The approval of plans and specifications does not permit the violation of any section of the Uniform Building Code or any federal, state or local regulations. These conditions are part of the Building Permit and must be met prior to issuance of a Certificate of Occupancy. Any and all deviations from the original plans and specifications approved by the Building Department shall be submitted to the Building Department for approval prior to installation. The purpose of this review is to provide for minimum protection of life, limb, health, property, environment and for the safety and welfare of the consumer and general public as regulated by the Uniform Building Code, Uniform Plumbing Code and Unifornn Mechanical Code. FI RE -RESISTIVE CONSTRUCTION FR -9 Penetrating items passing entirely through both protective membranes of bearing walls required to have a fire -resistive rating and walls requiring protected openings should be protected with through -penetration fire stops. Section 709.6. FR -l0 The T rating for through -penetration fire stops in fire -rated walls requiring protected openings should apply to the following locations (Section 709.6): 1. Above corridor ceilings which are not part of a fire -resistive assembly. 2. Below any ceiling. FR -11 FR -I5 FR -16 Where wall -protective membranes are penetrated by larger openings or materials not listed in Section 709.7, the penetrating items should comply with the following: 1. Membrane -penetration fire stops suitable for the method of penetration; or 2. Installed in accordance with their listing and installation instructions. Smoke dampers should be installed and be accessible for inspection and servicing in the following locations in accordance with Section 713.10: 2. Penetrations of tire -resistive construction of corridors serving as required exits. See exception. At openings between attic spaces and chimney chases for factory -built chimneys. FR -32 Draft stops should be provided in the following locations: 3. In buildings used for other than residential occupancies, draft stops should be installed in wood -frame floor -ceiling construction containing concealed space. Such draft stops should be installed so that the area of the concealed space does not exceed 1,000 square feet (93 m2) and so that the horizontal dimension between stops does not exceed 60 feet (18 283 m) Section 708.3.1.1.3. 5. In buildings used for other than residential occupancies, draft stops should be installed in the attic (mansards) (overhangs) (false fronts set out from walls) (similar concealed spaces) formed by combustible construction. INTERIOR FINISHES AND INSULATION M1 -i The interior wall and ceiling finishes should be specified to comply with Table 8-13 and Section 803. MI -9 Thermal and acoustical insulation should comply with Section 707. MI -15 Water-resistant gypsum backing board should not be used in the following locations (Section 2512): a. Over a vapor retarder. b. In areas subject to continuous high humidity. c. On ceilings where frame spacing exceeds 12" on center. M1-16 Prefabricated construction should comply with Section 1704. MI -17 Interior finish materials shall comply with the flame spread requirements of Section 804 MI -18 Gypsum wallboard shall be installed per Sections 2501, 2593, 2504, 2511, 2512, and 2513. EXITING REQUIREMENTS RI) General Requirements X-6 Exits should have a minimum separation of one half the maximum overall diagonal of the building or area served measured in a straight line between exits. Section 1003.3. X-10 Exits should not pass through kitchens, store rooms, restrooms, closets or spaces used for similar purposes. See. 1003.5. Dams X-13 Exit doors should swing in the direction of egress when required by Section 1004.2_ X-14 Exit doors shall be openable from the inside without the use of a key, special knowledge ar effort. See exception for allowing key -locking hardware on the main exit of Group l3, F, M and S Occupancies. Manually operated edge- or surface -mounted flush or surface bolts are prohibited. Automatic flush bolts are allowed on pairs of doers, provided the door with the flush bolt has no knobs or surface -mounted hardware. Section 1004.3. X-18 Every required exit doorway should be of a size to permit the installation of a 3 -foot (914 mm) by 6 -foot 8 -inch (2032 mm) door. When installed, exit doors should be capable of opening so that a minimum clear width of 32 inches (813 mm) is provided. Section 1004.6. X-21 Landings at doors shall comply with Section 1004.9 and 1004.10. X-22 The floor or landing on each side of doors shall not be more than h/ inch (13 mm) lower than the threshold of the doorway. Section 1004.9. Exit Corridors X-28 1 hour fire resistive corridors with 20 minute doors and opening protection are required when serving occupant loads over 30. January 11, 2001 The following comments based on the 1994 edition of the Uniform Building Cocie shall be resolved prior to the issuance of the building permit. The purpose of this review is to provide for minimum protection of life, limb, health, property, environment and for the safety and welfare of the consumer and general public as regulated by the UBC. 1. Provide an exit sign plan specifying backup power with signs specified at a minimum at the rear exit doors in the new retail area and in the 2nd floor at the exit doors and in the hall. Sec 1013.1 2. Provide a window and door schedule for approval to verify door widths and light and ventilation requirements if required by the Building Official. Notes on the plans and the Conditions of Permit call for general compliance with these sections of the code. Sec. 1104.6, 1202. 3. Exit illumination should be provided on all levels. Provide a lighting plan if required by the Building Official. Notes on the plans and the conditions of permit call for general compliance with these sections of the code. Sec. 1104.6, 1202. 4. The main level new retail space requires 2 exits. Based upon the occupant load the #8 double door must swing out in the direction of travel. If the door is changed to swing out it will obstruct the stairs. Provide revised plan for approval. Sec. 1004.2, 1005.4 5. The exit ramps shown on the plans appear to exceed allowable slopes. Please verify. The maximum slope permitted is 1:8. If they are required to be accessible they should not exceed 1:12. It appears that both are required exits and therefore must be accessible. Verify slopes and provide revised plans as necessary. Sec. 1007, 1103.2 6. The office {103) and HC bath on the main level access through the storage room and then through the retail sales room. Exiting through storage rooms is not permitted. Provide a wall separating the storage room and creating an unobstructed hall to exit from the bath and office. Sec. 1003.5 7. The upper level appears to meet the definition of a second story (Sec. 220). 2 exits conforming with minimum separation of exits requirements of Sec. 1003.3 are required. Since this space may be rented to a separate future tenant per the floor plans, a corridor should be constructed from the large office space to the exit in the future tenant space (201), or provide a revised plan for approval. If the future tenant space exits into this corridor instead of through anew door to the exterior, a 1 hour rated corridor with 20 minute opening protection (doors) will be required per Sec. 1005. 8. The only insulation specified on the plans is in the new 2x6 frame walls. Specify other wall, foundation and roof insulation for approval that complies with Garfield County Code requirements. Sec. 106. 9. Group B and M occupancies are required to be accessible and have accessible facilities. It is not clear whether the existing bathrooms to be enclosed in the new hall meet accessibility requirements. Verify. If they do not, accessible bathrooms will be required on the 13t level for the new retail area. The 2°d story is accessible from grade so accessible facilities are required. The bathrooms provided on the 2na level are not accessible. Provide accessible bathrooms on this level or demonstrate that accessible bathrooms on the main level can be accessed from the upper level via an accessible route. Sec. 1103.2, 1105. 10. The doors to Office (205) and the Conference room do not meet the requirements for accessibility per Sec. 1106. See ANSI 4.13. Provide revised plan. 11. No roofing system is shown. Specify a roof system for approval. The roof covering and insulation must be part of listed Class C roofing system. Provide an approved listing. Sec. 1503. It must comply with Class C roof assembly requirements. Sec. 1504, 1507. 12. The roof drainage plans are minimal. Provide additional details if required by the building official specifying slope, overflow drains and termination of the drainage system demonstrating that roof drainage will not flow over public property. The structural engineer should specify on the plans the design loads used in designing the building, material specifications for structural wood, concrete, and masonry, and retaining walls, and any other information, details and specifications necessary to ensure compliance with the structural provisions of the UBC.
