Gentlemen:
In reviewing the Utility Development Agreement, an agreement
between the Valley Improvement and Development Corporation
and the Board of County Commissioners of Garfield County; we
reviewed (re: attached letter from Building Official) the
present statis of this development named Mineota Ridge Estates.
It is of the opinion of this office that this development is
definitely not in compliance with this agreement. • We feel that
this should be brought to the Commissioners' attention and
await recommendations from the Board on what the next step of
this office might be.

At your request, I have this date inspected Mineota 'idge Estates
Development just south of Silt to check compliance w'th the Utility
Development Agreement.
I contacted Mr. Roy McPhearson at Valley Farms, and
property. To date the only utility that is instalie
line_fromthe well to the storage tank. This line h
connected to the pump or the storage tank, Mr. McPhe
they were waiting for valves. There is no water dis
installed from the tank as of this date. Also there
utilities installed.

The road systems are roughed -in and graveled on the Primary Road
Systems to a width of approximately twenty (20) feet. There is no -.
drainage visable, Mr. McPhearson said that they were waiting to install
water lines before finishing the grading.
To date I would definitely say they are not in compliance with their
Utility Agreement.
