Si]MMRY:
This is a recontrnendation for referral of the Mitchell Creek P.U.D. to the Planning
Commission. The Mitchell Creek P.U.D. is located along County Road 130 & 132
i-n West Glenwood along Mitchell Creek. The proposal is for 29 single family units
fronting on the creek.
ACCESS : off 132 Road and 130 Road.
I^IATER: from the West Glenwood Water District.
SEWER: combination of septic systems and the West Glenwood Sanitation District.
The proposal also includes a greenbelt along the Creek for public dedication
and a small park site in the southwestern portion of the site.
The proposal has been sent to the City of Glenwood for review and comment.

SUMMARY:
This is a public hearing with the mineral right holders and for a final decisi-on
on the final plat. The Turkts are subdividing on 8.36 acre parcel into 2 lots
of 4 acres and 4.36 acres through the full review process because the original
parcel was created by exemption with the restriction that no further splits be
allowed by exemption.
RECO}OIENDATION:
The Planning Commission has given recommendatj-on for approval with no eonditions.

The road that accesses the southerly lots off 130 Road ls long and should have
an intermedlary turn around so that traffic does not have to travel the full
length ,of the road to turn around.
The 100 year flood level of Mitchell Creek has not been established and cannot
be established wlthout an expensive and detailed flood plain study. It is
imperative that a detailed flood plain study be completed by preliminary p1at.
The preliminary geologic and soils report indicates existing and potential
debrls flow areas. The report also suggests some possible mitigation measures.
The detalled soils and geologic reports at preliminary plat must addrEss these
problems and inciicate, in detail, mitigation measures.
If it is practical, some consideration should be given to providing central
ser^/er to the northerly lots that acces-s off of 132 Road. There are sorne
physical constraints to sewering the lots but this needs to be dlscussed.
The soils report indicates limitations for septic systems due to shallow
bedrock and high run-off potential.
