO. 8I-56 REQUESTED BY RIFLE LAND ASSOCIATES, LTD.
WHEREAS, Rifle Land Associates, Ltd. has filed an application withthe Board of County Commissioners of Garfield County for the modrficationof the Garfield County Airport Industrial Park planned Unit Developmentzone District Text Approval of its plan for the parcel of lano and ceitainconditions of approvar contained in Reso]ution No. g1-56; and
WHEREAS, A
and
public hearing was held by this Board on June 24, 1985;
WHEREAS, based on the evidence, testimony, exhibits, study of theGeneral PIan for the unincorporated area of the County, comments of theGarfield County Planning Department, comments of public officials.andagencies, and comments from aII interested parties, this Board finds' asfollows:
1. That proper publication and public notice was provided asrequired by law for the hearing before the Board;
2. That the hearing before the Board was extensive and complete,that all pertinent facts, matters and issues were submitted andthat all interested parties were heard at that hearing;
3. That the Garfielo County Planning Commission has recommended tothis Board that the requested rezoning be granted;
4. That the proposed zoning is in compliance with therecommendations set forth in the Comprehensive plan for theunincorporated area of the County, provided certain conditionsmore fully set forth herein are imposed upon the proposed plannedUnit Development;
5. That the P.U.D. modification is consistent with the efficientdevelopment and preservation of the entire p.U.D., does notaffect, in a substantially adverse manner, either the enjoymentof the land abutting upon or across a street from the p.U.D., orthe public interest, and is not granted soleIy to confer aspecial benefit upon any person;

Garfield County Zoning Resolution and, further, that the
requested Planned Unit Development Modification is suitable andappropriate for the subj.e.ct. ,property, given the location,

3. That the legal description of the property which encompasses the
Garfield County Airport Industrial Park Planned Unit Development
is as f ol-lows:
Al-I of Lots 2,3 and 4 of Section 18, Township 6 South, Range 92
West of the Sixth Principal Meridian. The South One-half (S
l/2), the South One-half the Northeast One-quarter (S l/2, NE
L/4), the Southeast One-quarter of the Northwest One-quarter (SE
L/4 NW L/4'), and Lot 2 of Section 13; the North one-half of the
Southeast One-quarter (N L/2 SE L/4) , and the Southeast
One-quarter of the Southeast One-quarter (SE L/4 SE L/41, of
Section L4i the Northeast One-quarter of the Southeast
One-quarter (NE L/4 SE L/4) of Section 23i the East One-half (E
L/2) of Section 25; and aII of Section 24, all- within Township 6South (T65), Range 93 West (R93W) of the Sixth Principal
Meridian, excepting those portions of tne described tracts
contained within the right-of-way of Interstate Highway 70.

RESOLUTTON
WHEREAS, the Garfield County Democratic Party ExecutiveCommittee recognizes that the Countyrs economic health has beentied too closely to fluctuations of the energy and mineralextraction industries, and
WHEREAS, the Garfield County Democratic Party Executive
Committee strongly supports efforts to strengthen and diversifyour County I s economy in order to create more jobs, whilepreserving our County's quality of life, and
WHEREAS, the Cogeneration Technology and Development Companyintends to construct a $30 million topping cycle cogenerationplant/greenhouse facility on a 41-acre site adjacent to theGarfield County airport near Rifte, and
WHEREAS, the proposed generating plant will produce seventy-six (75) MW of electricity and the waste thermal energy will beused to heat a 233r000 sguare foot greenhouse complex for the
commercial production of tomatoes and cucumbers, and
WHEREAS, the proposed generating pLanL/greenhouse complexwill employ approximately forty (40) fulltime workers, and
WHEREAS, cogeneration plants produce el-ectricity far moreefficiently than conventional plants, are cleaner burning, andanalysts expect cogeneration facil ities to supply 15t of thenation's total electricity by the end of the century, and
WHEREAS, the Cogeneration Technology and Development Companyhas applied to Garfield County for a modification of the AirportIndustrial Park P.U.D. Plan to allow for the development of thegenerating plant,/greenhouse facility, and
WHEREAS, the requested changes wil.I have no adverse impactson surrounding land uses.
NOW, THEREFORE, BE IT RESOLVED that the Garfield CountyDemocratic Party Executive Committee urges the County Commis-sioners to approve the Company I s land use appl-ication, andfurther, welcomes the Cogeneration Technology and Development
Company to Garfield County.
