Civil and Environmental Consulting and Design It is the purpose of this correspondence to satisfy the requirements of Section 22. 7 (2 and 3) of the CDPHE regulations to submit the engineering report and application to the appropriate local agencies for site review and comment prior to submittal to the CDPHE. The application is for the proposed lift station for the Buffalo Valley Apartments. There is an existing lift station on the project however it will be replaced by one with a larger capacity. It will eject into a force main sewer that ultimately is treated by the City of Glenwood Springs Sanitation District. The new lift station exceeds the threshold of 2,000 gallons per day and requires permitting from the CDPHE. Please review the attached information and obtain the appropriate signatures on Page 4 of the application from the County, the Local Health Authority, and the 208 Planning Agency. Thanks in advance. The existing site has a restaurant and motel with parking and infrastructure and is located at 363 7 Highway 82. Proposed plans are the construction of site construction to contain two buildings that have a total of 54 apartments. The project elevation is approximately 5880 feet above sea level and located at Latitude 39°30' 19.1" North and Longitude 107°18'24.l" West. The property area is approximately 2.204± acres. The site currently is served by an existing lift station that ejects into a force main sewer that ultimately is treated by the City of Glenwood Springs. The proposed lift station would exceed the threshold of 2,000 gallons per day and requires permitting from the CDPHE. The lift station is proposed on the same private property. No right-of-way or easements are necessary for the proposed lift station location. The operation and maintenance of the project will be supplied by the revenue generated from renting the apartments that the lift station serves. The anticipated annual budget and fee rate structure will be built into and accommodated by the rent that is charged. The cost of rent is able to adjust as necessary. Demonstration of Operation and Maintenance: The lift station will be under 24 hour surveillance by the property management system established by the Owner for maintaining and managing the apartment complex. The lift station will additionally have a generator to provide backup power in case of a power failure. That construction is scheduled to begin this spring, 2016. The lift station will be put into service at the completion of construction.
