This application for a Building Pennit must be signed by the Owner of the property, described above, or an authorized agent. If the signature below is not that of the Owner, a separate letter of authority, signed by the Owner, must be provided with this Application. Legal Access. A Building Pennit cannot be issued without proof of legal and adequate access to the property for purposes of inspections by the Building Department Other Permits. Multiple separate pennits may be required: (1) State Electrical Pennit, (2) County ISDS Pennit, (3) anotherpeonit required for use on the property identified above, e.g. State or County Highway/ Road Access or a State Wastewater Discharge Permit Void Permit. A Building Permit becomes null and void if the work authorized is not commenced within 180 days of the date of issuance and if work is suspended or abandoned for a period of 180 days after commencement. Balconies and decks over 30" high must be constructed to all IBC and IRC requirements including guardrails. 6) Outside grading completed so that water slopes away from the building; 7) Exceptions to the outside steps, decks, grading may be made upon the demonstration of extenuating circumstances., i.e. weather. Under such circumstances A Certificate of Occupancy may be issued conditionally. 8) A final inspection sign off by the Garfield County Road & Bridge Department for driveway installation, where applicable; as well as any final sign off by the Fire District, and/or State Agencies where applicable. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. All plans submitted must be incompliance with the 2003 IRC for Residences and 2003 IBC for Commercial Offices and Storage. 1 I. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each comer of the proposed structure prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or more must be shown on site plan. (NOTE Section 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. 'I', -.... •· ., •• "l ~-, ··")l."· i !.]--.:. -~\-,· .. ! •. -:;, Job No. 107 0903 Subject: Observation of Excavation, Proposed Residence, Lot 10, Springridge Reserve, Garfield County, Colorado Dear Ms. Kemp: As requested, a representative of Hepworth-Pawlak Geotechnical, Inc. observed the excavation at the subject site on August 7, 2008 to evaluate the soils exposed for foundation support. The findings of our observations and recommendations for the foundation design are presented in this report. We previously conducted a subsoil study for design of foundations at the site and presented our :findings in a report dated January 14, 2008, Job No. I 07 0903. The proposed residence is essentially the same as that described in our previous report. A detached garage is proposed just south of the residence. Spread footings sized for an allowable bearing pressure of 1,000 psfwere assumed for the building support based on our previous reconunendations. At the time of our visit to the site, the foundation excavation fur the residence was mostly completed and had been cut in multiple levels from Yz to 7 feet below the adjacent ground surface. The steps between levels for interior pads and frost depth trench at the east side were Y, to 2Y, feet high. The garage area was excavated in one level up to 3 feet deep on the west side and filled up to about 4 feet deep on the east side. The soils exposed in the bottom of the excavations consisted of stiff, porous and calcareous sandy silty clay. There was loose material in footing areas that had not yet been compacted. Results of swell- consolidation testing performed on samples taken from tile site, shown on Figure 1, indicate the soils are moderately to highly compressible under conditions of loading and wetting. A sample ofthe fill was detennined to have a moisture content of9.9% and a dry density of 100 pcf No fi·ee water was encountered in the excavations and the soils were slightly moist. : 'i '.•. The soils are compressible when welted that could result in settlement and building distress and precautions should be taken to keep the bearing soils dry. An exploratory pit to evaluate the depth of compressible soils was not dug but we expect the soils to be on the order of 20 feet deep based on our experience in this area. The existing fill in the garage area does not appear to have been adequately compacted and should be removed down to the natural soils and replaced compacted to at 95% of standard Proctor density at near optimum moisture content. Loose disturbed soils in the footing areas should be removed and the exposed soils moistened to near optimum and compacted. Other recommendations presented in our previous report which are applicable should also be observed. The recommendations submitted in this letter are based on our observation ofthe soils exposed within the foundation excavation and the previous subsurface exploration at the site. Variations in the subsurface conditions below the excavation could increase the risk of foundation movement. The study was conducted in accordance with our agreement for geotechnical engineering services to you dated December 11, 2007. The data obtained and our recommendations based on the proposed construction and subsurface conditions encountered are presented in this report. Hepworth-Pawlak Geotechnica~ Inc. previously conducted a preliminary geotechnical study for the Springridge Reserve Subdivision and presented our findings in a report dated June 22, 2004, Job No. 101 126. Proposed Construction: The proposed residence will be one story precut wood frame construction above a full basement. Ground floor will be slab-on-grade. The basement level will daylight to the east. The building footprint will be about 2400 square feet. Cut depths are expected to range between about 3 to 9 feet. Foundation loadings for this type of construction are assumed to be relatively light and typical of the proposed type of construction. If building conditions or foundation loadings are significantly different from those described above, we should be notified to re-evaluate the recommendations presented in this report. Site Conditions: The site was vacant and covered with a few inches of snow at the time of our field exploration. Vegetation consists of grass and weeds. The site is located on the downhill side of Dry Park Road and the ground surface slopes down to the east to Spring View Drive. Elevation difference across the building area is about 10 feet. The sandy silty clay soils are compressible when wetted which could result in some slab settlement and distress if the bearing soils become wet. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reinforcement should be established by the designer based on experience and the intended slab use. A minimum 4 inch layer of free-draining gravel should be placed beneath basement level slabs to facilitate drainage. This material should consist of minus 2 inch aggregate with less than 50% passing the No. 4 sieve and less than 2% passing the No. 200 sieve. All fill materials for support of floor slabs should be compacted to at least 95% of maximum standard Proctor density at a moisture content near optimum. Required fill can consist of the on-site soils devoid of vegetation and topsoil. Underdrain System: Although free water was not encountered during our exploration, it has been our experience in the area that local perched groundwater can develop during times of heavy precipitation or seasonal runoff. Frozen ground during spring runoff can create a perched condition. We recommend below -grade construction, such as retaining walls and basement areas, be protected from wetting and hydrostatic pressure buildup by an underdrain system. The drains should consist of drainpipe placed in the bottom of the wall backfill surrounded above the invert level with free-draining granular material. The drain should be placed at each level of excavation and at least I foot below lowest adjacent fmish grade and sloped at a minimum I% to a suitable gravity outlet. Free-draining granular material used in the underdrain system should contain less than 2% passing the No. 200 sieve, less than 50% passing the No.4 sieve and have a maximum size of2 inches. The drain gravel backfill should be at least I \1, feet deep. An impervious membrane such as 20 mil PVC should be placed beneath the drain gravel in a trough shape and attached to the foundation wall with mastic to prevent wetting of the bearing soils.
